Learning in Oranga Tamariki Residential Care - Summary

Children and young people who are placed in Oranga Tamariki residential care are among the most at risk of poor outcomes later in life. The education students receive in residence has the power to change their lives. ERO reviewed how well education is going in these settings. This summary describes what we found and our recommendations. This accompanies the full report Learning in residential care: They knew I wanted to learn.

In this paper Glasgow brings a Pacific voice to the debate about how the indicators should be revised. She argues that the care and education of young children has become infused with western, middle- class values and ideologies, institutionalised, normative, and separated from relationships and contexts. Following widespread consultation there was an expectation that Te Whāriki (1996) would directly speak to the needs of Pacific peoples, but this did not happen.

He Iho Ruruku - Ngā Kura ā Iwi perspectives

In March 2020, the onset of COVID-19 caused major disruptions to key services in Aotearoa including the compulsory education sector. Māori medium education faced complex challenges, and given the abruptness of the situation, tumuaki, kaiako and boards of trustees had to quickly prepare whānau and learners for a new mode of online learning. Tumuaki and kaiako responded well, given the limited time and resources available for distribution.

Te Ara Poutama is the core of Ngā Ara Whai Hui: Quality Framework for Evaluation and Improvement in Early Childhood Services. This is the framework for ERO’s approaches to reviewing early childhood services. The indicators, for outcomes and processes, are a central resource for use by ERO and the services themselves in evaluating quality in early childhood education and identifying where improvement is needed.
