There is a growing body of research which shows that schools who work together are more effective in improving the quality of teaching and student learning, and in supporting school development. This series of reports sets out learnings from examples of schools collaborating and working together.
ERO was approached by principals from Kahukura to document and evaluate their community of practice in Christchurch. There are 14 activity centres in New Zealand that cater for secondary school students (Years 9 ‑ 13) who are at risk of disengaging from mainstream schooling and at risk of low educational, social and vocational outcomes. Activity centres are established by agreement of the Minister of Education. Priority is given to those students whose behaviour is likely to impede their own learning and the learning of others, and who are most likely to benefit from the programme.

This national report presents the findings of ERO’s recent evaluation of the 14 Activity Centres in New Zealand providing alternative schooling for secondary students likely to benefit from a specialist programme.
This resource can be used with the School Evaluation Indicators. It brings together findings from ERO’s recent national reports to outline what works to accelerate progress for Māori students at-risk of underachieving in primary schools. We share approaches schools have taken where progress was accelerated and schools were able to extend their practices to help more students succeed. Innovative schools focus on inequity within their student population, resulting in improved outcomes for Māori students.
In 2011 the Ministry of Education introduced funding for pedagogical leadership in alternative education to improve the quality of teaching and learning. This evaluation examined the impact of that funding initiative by looking at the work of 10 clusters providing alternative education. It also identified a set of principles to provide guidance on good practice.
This evaluation looks at the Ako Panuku programme, which is funded by the Ministry of Education for Māori secondary/kura teachers. ERO conducted an online survey of all teachers involved in the programme and also visited a number of schools and kura. Our findings show that a high proportion of teachers found the programme to be highly effective or effective for them. Ako Panuku has had positive outcomes for participants and their students.

We have therefore evaluated the way schools engage their parents, whānau and community. The result is a collection of three reports on different aspects of Partners in Learning: the findings of the evaluation; examples of good practice; and the voices of parents. This report sets out the views of parents and others in the community about their role in the education of their children.
