1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Ngaio is in Ngaio, Wellington. Since the last ERO review in 2020, the whānau have implemented kōhanga systems of management and governance, grown capability in leadership and collaboration, and improved reporting to whānau. Whānau prioritise te reo and tikanga Māori.

3 Evaluation Focus

How well do mokopuna engage with their learning?

Mokopuna are happy, confident, participants and leaders of their learning.

4 Findings 

Mokopuna are immersed in a rich te reo Māori environment. Kaimahi use and model te reo Māori consistently and use questions and prompts to enhance mokopuna understanding and knowledge of te reo. Mokopuna converse naturally with kaiako and each other. Planned and deliberate learning provide mokopuna with new vocabulary and language structures to support the kaupapa mahiKaimahi praise mokopuna use of te reo Māori. Authentic contexts such as wā kai and wā tākoro are opportunities where kaimahi and mokopuna speak te reo Māori freely. Mokopuna are confident speakers of te reo Māori.

Mokopuna are inquisitive learners who interact positively with each other, kaimahi, and whānau. Whanaungatanga is encouraged and mokopuna enjoy taking care of each other. Teaching and learning is reciprocal for kaimahi and mokopuna. Tuākana, tēina relationships are respectful and promote manaakitanga towards their friends. Mokopuna lead their own learning and their mahi is attractively displayed throughout the kōhanga reo. Mokopuna show enjoyment participating and interacting as learners and leaders. 

Kaimahi plan engaging learning programmes for mokopuna. Regular planning hui allow kaimahi to collectively plan and cater for specific mokopuna and developmental needs. Planning for the learning programme is accessible for kaimahi and whānau. The curriculum is linked to Te Whāriki ā te Kōhanga Reo and specific topics of interests to mokopuna. Kaimahi plan a range of activities that engage and stimulate mokopuna using resources such as the taiao to enhance learning. Mokopuna enjoy their learning.

Assessments are completed using online platforms and mokopuna profiles. Assessment information is linked to planning and kaupapa mahi which is shared with whānau. Whānau feedback is welcomed to further support mokopuna learning. Kaimahi use pukapuka aromatawai for the evaluation of kaupapa mahi and to develop ideas for future planning. Mokopuna thrive, interact and engage in a learning programme that is successful for them.

Whānau whakahaere structures support mokopuna outcomes. Whānau prioritise mokopuna learning and wellbeing and te reo me ōna tikanga. Ohu have been created to support whānau whakahaere roles. Ohu responsibilities are reported on at regular whānau hui. This reporting informs collective decision making for whānau. The strategic plan provides clear direction for the whānau and whānau track and monitor progress towards the vision. The annual plan is displayed and clearly shows key areas of operations to be managed. Ohu manage personnel matters well and safety checking of kaimahi is a priority. Whānau have systems in place to support kaimahi, monitor essential health and safety issues, and provide governance for mokopuna and whānau. Mokopuna excel in an environment that is managed well by whānau.   

Key Next Steps

Whānau agree it would be beneficial to ensure an ongoing policy review schedule is developed and that at completion, each policy is clearly signed and dated. Mokopuna are advantaged by coherent improvements systems. 

Kaimahi recognise the need to strengthen programme evaluation. Although kaupapa evaluation occurs, kaimahi agree that more regular evaluation of kaupapa mahi will better inform practice and areas for improvement. Mokopuna will benefit from a learning programme that is regularly evaluated. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • whānau will implement a policy review schedule
  • kaimahi will continue to improve the evaluation practices to further strengthen mokopuna progress.

1 Context

Te Kōhanga Reo o Ngaio is in Ngaio, Wellington. Since the last ERO review in 2016, the whānau has made good progress improving kōhanga systems of management and governance, growing leadership and collaboration, and involving and reporting to whānau.

2 The Evaluation Findings

How do children display whanaungatanga?

Children confidently display whanaungatanga in their learning and interactions.

Ngā Taumata Whakahirahira

Children are embraced in a supportive environment. Whānau provide opportunities that encourage reciprocal relationships. Kaimahi model positive relationships with tamariki and each other. Older children demonstrate care for teina. They provide good models for younger children as they lead activities such as waiata and karakia. Children demonstrate care and respect for their peers and adults. They are happy and expressive. Kaimahi constantly show care and compassion for children. Children are happy and settled.

Children interact positively with each other and with kaimahi, whānau and other adults. Kaimahi create an environment that nurtures aroha, āwhina and manaaki amongst children. Children settle quickly on arrival and are cared for in a comfortable whānau environment. Kaimahi use praise and positive strategies to promote children’s confidence in themselves and their identity. Children are confident.

Children are developing competence in te reo and tikanga Māori. Kaimahi maintain a happy reo Māori immersion learning environment. They positively encourage, guide and extend children’s language development. Children show their competence in te reo in many ways. They respond to instructions from kaimahi. They converse with each other spontaneously. They answer kaimahi questions. Younger use non-verbal language. Children are developing as confident speakers of te reo Māori.

Children experience an environment that stimulates learning. Kaimahi use children’s interests and curiosities to plan for and extend children’s learning. They provide a variety of experiences and activities within and beyond the kōhanga reo, such as trips to marae, moana and learning about farming and other wider world activities. Children readily engage with their learning environments. They are free to explore their interests during the day. Children are confident learners.

Key Next Steps

Programme evaluation needs strengthening. It does not inform improvement to the learning programmes and to children’s learning. Children will benefit from programmes of learning that are regularly evaluated.

Planning and Evaluation

Children’s learning is well planned for. Their interests and curiosities are known and extended. Kaiako identify clear learning goals and age appropriate activities to guide group learning. Kaimahi are use an online tool for reporting children’s learning. Children’s learning is well planned and readily accessible to whanau. Children’s learning needs are addressed.

The whānau has strengthened management and governance practices. The ohu structure provides increased opportunity for whānau involvement and engagement. Whānau meetings are well run and ensure whānau are informed about the kōhanga operation and children’s learning programme. All policies are up to date and aligned with legislation. A comprehensive draft strategic plan has been developed. Whānau are building more sustainable systems and practices. Children benefit from strong whānau whakahaere.

Key Next Steps

The kōhanga charter has not been reviewed. It now needs updating to align with the aspirations of current whānau.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • continue to strengthen internal evaluation knowledge and practice to inform improvement.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngaio will be in three years.

1 Context

Te Kōhanga Reo o Ngaio is in Ngaio, Wellington. It is the only kōhanga reo in the local area.

Since the previous ERO report there have been changes to staff and whānau. The quality of te reo Māori and care for children’s learning has been maintained. However the kaupapa of kōhanga reo needs to be strengthened to ensure it is reflected in the overall operations.

2 The Review Findings

How well do children show confidence as learners in their kōhanga reo?

Children show they are confident learners in the kōhanga reo.

Ngā Taumata Whakahirahira

Children learn in a supportive environment. Kaiako work with children in a nurturing and caring way. Children are familiar with daily routines. They are encouraged to care for learning resources and the learning environment. Kaiako encourage children to be curious learners in the range of activities provided in the learning programme. Children interact as tuakana and teina in the daily programme. The tuakana are supported to develop leadership responsibilities. Kaiako model values of mahi tahi, manaaki and aroha. Children are happy learners.

Children experience a positive learning environment. Whanaungatanga is an integral part of children’s learning. Kaiako support children to learn from each other and provide opportunity for older children to lead others. Tuakana are positive role models for teina. Children enjoy learning as whānau.

Children explore language in a positive te reo Māori environment. Kaiako have embedded te reo Māori as the language of communication throughout the kōhanga reo. Most kaiako are confident speakers, who use a variety of strategies to develop and extend children’s language. Children initiate conversations with peers and kaiako. These are opportunities for kaimahi to positively extend and model for children. Children are well supported to learn te reo Māori.

Planning and Evaluation

The kōhanga reo is well managed for children. The whānau developed and implemented a strategic direction that is well documented in the kōhanga reo business plan. Short term and long term priorities are clearly identified. Whānau meetings focus on progress with the physical environment and children’s learning needs. There are clear guidelines and processes to assist the daily kōhanga reo operations. Whānau focus their decision making on best outcomes for children. Children are well supported as learners.

Children’s learning is carefully considered. Kaiako have a planning framework that guides their practice and is based on key areas identified for children’s learning. They work together to determine kaupapa for the term with learning objectives for children. Individual kaiako use this information to plan for groups that are organised according to children’s ages and developmental needs. Children benefit from well-planned programmes.

Kaiako use programme evaluation to identify how to improve learning for children. Most kaiako record reflections and plan activities that support children’s next steps for learning. Kaiako discuss, share and identify learning improvements for children. Children’s interests in learning are carefully considered and included in planning.

Children’s learning is monitored well. Kaiako have developed useful templates as a tool for assessing learning. Profiles are used to gather information about children in a variety of learning contexts. Kaiako share this information with whānau.

Key Next Steps

Whānau management is not well reflected in the kōhanga reo. Although whānau are focused on forward planning and achieving best outcomes for children, they acknowledge that further attention needs to be given to the extent of participation.

Internal evaluation is developing. Although whānau meetings are focused on progressing identified priorities, this information is not gathered, monitored and recorded well.

Programme evaluation needs to be improved. Kaimahi have opportunities to reflect and monitor the quality of learning for children however, their ideas about improving the programme are yet to be fully implemented. A more cohesive team approach is required.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

That the whānau seek assistance from the Purapura and local District Kōhanga Reo Kaupapa Kaimahi to:

  • develop a programme of support for leadership with the implementation of Te Whāriki
  • assist with aligning strategic planning to Te Ara Tūāpae.
