1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Pākōwhai is in Waituhi, Gisborne. The kōhanga reo was established in 1987, in the wharekai at Pākōwhai MaraeWhānau aspirations include mokopuna preparation for kura and beyond and for mokopuna to be embraced by whakapapa and te ao Māori. Te Tari-ā-Rohe currently provides guidance in key whānau whakahaere roles. 

3 Evaluation Focus

How well do mokopuna demonstrate their understanding of te reo Māori and tikanga Māori? 

Mokopuna show good understanding of tikanga Māori and are developing confidence as they use te reo Māori.  

4 Findings 

Mokopuna participate in learning that prioritises te reo Māori. Engaging daily activities for learning, and simple and effective language strategies are used by kaimahi to promote mokopuna use of te reo Māori. Language development is well supported and there is a kaiako appointed specifically to strengthen the level and quality of te reo Māori. Tuākana stand confidently to lead taku whare korero, wahanga o te marae and to take turns leading the haka. Pēpi and tēina communicate through sounds, facial expressions, and hand gestures. The use of karakia, pao, mōteatea and waiata support mokopuna learning and appreciation for atua Māori. Mokopuna express their thoughts and ideas, as they engage in imaginative play. Whānau share that mokopuna transfer this learning into their homes. Mokopuna are developing confidence to use te reo Māori

Interactions between kaimahi and mokopuna build mokopuna knowledge of tikanga. Mokopuna know the expectations in their kōhanga reo, as routines and tikanga are well established. After play, they whakapai the whare. Kaimahi a range of strategies including waiata, to support the transition of mokopuna between routines. Mokopuna are developing a greater awareness of tikanga to inform the way they move throughout their kōhanga reo.

Mokopuna are well supported to learn about their connections to one another. They have formed meaningful and trusting relationships with adults and their peers. Mokopuna learn about their identity, who they are, and where they come from. They are eager to recite their pepeha and perform waiata of Pākōwhai in front of others. Regular visits to the marae assist mokopuna to make connections between what they are learning and their tūrangawaewae. Mokopuna relationships and sense of identity are affirmed. 

Mokopuna interests guide programme planning. Detailed planning aligns to te ao Māori and is linked to Te Whāriki ā te Kōhanga Reo and Te Korowai. Whānau have many opportunties to contribute their ideas to the learning programme. Assessment information is presented in mokopuna portfolios and available for whānau. Portfolios are well presented and learning is shown in a range of ways. This includes stories, artwork and photographs of mokopuna learning in group based settings. Kaimahi evaluate the learning programme and areas of improvement through daily conversations and weekly hui. A focused approach to planning processes ensure mokopuna are provided a range of learning experiences about te ao Māori. Mokopuna enjoy their learning. 

Whānau management is focused on supporting mokopuna through te reo Māori and tikanga Māori. Strategic planning is informed by Te Ara Tūāpae and focused on specific growth and improvement for mokopuna in te reo and tikanga Māori. Long-term priorities include expanding the kōhanga reo to cater to the growing needs of the local community. Whānau are informed on kōhanga reo matters. Regular, well attended whānau hui strengthen mokopuna and whānau experience through discussion and information sharing. Key health and safety registers, checks and evacuation procedures are documented. Mokopuna benefit from collective whānau decision making.  

Key Next Steps

The management of kōhanga reo operations is developing. Whānau have sought support from Te Tari-ā-Rohe to grow whānau whakahaere roles and responsibilities. The key next steps are:

  • safety checking of kaimahi. Whānau must ensure that policies and procedures align with current safety checking requirements and legislation, including Children’s Act 2014.

  • Improving whānau knowledge of their governance and management roles and responsibilities. This is needed to support the newly filled roles of kaiwhakarite, chairperson and kaimahi

  • Complete the tūtohinga and ensure it reflects whanau aims and aspirations for the ongoing development of the kohanga reo.
  • Further develop personnel systems and processes. There is no clear process in place to implement kaimahi appraisal or how professional development is identified. 
  • Ensure management of financial matters are robust and clear. There is limited clarity on how pūtea is managed to support mokopuna outcomes. 
  • Developing an action plan to ensure that whānau long term goals are being met. Currently, whānau have no way to monitor progress against the strategic plan.

Mokopuna benefit when effective management and monitoring systems are in place.   

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements they must: 

  • complete safety checks as defined in the Children’s Act 2014
    [Regulation 46 Education (Early Childhood Services) Regulations 2008; GMA7A Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008] 
  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care
    [Regulation 46 Education (Early Childhood Services) Regulations 2008; GMA6 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008].

6 Recommendation

ERO recommends that whānau work alongside Te Tari-ā-Rohe to address areas in this report.

1 Context

Te Kōhanga Reo o Pākōwhai is based at Pākowhai marae, Gisborne. Since the last ERO review, July 2016 the roll has remained steady. Most whānau members have been at the kōhanga reo for some years. Whānau priorities focus on improvement and growth of the kōhanga reo kaupapa.

2 The Evaluation Findings

How well do children connect to their environment?

Children are actively connected and stimulated in their environment.

Ngā Taumata Whakahirahira

Children learn about the roles of tangata whenua. They acknowledge each other daily through morning mihimihi. Pepeha is a daily learning routine for children. They actively participate alongside marae whānau for different events held at the marae. Kaimahi use effective te ao Māori strategies to connect learners to te taiao. Children show confidence and ability to carry out lead roles. Their awareness of kaitiaki is developing.

Children experience interactions and relationships of aroha and manaaki. Kaimahi praise children for their efforts and contributions. Individuals needs are responded to well. Tuakana and teina relationships are formed amongst children and modelled by adults. Children enjoy the happy interactions throughout the day as they explore and learn alongside each other. They are settled and connected.

Children make meaningful connections to their natural and physical environment. Kaimahi provide programmes of activities that encourage exploration and discovery. Children identify specific atua Māori during kaupapa learning. Individuals like to follow their curiosities about the world around them. Kaimahi recognise these interests and use these opportunities to extend and challenge children’s thinking. Children actively interact in their natural and physical environment.

Children hear te reo Māori across a range of contexts. They hear the language used in formal and traditional settings, including the marae. Children learn the language through waiata, rotarota, pao, karakia and pae tukutuku. Kaiako use te reo Māori constantly, in learning conversations. Children are developing knowledge of te reo Māori that they can use in their taiao.

Planning and Evaluation

Children’s needs and interests are an ongoing focus of whānau whakahaere. Members actively contribute to the management of the kōhanga reo. There is good attendance at monthly hui. Decision making is shared. Health and safety practice standards are monitored at whānau for children. Good relationships are maintained with the local Te Kohanga Reo National Trust (TKRNT). Whānau minutes kept provide transparency and provide a source of review information that members can draw on as they plan to grow their kōhanga reo.

Te Whāriki plans are focused on children’s exploration of their environment. Whānau contribute their ideas to the design of learning plans. The different groups of learners are considered, including babies. Plans provide good direction for kaimahi. Children’s learning and development is documented regularly. Information shows their learning and progress overtime. Mātai tamaiti assessment methods capture well children’s learning across a range of te ao Māori contexts.

Key Next Steps

Children and whānau will benefit from further developments of the whānau whakahaere. These include the development of a strategic plan with their property goals, actions and timeframes. They are working to strengthen aspects of personnel management, including appraisal. Outcomes for children and whānau can be enhanced.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau work alongside their local TKRNT to develop their strategic plan and appraisals to enhance outcomes for children.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Pākōwhai will be in three years.

Te Kōhanga Reo o Pākōwhai is marae based in the rural community of Patutahi near Gisborne. Children understand their place in the kōhanga reo. They are developing an appreciation for the marae. Children are happy, safe and secure and are supported with their language development. Whānau acknowledge that whakapapa and whanaungatanga is important for children’s learning.

1 Context

Te Kōhanga Reo o Pākōwhai is marae based in the rural community of Patutahi near Gisborne. The local iwi is Te Whānau ā Kai. Te reo Māori, whakapapa and whanaungatanga is important to whānau and their children.

Since the last ERO Report 2013 there have been significant changes in the kōhanga reo. Kaiako appointments in February this year and the kaiwhakahaere in September 2015. The whānau have experienced a significant roll decrease. Most whānau are new and have been at the kōhanga reo for a short time.

2 The Review Findings

How well do children understand their place in the kōhanga reo whānau?

Children understand their place in the kōhanga reo.

Mana Tangata, Mana Atua

Children’s learn about their links to the marae. Kaimahi use the marae as an integral part of the daily programme. Activities enable children to familiarise themselves with the marae ātea, whare karakia. Marae protocols are integrated into the kōhanga reo routines and daily expectations. Children are developing an appreciation for the marae.

Children’s holistic development is a priority. Kaimahi comfort children and respond to their individual needs as these arise. Activities are organised to foster children’s relationships with each other in the learning programme. Kaimahi encourage children to lead aspects of the learning programme to develop leadership skills. Children are happy, safe and secure.

Children’s te reo Māori is developing. Kaimahi use a variety of language acquisition strategies to support children’s language. Strategies include repetition, questioning, and prompting children’s thinking. Mihi and waiata help to familiarise children with language structures. Te reo Māori classes are provided to support individual whānau language development. Children are well supported as learners of te reo Māori.

Planning and Evaluation

Children’s learning programmes are well planned. Te Kōhanga Reo National Trust frameworks are used to support kaimahi practices. Learning objectives are identified for different age groups. Kaimahi provide activities to cater for individuals interests. Kaupapa ako are planned to support children’s understanding about their whakapapa, links to their hapū and iwi Te Whanau ā Kai and Te Aitanga ā Māhaki. Children’s individual learning needs are considered.

Children’s learning informs internal evaluation practices. Whānau collective understanding about the kaupapa of kōhanga reo supports reflection and forward planning. Reports shared at hui focus on children’s learning. Children’s learning is supported.

Key Next Steps

Children’s quality of learning is developing. Kaimahi are learning about their responsibilities to link programme planning, assessment and programme evaluation. External support to assist kaimahi to improve their practices is needed.

Children’s learning needs are not used to guide whānau management practices. Attention to the following will improve kōhanga reo development and whānau practices:

  • review and update kōhanga reo policies and procedures
  • identify and plan for whānau learning development
  • develop a strategic plan to support whānau with forward planning.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • kaimahi and whānau to seek external support to address the areas identified in key next steps.
