At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.
Background
Bright Beginnings Early Learning Centre - Mt Roskill is one of four services under the same ownership. A director is responsible for governance of the service. A qualified manager leads a team of nine qualified teachers, two teachers in training, and nine unqualified staff. There are four rooms, providing for different age groups of children. The community is culturally diverse. A small number of children attending have Pacific heritage.
Summary of Review Findings
The service curriculum provides children with a range of experiences and opportunities to enhance and extend their learning and development. Teachers demonstrate an understanding of children’s learning and development, and knowledge of relevant theories and practice in early childhood education.
Positive steps are taken to respect and acknowledge the aspirations held by parents and whānau for their children. The service curriculum respects and supports the right for children to be confident in their own culture and encourages children to understand and respect other cultures.
A process of self review helps the service maintain and improve the quality of its education and care.

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.
Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.
ERO undertakes an Akanuku | Assurance Review process in any centre-based service:
- having its first ERO review – including if it is part of a governing organisation
- previously identified as ‘not well placed’ or ‘requiring further development’
- that has moved from a provisional to a full licence
- that have been re-licenced due to a change of ownership
- where an Akanuku | Assurance Review process is determined to be appropriate.
Management Assurance on Legal Requirements
All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:
- curriculum
- premises and facilities
- health and safety practices
- governance, management and administration.
As part of an Akanuku | Assurance Review ERO assesses whether the regulated standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher certification; ratios)
- evacuation procedures and practices for fire and earthquake.
As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:
- discussions with those involved in the service
- consideration of relevant documentation, including the implementation of health and safety systems
- observations of the environment/premises, curriculum implementation and teaching practice.

At the time of the review, ERO identified non-compliance with regulatory standards that must be addressed.
Background
Bright Beginnings Early Learning Centre is one of three family owned and operated centres. It operates in a refurbished historical building and was licensed in 2017. Children are grouped in four rooms.
The owner is the centre manager. Most staff are qualified teachers and come from diverse cultures that reflect the community.
Summary of Review Findings
Teachers plan, implement and evaluate a curriculum designed to respond to the interests, strengths and capabilities of children. The layout of the centre supports the provision of indoor and outdoor play and a positive learning environment. Teachers regularly communicate with whānau.
Children are listened to, respected and supported by teachers. Infants and toddlers receive warm, responsive care. Children’s ages, development and learning are recognised in the setup of rooms and in resources.
Health and safety policies and procedures assist teachers to understand their responsibilities. There are only four toilets readily accessible for the 80 children and associated teaching staff in the three downstairs rooms. The service provider should review this situation to ensure there is at least one toilet for every 1-15 persons.
Actions for Compliance
ERO found areas of non-compliance in the service relating to:
- the correct ratio of toilets for the number of children and adults in the downstairs rooms.
Licensing Criteria for Early Childhood Education and Care Services 2008, PF18.
Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliances:
- secure, non-porous coverings for furniture and items for children to sleep on
- suitable human resource management practices and safety checking of staff in accordance with the Children’s Act 2014
- an annual budget to guide financial expenditure, including staffing costs and leave entitlements
- a statement that records are maintained for each child attending for at least seven years
- an attendance record for every child’s attendance at the service.

Recommendation to Ministry of Education
ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.
