At the time of the review, ERO identified non-compliance with regulatory standards that must be addressed.
Background
Footsteps Adventist Preschool is a Christian-based service governed by a trust board. Two age-based play areas are managed by the new centre supervisor. Under a third of children attending are Māori with a small number of Pacific heritages. The centre has made limited progress against improvement areas identified in previous ERO reports.
Summary of Review Findings
Teachers engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships. Children’s preferences are respected, and they are involved in decisions about their learning experiences. The design and layout of the premises support the provision of different types of indoor and outdoor experiences appropriate to the ages and abilities of the children attending.
Processes for self-review of the service’s operation should be strengthened to ensure fit-for-purpose, current policies and procedures are in place. Consistent implementation and monitoring of health and safety, as well as governance and management systems are required to ensure the regulatory standards are maintained.
Actions for Compliance
ERO found areas of non-compliance in the service relating to:
- undertaking each type of relevant emergency drills with children (as appropriate) on an, at least, three-monthly basis
- recording outcomes from review and evaluation processes that show how the service has regard for the Statement of National Education and Learning Priorities (NELP) in its operation.

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliances:
- a written child protection policy that meets the requirements of the Children’s Act 2014 (HS31).
- each component of the safety check of children’s workers is undertaken, as required by the Children’s Act 2014, before the person is employed or engaged and every three years thereafter; a detailed record of each component is kept (including the date on which it was taken); the risk assessment is required to be completed after all relevant information is obtained (GMA7A).
Recommendation to Ministry of Education
ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.

General Information about Assurance Reviews
All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.
Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.
ERO undertakes an Akanuku | Assurance Review process in any centre-based service:
- having its first ERO review – including if it is part of a governing organisation
- previously identified as ‘not well placed’ or ‘requiring further development’
- that has moved from a provisional to a full licence
- that have been re-licenced due to a change of ownership
- where an Akanuku | Assurance Review process is determined to be appropriate.
Management Assurance on Legal Requirements
All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:
- curriculum
- premises and facilities
- health and safety practices
- governance, management and administration.
As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; safety checking; teacher certification; ratios)
- relevant evacuation procedures and practices.
As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:
- discussions with those involved in the service
- consideration of relevant documentation, including the implementation of health and safety systems
- observations of the environment/premises, curriculum implementation and teaching practice.

2 Context of the Service
Footsteps Adventist Preschool is adjacent to Parkside Christian Seventh Day Adventist School in Napier. A board of trustees is responsible for the governance of the centre. A centre director is responsible for daily operation. Areas for improvement from previous ERO reports remain.
3 Summary of findings
Children have opportunities to lead their own learning within a calm, welcoming environment. Strong relationships between kaiako, parents and children are well established. The philosophy and Christian values are meaningfully integrated throughout the curriculum and guide group learning experiences. Attentive caregiving nurtures younger learners’ sense of security within a mixed-age group setting. Children’s sense of belonging is fostered.
A wide range of open-ended experiences successfully engage children in a variety of learning opportunities. Resources and activities depict children’s cultures and provide opportunities to explore aspects of te ao Māori. Kaiako use a range of appropriate strategies to foster children’s working theories, problem-solving and independence. Individual children’s interests and needs are collaboratively responded to.
Few opportunities are provided for kaiako to build professional knowledge to implement a rich and responsive curriculum. Leaders have identified that strengthening of kaiako knowledge and cultural competence is required to better support Māori and Pacific children’s success. Kaiako regularly engage in discussions of children’s learning and development; however assessment practices are yet to reflect each child’s cultural identity and progress of learning over time.
Developing capabilities and collective capacity to do and use evaluation for improvement continues to be a priority at all levels of operation. Kaiako are at the early stages of inquiring into the effectiveness of their practice in progressing the intended learning outcomes for children. An ongoing process of review and evaluation is not yet established to inform strategic decision making.
4 Improvement actions
Footsteps Adventist Preschool will include the following actions in its Quality Improvement Planning:
- strengthening of compliance processes to consistently maintain licensing criteria
- continuing to develop learning-focused partnerships with Māori and Pacific whānau and parents to support children’s cultural connectedness through the curriculum
- providing professional learning opportunities for kaiako to continue to build their knowledge for teaching and learning, particularly related to culturally responsive practice
- building evaluation capability at all levels of operation to understand how well the services curriculum, processes and practices are promoting learning and equitable outcomes for all children.
5 Management Assurance on Legal Requirements

6 Actions for Compliance
ERO found areas of non-compliance in the service relating to:
- a written child protection policy that meets the requirements of the Children’s Act 2014. The policy is to contain provisions for the identification and reporting of child abuse and neglect, and information about how the service will keep children safe from abuse and neglect, and how it will respond to suspected child abuse and neglect
- when children leave the premises on an excursion, assessment and management of risk includes adult: child ratios that are no less than the required adult: child ratio
- hazards to the safety of children being eliminated, isolated or minimised
- having a schedule showing timelines for planned review of different areas of operation
- an annual plan that guides the service's operation.

- fire evacuation reporting to Fire and Emergency New Zealand to maintain a current Fire Evacuation Scheme (HS4)
- equipment, premises and facilities are checked on every day of operation for hazards to children, including glass (HS12)
- adult: child ratios are recorded on documentation when children leave the premises on an excursion (HS17)
- schedule showing timelines for planned reviews (GMA6)
