1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Te Maara a Tāwhao is in Taradale, Ahuriri. Whānau promote their moemoeā for mokopuna to achieve to their fullest potential and to embrace and embody te reo Māori, te ao Māori and mātauranga Māori.

3 Evaluation Focus

How well do mokopuna demonstrate their enjoyment for learning?

Mokopuna, through their engagement in the programme, show a love and enthusiasm for learning. 

4 Findings

Mokopuna are immersed in te reo Māori. Kaimahi role model correct language structures and use hand gestures to reinforce learning. Mokopuna mimic and repeat particular kupu and sentences using rotarota, and body language. Kaimahi encourage all mokopuna to express their ideas and thoughts. They use a range of interactive waiata to teach and extend mokopuna learning about new concepts, tikanga, pepeha, numbers and counting. The accompaniment of a guitar provides rhythm, tempo and tone and increases mokopuna engagement and enjoyment. Mokopuna show happiness as they develop into confident speakers of te reo Māori.

Mokopuna learning is enhanced through a programme that promotes a love of learning. The kōhanga reo environment is set up with many resources for mokopuna to explore. Kaimahi know mokopuna interests and use this to prepare the learning environment for mokopuna. When mokopuna arrive at their kōhanga reo, they enjoy learning that is self-initiated. This provides familiarity and security for mokopuna. Kaimahi nurture and support mokopuna confidence in their leadership abilities. They make available opportunities for mokopuna to lead whakamoemiti, pepeha and waiata. Kaimahi are caring, loving and attentive to mokopuna needs. Mokopuna observe these behaviours and use this as a basis for their relationships with others. They are caring and friendly to others. Mokopuna are happy and settled in their learning. 

Planning, assessment, and programme evaluation is consistent and well-organised. Kaimahi have clear systems to plan learning experiences and focus on new kupu, pūrākau, waiata and activities that engage mokopuna. Mātai mokopuna are collated in mokopuna konae mahi to show mokopuna progress through their artwork and photos. Kaiako entries are maintained on a weekly basis and show consideration and improvements to the learning programme. Kaimahi regularly reflect on their mahi and mokopuna responses to the planning and assessment. Mokopuna enjoy a rich learning programme. 

Whānau whakahaere roles are developing. Whanaungatanga is the foundation for relationships and whānau whakahaere. Whānau trust kaimahi with their tamariki and they feel supported to grow their te reo Māori abilities alongside their tamarikiRegular whānau hui allows them to discuss important kaupapa and make decisions to support the kōhanga reo direction and operations. Whānau have reviewed the tūtohinga and have a schedule of review for policies and procedures. Health and safety registers are well maintained and provide relevant information about mokopuna wellbeing. Whānau have prioritised training around the Children’s Act 2014, and kaimahi understand their roles and the impacts of this legislation to their mahi. The annual plan provides guidance for operational tasks and when they are due. Mokopuna are the centre of decision making.

Key Next Steps

Procedures for complaints need formalising. While whānau address complaints when required, there is a need to systematically record the processes used from beginning to end and to strengthen these procedures. Mokopuna are advantaged when procedures are documented well. 

At the time of the onsite review, whānau had yet to implement an appraisal process and an action plan. Since then, an appraisal process to support kaimahi has begun, and an action plan to track and monitor whānau strategic goals has been completed. Mokopuna care and learning is further prioritised. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommend that whānau continue to refine whānau whakahaere practices to support mokopuna care and learning.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Maara a Tāwhao shares a building with Te Kōhanga Reo o Kotahitanga. Each kōhanga reo operates independently and shares bathroom and office facilities. The kōhanga reo has had Strengthening Early Learning Opportunities (SELO) support to meet licensing requirements.

3 Evaluation Focus

How well do mokopuna show confidence as learners of te reo Māori?

Mokopuna are developing as speakers of te reo Māori.

4 Findings

Mokopuna learn te reo Māori with kaimahi and whānau who are committed to the kaupapa of the kōhanga reo. Kaimahi are learning te reo Māori alongside the mokopuna. They use simple language games, sentences and rhymes to introduce mokopuna to new words and structures. Kaimahi use repetition and instruction to support mokopuna language development through karakia, pepehā, mihimihi and waiata. Mokopuna understand what is being asked and respond to simple questions.

Whānau are very supportive and get involved with te kōhanga reo in a variety of ways. Whānau hui are well attended and focus on the wellbeing of mokopuna. There is an annual plan in place. It is used to ensure administration and management tasks are completed in a timely manner. SELO support has resulted in policy review of process and procedures. Social media is used to share policies and seek whānau feedback if changes are to be made. Personnel matters are managed by whānau. They recognise there is a need to appraise kaimahi

Kaimahi planning and mokopuna assessment has improved. Kaimahi plan collectively and whānau provide input on content they want mokopuna to learn. Kaimahi use a range of tools to assess mokopuna learning and progress. Mokopuna enjoy learning that is well organised and managed.

Key Next Steps

Whānau acknowledge they need support to build their capacity and capability to speak te reo Māori.  The use of te reo Māori is limited to games and routines and is not spontaneous or used incidentally. Strengthening the provision of te reo Māori is a priority area for development.

While mokopuna enjoy most aspects of the learning programme, it is mostly adult led. Resources for older mokopuna are limited restricting mokopuna creativity, imagination and self-directed play. Mokopuna are not fully supported to follow their strengths and interests. 

Kaimahi appraisals have not yet been implemented. It is time for whānau to review and update the appraisals process to ensure that kaimahi receive appropriate professional development in order to grow their teaching practice.

Whānau acknowledge that they have received professional development on the process of self-review. However, they have not yet implemented this process. It is time for whānau to initiate this process on key aspects of operations to support the ongoing development of the kōhanga.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, the whānau must:

  • establish an ongoing process of self-review to help maintain and improve the quality of practice for children

  • ensure staff appraisals are carried out to ensure all reasonable steps are taken to provide professional development opportunities and resources.

6 Recommendation

ERO developed the following recommendation:

  • the whānau seek urgent support from the TKRNT to develop an action plan to address the issues identified in this report.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate: 

  • Mana Whenua including promoting te reo Māori, learning resources and quality interactions
  • planning and evaluation including programme planning, evaluation and health and safety records
  • areas of non-compliance including health and safety recording, reporting and monitoring
  • and any issues identified since the previous review. 

2 Context

Te Kōhanga Reo o Te Maara ā Tāwhao is next to Te Poho o Tangiianui marae in Napier. The name of the kohanga reo, Te Maara a Tāwhao, refers to the kaimoana beds of Te Whanganui-ā-Ōrotū in Napier.

The ERO report of 2014 identified a number of areas for development, including health and safety matters and the programme for children. During this time, the kuia who was also their lead kaiako and strong supporter of their kōhanga reo reo, passed away. The whānau acknowledged her contribution to the kōhanga reo and in particular her management and organisational skills. Consequently, the whānau has had to work extremely hard to address the areas for development recommended by ERO in the previous report. The whānau has focused on targeted training and supporting whānau members to build their confidence, knowledge and practice to effectively manage their kōhanga reo. The whānau said that they are determined to uphold their kōhanga reo kaupapa as a tribute to their kuia. Te Kōhanga Reo National Trust (TKRNT) and their purapura support has been pivotal with developments and sustained growth.

3 Findings

Mana Whenua

Background

The previous report identified that children were not adequately supported to use te reo Māori as their only language of communication. Activities, resources and interactions were not well managed to maximise language learning outcomes for children.

Areas of progress

Children have many opportunities to use te reo Māori to communicate their ideas. They enjoy selecting waiata and leading karakia with whānau. They are aware of tikanga associated to learning and care. Adults promote te reo Māori in meaningful and fun ways. Kaimahi constantly use te reo Māori with children throughout the daily programme. Conversations are now a prominent strategy used by kaimahi to facilitate language development. Activities and conversations challenge children’s thinking and extends their knowledge and use of te reo Māori. Children participate in activities that foster independence. Children are confident in their ability to use te reo Māori.

Children participate in an interesting learning programme. They can choose and initiate learning from a range of resources and activities. These are stored throughout the kōhanga reo and easily accessible to children. The whānau have reviewed and improved the overall management and organisation of Te Whāriki programmes for children. Children’s interests and learning opportunities are well supported.

Planning and Evaluation

Background

The previous report identified that programme planning and evaluation practices were not well developed to inform direction for learning. Health and safety recording, reporting and monitoring of these for children and whānau were not adequately maintained.

Areas of progress

Children’s needs and whānau aspirations drive programme planning. Kaimahi use Te Whāriki to plan learning programmes with whānau. Children’s interests and needs are considered in planning. Te reo Māori me ngā tikanga learning occurs through planned kaupapa and supporting activities. Kaimahi are better prepared to manage children’s learning and development. Children are engaged, stimulated and emerging as confident learners.

Children’s care and their preferences for learning inform kaimahi practice. Kaimahi constantly reflect on how well the planned programme and activities impact on children’s learning and engagement. This ongoing professional reflection informs next steps and priorities for programme development. Daily routines and learning organisation impacts positively on children’s learning. Children’s success in learning is at the centre of programme review.

Children’s health, safety and overall care is well monitored, recorded and reported. Kaimahi and whānau demonstrate a clear understanding about what is required in line with their policies and procedures for health and safety. All systems are effectively implemented, including the monitoring of sleeping children, nappy changing, administering medication and the recording and reporting of accidents and incidents. Children learn in an environment where their safety is paramount.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • continue with the implementation of their planned strategy, to increase kaimahi and whānau qualifications, knowledge of the kōhanga reo kaupapa, including te reo Māori, and effective management practices
  • continue to follow their strategic vision of growing the kōhanga reo, including whānau succession planning, increasing the roll and whānau participation.

Conclusion

Te Kōhanga Reo o Te Maara ā Tāwhao is in Napier. Children and whānau are well supported by their purapura, kaumātua and TKRNT. The kōhanga reo whānau are at the beginning of a re-growth phase which will provide ongoing benefits for all children.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Maara ā Tāwhao will be in three years.
