1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Wharekura o Te Kaokaoroa o Patetere is located in Putāruru in South Waikato. The kura provides kaupapa Māori education for uri from Years 1 – 13 and is a member of the Ngā Kura ā Iwi collective. The kura integrates Raukawatanga, the Kingitanga and Tainuitanga throughout the kura. The whānau are committed to the dialect and ngā tīkanga and kawa o Ngāti Raukawa.  

The kura has three key ohu (syndicates) led by assistant principals. There are purpose-built spaces for ngā teina and tamariki waenga. The building of the new wharekura has commenced. A kōhanga reo is also expected to open onsite in 2023. 

3 Evaluation Focus

How well do uri demonstrate that they are culturate, literate and numerate? 

Uri are highly culturate and developing as confident literate and numerate learners.  

4 Findings

Teaching and learning

A culture of care, respect and collaboration sets the foundation for all interactions between uri, their peers, kaiako and whānau. Relationships are mutually respectful. Kaiako affirm uri contributions and their participation in all aspects of the kura. Leaders work together to achieve greater connection between ohu to ensure seamless transitions for all uri.

Uri are physically, emotionally and socially intelligent. Uri in wharekura are cultural leaders and role-model commitment and passion for te ao Māori. This is demonstrated by recent success in regional kapa-haka and manu kōrero. The wharekura environment encourages uri to develop as independent thinkers and autonomous learners. They are engaged learners who actively participate in a variety of contexts.

The kura graduate profile guides the development of the kura curriculum in conjunction with Te Marautanga o Aotearoa and the National Certificate of Educational Achievement (NCEA). All kaiako have detailed documentation of uri progress and achievement. 

Adaptations to wharekura programmes offer uri flexible choice. This allows them to complete multiple standards across NCEA Levels 1-3 concurrently. Kaiako have implemented an initiative at Years 9 and 10 to scaffold them toward NCEA. For the first time the kura can provide four approved university entrance subjects. This should increase pathways and career choices beyond wharekura for uri.

Kaiako in ohu waenga implement a programme of learning around the maramataka to maximise engagement and accelerate learning. Kaiako knowledge and understanding of the maramataka is evident in the ways they relate to and facilitate learning. Daily sessions of mauritau allow time for self-reflection and self-regulation. A strength-based approach and a rotational learning programme ensures uri receive teaching from kaiako with specific curriculum expertise and knowledge. Kaiako analyse progress and achievement data to identify the next steps for teaching and learning for uri. Those who require additional support have individualised learning programmes. Achievement data for this group shows improved outcomes over time. Uri respond positively to differentiated learning approaches.

Governance

The Board of Trustees articulate clear values and aspirations for physically, emotionally and socially intelligent uri. Decision making is considered and consistently connects to their strategic aspirations. Trustees are highly responsive to the wellbeing of uri, kaiako, whānau, hapū and iwi. Whanaungatanga and manaakitanga underpin the trustees' approach to relationships and decision making. The board is compassionate and recognise they are leadership exemplars for the community. Uri know their identity and belonging is valued.

Leadership

Distributive leadership within the kura is a strategic approach to building leadership capability. There is a culture of collaboration, respect and trust. Ohu waenga and ohu wharekura leaders and staff provide a variety of authentic contexts where uri lead and participate in cultural and social experiences. Academic opportunities and outcomes are improving. The leadership team recognise improved collaboration with the ohu teina team will increase opportunities to further enhance outcomes. Uri are highly confident in a wide range of contexts.   

Key Next Steps

The newly established ohu teina leadership team are focused on improving learning outcomes for uriKaiako are aware of the challenges that a high number of enrolments with limited te reo Māori has on the learning programme. Uri with limited language ability require a more deliberate transition approach.  A concerted focus on te reo ā waha is being implemented. Ohu wide data shows improvement over time in te reo ā waha. Senior leadership is aware that pānui and tuhituhi require improvement. Ohu teina kaiako recognise the urgency to develop and implement assessment practices that better reflect the progress of their uri. All kaiako utilise the kura wide student management system as a planning platform for documentation, collaboration and transparency. Uri with limited reo do not achieve to their potential.

The board are highly responsive to the increased number of whānau returning home and wanting Kaupapa Māori education for their tamariki. A recent review of the enrolment policy show there are considerable number of uri at the beginning of their te reo Māori journey. The kura encourages te reo Māori development for whānau to further support uri progress. The board and senior leaders are aware that it is timely to review how best to support uri success. All uri will experience greater academic success when kaiako implement a more deliberate approach to second language acquisition.

Internal evaluation requires strengthening. It is important that the board receive timely detailed analysis of student achievement to fully inform decision-making. Kaiako assess, and record uri progress and analyse trends and patterns well. It is timely that leaders collect and collate this information and use this to inform the analysis of variance. Currently, NCEA achievement data shows achievement levels are below national averages. Strengthening internal evaluation of the analysis of variance should assist trustees to set annual achievement targets and monitor uri progress toward achieving these better.

5 Assurance on Legal Requirements

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration

  • processes for appointing staff

  • stand-downs, suspensions, expulsions and exclusions

  • attendance

  • school policies in relation to meeting the requirements of the Children’s Act 2014.

Recommendation

ERO and the kura poumarumaru developed the following recommendations:

  • senior leaders provide trustees with detailed analysis of uri progress and achievement

  • build teacher capability in the teaching of  te reo Matatini and Pangarau

  • develop and implement a transition strategy for uri with limited te reo Māori.

1 Context

Te Wharekura o Te Kaokaoroa o Pātetere is located in Putaruru, South Waikato. Many trustees are in their third term on the board. The board, tumuaki and senior leaders have worked together to assist students, whānau and the community to overcome a traumatic period in 2014. A clear process was followed to improve health and safety, particularly the physical and emotional wellbeing of students.

Ko Raukawa te iwi, ko Ngāti Ahuru me Ngāti Mahana ngā hapū.

‘Te Whare Wairua o Raukawa’ is based on the qualities of Raukawa. The values of whakaute, kawea, hiranga, atawhai and pono are an integral to the curriculum.

‘Ohu’ groups have been established to support delivery of the curriculum. These are the Ohu Teina (primary), Ohu Tuakana (intermediate) and Ohu Wharekura (secondary). Syndicate leaders and staff report regularly to the board of trustees and whānau about student achievement, programme development and success stories.

Since the previous ERO review the kura has received building upgrades and there has been a significant growth in the roll. The new buildings reflect a modern learning environment. The kura provides a bus service from Te Awamutu and Tokoroa. Te Kaokaoroa o Pātetere provide support and guidance for a satellite kura in Rotorua.

How well do uri demonstrate their rangatiratanga?

Uri demonstrate an increasing understanding of their rangatiratanga.

2 Uri Outcomes

Uri are developing a strong sense of belonging and identity. Learning programmes are based on Raukawatanga and there is a strong focus on maintaining iwi connections. Uri are encouraged to take responsibility for learning about and protecting their traditions and history. Pouako provide uri a range of opportunities to develop as leaders for their whānau, hapū, iwi. Uri regularly participate in annual events throughout the Waikato-Tainui region. Uri are proud to be Ngāti Raukawa.

Uri promote the use of te reo and tikanga Māori. Kaumātua and poumahi model tikanga and kawa to ensure that uri to develop a deep understanding and are able to practice these appropriately. The values of aroha, respect and care for each other and manuhiri are important throughout out the kura. Poumahi support uri to participate in local and national Manu Kōrero and Kapa Haka events which provide a meaningful way for uri to express themselves in te reo Māori. Uri speak te reo Māori consistently and are confident in a range of Māori contexts.

Uri are motivated learners. Strong literacy and numeracy are the foundation for all learning programmes. Individual learning needs are identified based on assessment data that is collated and shared with each ohu. This information is used to inform planning for the ohu and classroom programmes. A school-wide programme is in place to increase uri achievement. Uri enjoy learning.

Uri are becoming independent learners. They are learning to monitor their own progress. Uri are encouraged to be critical thinkers with the support of poumahi who use a range of strategies to extend their understanding. Uri have opportunities to share their opinions about their learning experiences in the school. Poumahi use the results of this survey to guide curriculum planning and respond to uri needs. Uri in the wharekura are encouraged to access their own achievement records through NZQA, to monitor and plan their individual learning pathways. Uri confidently use digital tools to work independently or co-operatively with their peers and poumahi to enhance their learning. Uri are engaged learners.

Uri experience success in a range of contexts. Uri have opportunities to lead and mentor their peers and teina which fosters positive relationships. Sporting talents and achievements are celebrated. Nutrition and exercise are integrated into the school-wide physical education programme to promote healthy lifestyle choices. Whānau and poumahi work together to support uri to participate in regional, national and international competitions. Ongoing support is in place to build individual skills and self-management strategies. Uri are developing high levels of independence and autonomy.

The emotional wellbeing of uri is a priority. There is a school-wide focus on providing a positive learning environment. The board, tumuaki and senior leaders have worked hard to improve school-wide practices. Safety programmes are incorporated into the curriculum. Positive Behaviour for Learning (PB4L) principles in conjunction with the kura core values are practiced and impact positively on uri achievement. External medical and social agencies are on-site each week to support uri and whānau emotional and physical wellbeing. Poumahi model open and respectful relationships with each other, uri and whānau. The well designed learning spaces and glass partitions enable poumahi to encourage uri to be independent learners. Uri confidently share and express their thoughts and feelings.

Kura-identified areas of development

Kura leaders and the board have a good understanding of their achievement challenges and are working towards improved outcomes for students. Systems for assessing, analysing, reporting and systematic monitoring of achievement information are still new and at the early stages of implementation.

3 Leadership

Leadership is an important part of formal and informal learning throughout the kura. The tumuaki and ohu leaders use their strengths, skills and knowledge to support kura development. Iwi and community leaders support the kura direction and decision making. Ohu leaders are responsible for implementing systems that are focused on educational outcomes for uri. The principle of ‘Ngā rangatira mō āpōpō’ drives leadership opportunities for uri, poumahi and whānau. Uri are learning about their role as leaders.

4 Internal evaluation

Uri learning and achievement information guides internal evaluation. Some useful internal evaluation processes are in place. Poumahi meet to reflect, discuss and share ideas to improve outcomes for uri. A range of strategies are used to encourage parent participation in internal evaluation. The board of trustees use the information gathered to review and monitor their strategic direction. Uri success is a priority.

5 Te Poumarumaru assurance on legal requirements

Before the review, the board of trustees and principal of the school completed the ERO Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on students' achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

6 Recommendation

The board of trustees, tumuaki and ohu leaders improve the use achievement data to improve outcomes for uri.

Te Wharekura o Te Kaokaoroa o Pātetere is in Putaruru, South Waikato. Uri demonstrate an increasing understanding of their rangatiratanga. Uri are learning about their roles and responsibilities as citizens of Ngāti Raukawa and appreciate the value of te reo Māori. The board, tumuaki and ohu leaders share their knowledge, skills and experiences to support the emotional and physical wellbeing and academic success of uri. 

When is ERO likely to review the kura again?
