1 Context

Horouta wānanga, Horouta whanaunga, Horouta tangata, Horouta waka.

Te Kura Kaupapa Māori o Horouta Wānanga was established at Te Poho o Rāwiri Marae in Kaitī, Gisborne. During its establishment, the kura was a satellite to Te Kura Kaupapa Māori o Te Waiū o Ngāti Porou. In January 2016, the kura achieved its own composite status under section 155 of the Education Act. The kura provides education based on the philosophy of Te Aho Matua for Years 1 to 13 students. This is the first full education review since its establishment. The kura is presently located at a temporary site near the Gisborne town centre. Whānau support is strong and their aspirations include building a new kura for their children.

Te Ira Tangata

Students are nurtured in an environment akin to whare wānanga and based on the traditional values and beliefs. They conduct themselves with respect and humility. Deliberate strategies are used to enhance the mana of students and whānau. They are affirmed and acknowledged for their individual strengths. The whānau have considered their vision for learning within Horouta Wānanga alongside Te Aho Matua and Te Marautanga o Aotearoa and are establishing ways of learning that weave together those important elements. Staff are known as kaiārahi and foster reciprocal relationships of care and guidance with students. Tumanako, whakapono and aroha underpin their interactions. Kaiārahi provide opportunities for students to develop self-confidence and become leaders across daily activities. Beginning in the kura teina, students are supported to take responsibility for their own learning. Whānau are actively involved in supporting their children. Students are settled and happy. 

Te Reo

Tuku i te ngāwari, kawea te aroha.

Students are immersed in the language of Ngāti Porou. Local dialect is heard and used in both formal and informal situations. Students interact with strong models of te reo Māori that is unique to Te Tairāwhiti. Pao are used effectively to teach students new language and concepts. Relative hand actions and an emphasis on fun ensure that children learn quickly and retain vocabulary. Storytelling is a common practice that enhances meaningfulness and connectedness to traditions through te reo Māori. A range of waiata are used to reinforce important aspects of language learning and development. Additional resourcing has been allocated to junior classrooms to support the acceleration of language skills. English is introduced as a learning area from Year 7 which enables students to build confidence and fluency over time in both te reo Māori and English. Students are developing as confident speakers of Ngāti Porou reo.

Ngā Iwi

Tauawhi kura i te tangata.

Students have a good understanding of the tikanga and kawa of marae in Te Tairāwhiti. This provides the foundation and authentic context for learning in Horouta Wānanga. Students learn about these tikanga in depth so that they grow confidence in who they are and where they belong. Students have regular opportunities to learn and develop the skills required to work both the paepae and the kitchen of the marae. They understand the purpose and value of their roles and responsibilities as tangata whenua. The kura supports kaupapa Māori events promoted within the area. Students can make connections between themselves and the wider Māori community. The hapū, iwi and community consider students to be exemplary ambassadors for the kura. Students show pride in who they are and where they come from.

Te Ao

Kia mahuru ai te tau.

Students actively explore their immediate surroundings and those beyond. As part of the approach to learning in Horouta Wānanga, students are encouraged to associate the concepts of whare wānanga with specific parts of their own bodies. Students then learn to apply these concepts throughout their work and relationships with others. In the wharekura, careful attention is given to possible pathways and careers for students following graduation. There is a deliberate approach to ensure that students are involved in designing and planning their future. Whānau also ensure that students are well supported to pursue their interests and skills. Students are prominent in the wider community and actively support local initiatives and events. Students see the connections between themselves, their community and the wider world.

Āhuatanga Ako

Kia ū, kia tau, kia tūturu.

Students learn in a stimulating environment. Planning aligns to the vision of the kura and reinforces the high expectations for students to be engaged in meaningful learning experiences. Kaiārahi facilitate authentic learning based on local knowledge and history. They identify the strengths and needs of individual students and consider how they can build upon those. Students requiring additional learning support are progressing well. External expertise for teaching and learning is accessed where required. Student progress and achievement is monitored and tracked. The whānau know how their children are progressing at all levels. Students are actively engaged in learning.

Wharekura students are achieving well. In 2017, all Year 13 students attained NCEA Level 3 and University Entrance. They also achieved NCEA Level 3 in Reo Rangatira and English. Kaiārahi demonstrate a commitment to students and their ongoing success in education at the senior levels within the kura. Students in the wharekura are confident learners.

3 Self Review and Leadership

Self review practices are purposeful and support ongoing improvement. Strategic goals are monitored and reported in detail. The board of trustees keep clear and detailed minutes that show ongoing monitoring of governance responsibilities. There is a future-focussed approach to building capacity and capability of whānau. This has included ensuring a shared understanding of the kura vision, and strategically improving systems and practices over time. The strength of self review has ensured that the integrity of their vision and kaupapa is not compromised. Kaiārahi regularly review learning programmes and monitor student outcomes. Student well-being and achievement underpins self-review processes.

The leadership of the kura collaboratively pursues the goals and vision set by the whānau. They have been successful in building relational trust at varying levels of the community. The tumuaki is very supportive of kaiārahi. She works collaboratively with others to ensure the unique curriculum of Horouta Wānanga is developing as it should be. The kaiārahi reo has in-depth knowledge of history, traditions, tikanga and kawa which positively influence the way in which learning occurs for students and whānau. These are embedded into practice by all kaiārahi and students. Leadership makes decisions in the best interest of the students.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration 
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

5 Recommendation

ERO recommends:

  • that whānau, kaiārahi and leaders continue to consolidate their self review processes in line with the defined vision and aspirations for students of Horouta Wānanga.
