1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
“Ko te mokopuna he taonga tino whakahirahira
ahakoa ōna tau, tōna whakapapa,
tōna ira tangata me ōna pūmanawatanga”
Te Kōhanga Reo o Atawhai is located near Lake Taupō, below Mount Tauhara. The kōhanga reo is close to Tauhara School and College, and Taupō Intermediate. Whānau and mokopuna have close connections to the hapū and iwi of Ngāti Tūwharetoa.
3 Evaluation Focus
How well do mokopuna demonstrate an understanding of tuakiritanga?
Mokopuna are developing their understanding of tuakiritanga.
4 Findings
Mokopuna learn in an environment immersed in te reo Māori and tikanga Māori. Kaimahi draw on a range of strategies to support te reo Māori development for the mokopuna. They role model traditional practices of karakia Māori, whakatau manuhiri and waiata kīnaki to foster mokopuna understanding of marae protocol, iwi and hapū values. Tuākana are confident to recite pepeha with little support from kaimahi. Their knowledge of waiata koroua is shared freely with their tēina, kaiako and manuhiri. Pēpi show their understanding through facial expressions, body movements and mimicking sounds. Kaimahi create a warm and joyful atmosphere with waiata, fun and laughter. Mokopuna understand te reo Māori and are developing in their knowledge of tikanga.
Whanaungatanga is core to the interactions and positive relationships within the kōhanga reo. Kaimahi know their mokopuna well, who in return show they are comfortable to play and work alongside others as they learn. Tuākana are caring and spontaneously show affection towards others. Kaimahi are loving and affirming with clear expectations for mokopuna during learning activities and interactions. They compose waiata for mokopuna to encourage participation and engagement. Pēpi are supported by their tuākana and kaimahi throughout formal and informal learning settings. Mokopuna engage in caring supportive relationships.
Kaimahi and whānau collaborate to plan the learning programme, assess mokopuna learning and evaluate the effectiveness of the learning programme. Planning aligns to key areas of Te Whāriki a Te Kōhanga Reo and Te Korowai. Assessment is well-documented and monitors mokopuna progress over time. Mokopuna konae capture learning moments that provide insights into mokopuna development. These are readily available for whānau to view and are shared regularly. Kaimahi have adopted a new template to record learning programme evaluations and their discussions around mokopuna, mahere ako and preparations for haerenga. Mokopuna benefit from effective planning, assessment and evaluation practices that continue to focus on their needs.
Whānau whakahaere practices are underpinned by manaakitanga and kaitiakitanga. Whānau regularly attend monthly hui, are involved in all managerial aspects of the kōhanga reo and collectively make decisions as a whānau. These include curriculum, policy review, personnel and financial matters, strategic objectives and community related kaupapa. The annual plan provides clear guidance for all administrative responsibilities. The tūtohinga provides guidance and direction for all operations. Health and safety practices are consistent and prioritise the wellbeing of mokopuna. Emergency drills are well-recorded and regularly completed for safety and preparedness. Mokopuna benefit when their learning, health, safety, and wellbeing are at the heart of effective whānau management.
Key Next Steps
Strategic planning is incomplete. While the whānau have a clear strategic plan, it is time to establish an action plan to guide and monitor the achievement of goals. It is time to formalise these aspirations into an action plan to show who, when and how these goals will be attained. Mokopuna benefit when the future of the kōhanga reo is sustainable.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
Whānau work alongside the Tari-ā-Rohe to develop an action plan to support the realisation of objectives as identified in their strategic plan.

This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2. Context
Te Kōhanga Reo o Atawhai is located near Lake Taupō, below Mount Tauhara. It is licensed to cater for 35 mokopuna including nine aged under two years of age at any one time. The kōhanga reo is located close to Tauhara School and College, and Taupō Intermediate. Whānau and children have close connections to the hapū and iwi of Ngāti Tūwharetoa.
The ERO May 2022 evaluation of Mana Whakahaere practices found the kōhanga reo operations were managed well and kaimahi were supported to carry out their roles. Mokopuna learning and continual growth through whanaungatanga provided the foundation for the way in which the kōhanga reo is managed.
3. Evaluation Focus
How well do mokopuna show they enjoy learning?
Mokopuna demonstrate happiness and enjoyment of their learning experiences.
4. Findings - Mana Mokopuna
Mokopuna have opportunities to participate in a range of enjoyable learning experiences. They are exposed to tikanga and kawa as they participate in karakia, mihi whakatau and mōteatea. Kaimahi encourage mokopuna to lead activities such as mihimihi, waiata and karakia. Tuākana independently use te reo Māori, demonstrating their understanding of kupu and simple sentences. Pēpi show their understanding through their facial expressions and body language. Mokopuna are actively engaged in learning.
Kaimahi create a learning environment that promotes manaaki, aroha and tiaki. These values underpin the essence of whanaungatanga. Tuākana display respect and care as they interact with tēina. Kaimahi frequently praise, acknowledge, and affirm mokopuna achievements. Mokopuna appear happy and settled.
Mokopuna are encouraged to explore their learning environment. Learning activities foster co-operation, independence, flexibility and encourage freedom to make choices. Mokopuna are supported to use their imagination as they explore and be creative. Kaimahi have established daily routines and transitions are familiar and smooth. Mokopuna are positive and curious learners.
Key Next Steps
Matters identified in the previous report relating to personnel management were verified during the onsite visit. The whānau have sufficient systems in place to manage kōhanga reo operations well.

2 Te Horopaki

4 Ngā Whakaaturanga – Mana Whakahaere
Ko te whanaungatanga te tūāpapa mō te āhua o ngā mahi whakahaere ki te kōhanga reo. He tukanga ā te whānau mō te whakahaeretanga o ngā whakaritenga. Tū ai ngā hui ā-whānau i ia te wā, ā, he kaha hoki te taetae atu. Hui ai te whānau i ia marama ki te whakawhiti kōrero mō ngā take e whai pānga ana, me te whakatau i ngā whakaritenga mā ngā whakamōhiotanga. Arotake ai rātou i ngā kaupapa here me ngā tukanga i ia te wā hei āta whakatau i te hāngaitanga o ērā ki ngā herenga ā-ture o te wā. 1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Atawhai is located near Lake Taupō, below Mount Tauhara. It is licensed to cater for 35 mokopuna including nine aged under two years of age at any one time. The kōhanga reo is located close to Tauhara School and College, and Taupō Intermediate. Whānau and children have close connections to the hapū and iwi of Ngāti Tūwharetoa.
3 Evaluation Focus
How well do mokopuna show their understanding of te reo Māori?
Te Kōhanga Reo o Atawhai has created an environment that immerses mokopuna in te reo Māori.
4 Findings - Mana Whakahaere
Whanaungatanga provides the foundation for the way in which the kōhanga reo is managed. Whānau have processes in place for the administration of operations. Whānau hui are held regularly and well attended. Whānau meet monthly to discuss matters of interest and to make informed decisions. They regularly review policies and procedures to ensure these align to current legislation. Mokopuna learning and wellbeing is the focus of decision making.
The strategic plan is informed by the principles of Te Ara Tuapae and includes the vision and aspirations of the whānau. Strategic objectives include whakamana i te reo, whakamana i te whānau me te mokopuna, and whakamana i te kaupapa. The action plan identifies resource requirements, timeframes and reporting to ensure sustainability for the future. Mokopuna future success and needs are considered.
Planning, assessment, and programme evaluation are underpinned by values of whanaungatanga. Planning is clearly linked to Te Whāriki ā Te Kōhanga Reo and includes programme content and resourcing to support the implementation of the mahere ako. Assessment methods captures mokopuna learning and progress. These include te āhua o te tamaiti, and poutama ako. Kaimahi regularly hui to discuss and review their practices to make changes that responds to the needs of the mokopuna. Programme evaluation is an embedded and consistent practice within the kōhanga reo. Mokopuna benefit from a learning programme that is well organised and managed.
Key Next Steps
Matters related to personnel documentation were not provided. Whānau and ERO have agreed that documentation will be available during the onsite visit.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the kōhanga reo whānau, developed the following recommendation that relevant personnel information be made available for verification during onsite visit.
