In 2020, Auckland students were particularly affected by Covid-19 and extra support was provided to them. Following this, ERO undertook an evaluation of three Te Kura programmes aimed at supporting Auckland NCEA students. New Zealand schools have one of the highest rates of bullying among OECD member countries. In this evaluation, ERO looked at the extent to which schools were effectively working towards an environment in which students feel safe and free from bullying.

This evaluation studies effective practice in schools’ senior curriculum. It contributes to the review being undertaken by the Ministry of Education (the Ministry) of the National Certificate of Educational Achievement (NCEA). Children at many schools in New Zealand experience bullying. The Bullying Prevention Advisory Group, set up by the Secretary for Education, has developed a resource called Bullying prevention and response: A guide for schools.
ERO asked 129 schools reviewed during Term 3, 2014 about their use of the guide. Most schools were aware of the resource and more than a third had used it. Schools most commonly used the guide as a tool to review their bullying policies and procedures.
