This evaluation studies effective practice in schools’ senior curriculum. It contributes to the review being undertaken by the Ministry of Education (the Ministry) of the National Certificate of Educational Achievement (NCEA). The Ministry-led review focuses on the implementation of NCEA as the national assessment system for the senior years of secondary schooling.
Evaluation insights by the ERO, alongside contributions from the Te Kōhanga Reo National Trust and kōhanga reo whānau inform the findings of this report, which highlights effective practice in kōhanga reo, specifically the support children need to grow and thrive through a quality immersion pathway.

In 2014, the Education Review Office (ERO) undertook an evaluation of the extent to which schools were promoting and responding to student wellbeing in primary and secondary schools. This cluster evaluation highlights improvements in the overall performance of the six kura kaupapa Māori and 12 English-medium schools on the North Island’s East Coast. This report highlights some significant changes in these schools over the last 14 years.
This evaluation also raises questions about the links between implementing a bicultural curriculum and reviewing its impact for Māori children. This is the next step for services that already have strong bicultural curriculum. Reflecting on and questioning the extent to which Māori children experience success as learners is part of the challenge for managers and educators in early childhood services. The findings of this evaluation indicate that many services have some way to go in working with parents and whānau and enabling Māori children to become competent and confident learners.
