1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Ngā Uri o Ngā Hau e Wha is situated in Maraenui, Napier. Four generations have been dedicated to the kōhanga reo for over 30 years. Whānau aspire for mokopuna to feel safe, secure and foster a strong sense of belonging. 

3 Evaluation Focus

How well do mokopuna show they are settled in their interactions?

Mokopuna show their contentment through calm and positive engagement with their peers.

4 Findings 

Mokopuna learn in an environment where positive relationships are fostered. Kaimahi model compassion, kindness and respect in their interactions with mokopuna. They assist mokopuna to learn about tikanga and kawa of their whare kōhanga reo through formalities such as mihi whakatau. Mokopuna enjoy sharing their knowledge of the kōhanga reo whakapapa through waiata. Kaimahi utilise various strategies such as prompts, repetition and instruction to support mokopuna language development. Additionally, mokopuna learn about the structure and purpose of language through karakia and mihimihi. Mokopuna easily follow routines and interact appropriately throughout their environment. They actively participate in a variety of activities to express and interpret their understanding. The indoor learning space accommodates both group and individual needs. Kaimahi consistently commend mokopuna for their efforts and accomplishments. Mokopuna are happy and settled in their interactions with others.   

Mokopuna learning needs are catered for, monitored, and reported. Kaimahi engage in collaborative efforts to plan the mahere ako. This includes annual, term and weekly plans and identifies programme content, activities, resourcing and strategies for implementation. Kōnae mokopuna are used to display samples of work including learning stories that track individual mokopuna progress. Matai i te katoa o te mokopuna highlights the holistic development of each mokopuna. Kaimahi regularly reflect on their practices to strengthen and respond to mokopuna needs and use programme evaluation to measure quality of learning outcomes for mokopuna. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.

Whānau have most systems in place to manage their kōhanga reo. The tūtohinga defines processes and sets out a planned approach and direction for whānau. Kaimahi regularly carry out emergency evacuations for fire, earthquake and tsunami. Documented health and safety registers are in place. The annual plan is well set out and identifies overall operational tasks and when these are to be completed. Personnel matters are appropriately maintained. Kaimahi employment documentation includes individual employment agreements, position descriptions and verified kaimahi safety checks. Appraisals are complete and focus on increasing kaimahi knowledge particularly aimed at continuous enhancement. Mokopuna are the centre of whānau whakahaere practices.

Key Next Steps

Whānau participation requires attention. Whānau shared they are not clear about their roles and responsibilities. Additionally, whānau hui minutes were not available during the onsite visit. As a result, it is not clear that there is sufficient input from whānau, or that they are provided with opportunities to contribute to the development of the kōhanga reo. While there are a comprehensive range of policies and procedures in place, whānau lack understanding of how these influence what happens in the kōhanga reo. ERO and the whānau agree the need has arisen for whānau to develop a solution that will adequately meet their responsibilities to the kōhanga reo. Mokopuna would benefit from collaborative whānau decision making.

The whānau have a Child Protection Policy in place and they acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. Whānau and kaimahi intend to engage in further wānanga and training to better understand their commitment in fulfilling the obligations of the Act. ERO agrees with this and acknowledges the emphasis on prioritising mokopuna safety and wellbeing.

Whilst the strategic plan captures the vision and aspirations of whānau for mokopuna, it is time to develop an action plan to monitor the progress of the strategic objectives. Mokopuna benefit from a planned approach to future sustainability. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements, they must:

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care.

6 Recommendation

ERO recommend that whānau continue to work alongside the Tari-ā-Rohe for support to develop an action plan to address the areas of concerns identified the key next steps of this report.

1. Context

Te Kōhanga Reo o Ngā Uri o Ngā Hau e Whā is an urban kōhanga reo in Napier. Four generations of one whānau have been committed to the kōhanga reo for over 30 years. Their focus is the revitalisation of the kōhanga reo.

The whānau has implemented a five year strategic plan to guide their future direction and to support them to address recent changes.

The previous ERO report identified strategic planning and in particular links to te reo Māori goals of Te Ara Tūāpae as an area for development.

2. The Review Findings

How well do children show they are emotionally, physically, and spiritually well?

Children show that they are emotionally, physically and spiritually well in the kōhanga reo.

Mana Atua and Mana Whenua

Children experience meaningful relationships. Kaimahi use positive strategies to guide and manage children’s behaviour. Tuakana model expected behaviour to their teina. Children interact confidently and affectionately with kaimahi, parents and whānau. The kaimahi and parents regularly affirm children’s success and achievements. Children experience manaaki, aroha and rangimārie at the kōhanga reo.

Children’s needs are catered for. Routines flow smoothly and are understood by children. Teina are well supervised at all times and eat and sleep as they need to. Children are in a secure and loving environment.

Children are provided with an interesting learning programme that is structured and well managed. Children are able to follow their own interests and love to sing, laugh and dance. Kaimahi use effective strategies that support children’s learning. Children enjoy learning at the kōhanga reo.

Children are learning about te taha wairua. Children learn about the significance of Ranginui, Papatūānuku and other atua. They learn about atua Māori through karakia, hīmene and kaupapa activities. Children are happy and settled in their kōhanga reo.

Children experience traditional tikanga and values. Kaimahi are respected Ngāti Kahungunu kaumātua. Children observe them in their roles as kaikōrero, kaikaranga, and kaiwaiata at the kōhanga reo and marae. The children support the elders with karakia and waiata. Children learn about tangata whenua roles from their kaumātua.

Children use te reo Māori with increasing confidence. They are able to follow instructions, respond to simple questions and phrases and take lead roles with support. Children enjoy being read to in te reo Māori and talking about the stories they hear. Kaimahi expose the children to different media to broaden their te reo Māori development. Children are well supported as emerging speakers of te reo Māori.

Planning and Evaluation

Children’s learning is planned for and assessed. Whānau and kaimahi confidently plan kaupapa for children. Plans are comprehensive and have a focus on children’s wellbeing and te reo Māori. Kaimahi are highly reflective thinkers and have identified several priorities to improve the children’s programme and environment. Assessment practices are varied and clearly show children’s learning progress and achievement. Children benefit from clear planning, programme evaluation and assessment.

Children’s health and safety are key priorities for the whānau. Their wellbeing is supported through clear health and safety policies and procedures. The health and safety registers and certificates are functioning and current. Children’s emotional, physical and mental wellbeing is sustained through satisfactory health and safety practices.

The children’s kōhanga reo operations are regularly reviewed informally and formally. Reporting on the learning programme at the whānau hui is a regular practice. The whānau carefully analyse the effectiveness of management systems. They have a clear understanding of current operational issues. They have identified and planned strategic actions to address these issues. The kōhanga reo has sound financial systems and the whānau are focused on financial growth. Strategic planning has long-term and short-term goals which align with Te Ara Tūāpae and the current needs of the kōhanga reo. The whānau is committed to ongoing improvements for children’s learning and wellbeing.

Key Next Steps

Children will benefit from increased professional capability building of kaimahi. The whānau agree that succession planning is a strategic focus. Professional development is vital to build the kaimahi capability. Whānau have identified a programme of training and development for targeted kaimahi.

Children’s te reo Māori can be further extended. Whānau have a goal to increase the language skills of the kaimahi and parents. This will support the children’s language development at the kōhanga reo and at home. Children will be immersed in a richer te reo Māori environment.

3. Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4. Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

Te Kōhanga reo o Ngā Uri o Ngā Hau e Whā seeks support from the Kahungunu district staff to support kaimahi training, te reo Māori development and refining of operations procedures.

Te Kōhanga Reo o Ngā Uri o Ngā Hau e Whā is in the suburb of Maraenui, Napier. Children show that they are emotionally, physically and spiritually well in the kōhanga reo. Children experience traditional tikanga and values. They are developing as emerging speakers of te reo Māori. Whānau have a vision for children to be successful citizens of the world.

Introduction

A supplementary review is undertaken at the discretion of a National Manager in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of Te Kōhanga Reo o Ngā Uri o Ngā Hau e Whagoverning body and management in relation to areas identified in the February 2010 ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Mana Whenua including health and safety issues, resources for Kaimahi professional development
  • planning and evaluation including health and safety, whānau participation, self review, strategic planning, programme planning, assessment and programme evaluation
  • areas of non-compliance
  • any issues identified since the previous review.

2. The Education Review Office (ERO) Evaluation

Ngā Uri o Ngā Hau e Whā Kōhanga Reo is situated in the Napier suburb of Maraenui. Children who attend the kōhanga live nearby and many have whakapapa links to the kuia who started the kōhanga. The kōhanga environment is an important learning resource for children.

The 2010 report identified areas for concern under Mana Whenua and planning and evaluation. The report stated that there were limited resources and identified health and safety concerns. Several areas under planning and evaluation required improvement. These included whānau participation, commitment and management. The strategic plan needed further development and self review practice was limited. Planning, assessment and evaluation were additional issues identified as areas needing improvement.

Through self review and support from the wider whānau, extensive progress has been made in addressing the concerns from the previous report. The learning programme is child centred and attempts to meet the interests of children, using the resources available to them. Kaimahi use the interests of children to plan a programme that is responsive to their interests. Kaimahi have built a strong partnership with whānau who play an active part in their children’s learning.

3. Findings

Mana Whenua

Background

Ngā Uri o Ngā Hau e Whā te Kōhanga Reo has had a poor reporting history. Under Mana Whenua, the 2010 report identified unsafe equipment, lack of accident records, flaking paint and inadequate heating as areas for improvement. Resources in the kōhanga were limited in quality and quantity. Kaimahi needed training on how to use resources more effectively.

Areas of progress

Effective use of resources. Children have easy access to and use existing resources well. Good use is made of environmental resources. The large outdoor area, the garden where values such as kaitiakitanga and manaakitanga are practised, the local marae and the bus service support children to explore and learn. Children are developing as confident learners.

Health and safety issues. Whānau have addressed all health and safety concerns. These related to the supervision of children, recording of accidents and addressing hazards in the environment.

Whānau support. Whānau whānui actively encourage kōhanga development. The kuia, who has had extensive involvement in the kōhanga, continues to support te reo Māori development, ngā tikanga and the kaupapa. Effective professional support is provided by the kaupapa kaimahi, purapura and a neighbouring kōhanga. The newly appointed kaiwhakahaere and kaimahi work effectively to develop a learning programme and kōhanga systems that meet the needs and interests of children and their whānau. Whānau are gaining skills and confidence in management and are becoming actively involved in the life of the kōhanga.

Planning and Evaluation

Background

The 2010 report found that the whānau did not participate in the management of the kōhanga or provide support for kaimahi and the learning programme. Strategic plans needed further clarification. Whānau use of self review was limited. Kaimahi needed to improve their knowledge about assessment, programme planning and evaluation. Prior to this review, there was uncertainty about the kōhanga remaining open. However, the whānau has come together to try to address the concerns of outside agencies in an effort to keep the kōhanga operational.

Areas of progress

Whānau participation and commitment. Kōhanga whānau have worked together to provide a welcoming environment. They actively participate in all aspects of kōhanga life.

Self-review. Kaiako have a good understanding of the purpose of self-review and provide whānau with direction for the evaluation of kōhanga practice. Increased involvement by whānau in the kōhanga has enabled them to identify and improve the kōhanga for children. Whānau and kaimahi are committed to ongoing improvement in the kōhanga.

Assessment, planning and evaluation. Assessment information in portfolios identifies each child’s learning. Extending and supporting activities for individual children are also noted. Consequently planning is based on the individual interests of children. Whānau are informed about their children’s development through the information in the portfolios. Whānau have opportunities to strengthen assessment information through their input. Kaupapa are planned with input from whānau.

Evaluation of the programme is ongoing. Kaimahi have been accessing models of good practice in kōhanga. This has provided them with sound criteria on which to base their programme evaluations. Children benefit from the commitment of kaimahi, who continually strengthen assessment, planning and evaluation practice.

Areas for further improvement

Strategic planning. The whānau has a strategic plan which identifies kōhanga property development. This plan now needs to link to the reo Māori goal in Te Ara Tūāpae. Whānau and kaimahi need to develop, long and short term strategies to strengthen te reo Māori use in the kōhanga.

ERO recommends that:

  1. kaimahi and whānau continue to strengthen their understanding and use of self review to further improve the effectiveness of their practice.

This supplementary review evaluates the quality of education and care received by the tamariki and the performance of the whānau in relation to specific terms of reference.

The Education Review Office [ERO] evaluation of Te Kōhanga Reo o Ngā Uri o Ngā Hau e Wha follows.

Ngā Uri o Ngā Hau e Whā Kōhanga Reo is situated in the Napier suburb of Maraenui. Children who attend the kōhanga live nearby and many have whakapapa links to the kuia who started the kōhanga. The kōhanga environment is an important learning resource for children.

The 2010 report identified areas for concern under Mana Whenua and planning and evaluation. The report stated that there were limited resources and identified health and safety concerns. Several areas under planning and evaluation required improvement. These included whānau participation, commitment and management. The strategic plan needed further development and self review practice was limited. Planning, assessment and evaluation were additional issues identified as areas needing improvement.

Through self review and support from the wider whānau, extensive progress has been made in addressing the concerns from the previous report. The learning programme is child centred and attempts to meet the interests of children, using the resources available to them. Kaimahi use the interests of children to plan a programme that is responsive to their interests. Kaimahi have built a strong partnership with whānau who play an active part in their children’s learning.
