1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Tuitui te waharua, nō te whenua o Tūtarawānanga

Te Kōhanga Reo o Tūtarawānanga is located on the grounds of Merivale Primary School in Tauranga. The community, kaumātua and iwi, supported the establishment of the kōhanga reo. Property development will be undertaken within the next six months and the kōhanga reo will relocate to the kura while these are completed.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna demonstrate whanaungatanga through positive interactions and learning experiences that enrich relationships.

4 Findings

Mokopuna learn in an environment where relationships are meaningful. Kaimahi model values of aroha, tiaki and manaaki. Mokopuna are embraced through whanaungatanga and kaimahi actively engage in positive relationships with them. Tuākana, tēina relationships are evident. Mokopuna thrive in a serene and natural setting. They are developing an understanding of relationships with places through the concepts of manaakitanga and tiakitanga. Mokopuna move confidently in their kōhanga reo and enjoy choosing their activities during the day. They are familiar with their well-resourced learning spaces. Kaimahi support mokopuna connections to hapū and iwi by teaching iwi specific waiata and mōteatea. Mokopuna enjoy learning about the positive effects of relationships with their people and places.

Mokopuna engage in a range of learning experiences to support their language development. Kaimahi utilise various methods to support mokopuna te reo Māori development including prompts, repetition, instruction and waiata. They encourage younger mokopuna to learn and recite their pepehā, while older mokopuna are confident to recite their pepehā independently. Pēpi smile and laugh as they express their understanding. Kaimahi ensure mokopuna are included in whakatau where they learn about tikanga, kawa and their role as tangata whenua. Mokopuna are immersed in authentic language as they listen to karanga and mihimihi. Mokopuna are developing their understanding of te reo Māori.

Mokopuna learning needs are well catered for, monitored and reported. Kaimahi work collaboratively to plan the learning programme. Planning is detailed, organised, documented and makes clear links to Te Whāriki a Te Kōhanga Reo. The mahere ako contains annual, term and weekly plans ensuring the learning programme is focussed and purposeful. Learning goals, activities and kaupapa mahi are selected to stimulate and challenge mokopuna knowledge. Assessment information is gathered and captured in Tōku Kete Akoranga and Mātai Mokopuna. These include work samples and learning journeys that detail individual mokopuna development and progress. Programme evaluation is a consistent practice. Kaimahi regularly meet to discuss and document strategies to improve outcomes for mokopuna. Mokopuna benefit from collaborative kaimahi practices that are responsive to their needs.

Whānau have efficient systems in place to manage the kōhanga reo operations. Monthly hui are held and minutes provide good information. Core health and safety policies and procedures reflect legislative requirements and provide clear guidance for kaimahi and whānau. Emergency drills are regularly carried out and registers are complete to meet health and safety requirements. The strategic plan is guided by Te Ara Tūāpae and encompasses the vision and aspirations whānau hold for mokopuna. An annual plan is well set out and identifies key operational tasks and when these are to be completed. Personnel management practices are managed well. Kaimahi individual employment contracts are detailed and align to legislation. Job descriptions provide clarity for kaimahi of expected competencies. Kaimahi safety checks are complete. Appraisals provide kaimahi with opportunities for professional growth and ongoing goal setting towards improvement. Mokopuna are at the centre of collective whānau whakahaere practices.

Key Next Steps

Whānau shared that participation of all members requires improvement. Whilst there are opportunities for whānau to contribute to management matters, they are yet to regularly attend whānau hui. ERO supports the whānau to develop a solution that will meet their responsibilities to the kōhanga reo. Mokopuna would benefit from collaborative whānau input and decision making.

Whānau and kaimahi acknowledge their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree it is essential for whānau to engage in further wānanga and training to understand their commitment in fulfilling the obligations of the Act. Mokopuna are further benefited when their safety and wellbeing is prioritised.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommends that whānau continue to enhance the quality of learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Tūtarawānanga is located on the grounds of Merivale Primary School in Tauranga. An early childhood centre is also located on the school site, directly opposite the kōhanga reo. The Māori community, including kaumātua and iwi, supported the establishment of the kōhanga reo. Children, whānau and kaimahi affiliate to Tauranga Moana and other iwi.

Since the previous ERO review, the whānau has developed the indoor and outdoor learning environments of the kōhanga reo to more strongly reflect a strong Māori presence.

2 The Evaluation Findings

How well do children display confidence as learners?

Children show a high level of confidence while learning.

Ngā Taumata Whakahirahira

Children enjoy opportunities to actively explore their environment. The learning programme is designed to promote independent exploration. Kaimahi foster children’s interests and encourage others to share their learning. They are responsive to children and support them to extend their thinking as they engage in learning. Children are often heard laughing and seen having fun. Babies confidently move between the indoor and outdoor spaces. They are well supported by the older children. Children are confident learners.

Children explore te reo Māori in meaningful and stimulating ways. Children come together to share their pepeha and acknowledge each other. The values of aroha, manaaki and awhi are clearly communicated by kaimahi. Kaimahi support whānau members who are keen to increase their knowledge and use of te reo Māori. Kaimahi deliberately promote te reo rotarota as children sing waiata. Children show a strong awareness that te reo Māori is a natural part of their learning.

Children enjoy a stimulating learning environment. Kaimahi arrange a wide range of learning activities that stimulate creative interests and develop a range of skills. These include construction, role play, art and play equipment. They facilitate activities that connect children to atua Māori and pūrākau. Children can make choices in their learning and are able to move confidently and independently between activities. Individual and groups of children enjoy sustained opportunities to create, make, construct, climb, dig, dance, read and ride. Children are challenged and extended in their play and learning.

Key Next Steps

It is timely for kaimahi to consider and implement strategies to strengthen the use of te reo Māori by children. Kaimahi do not always recognise the valuable opportunities during learning activities to extend the use of te reo Māori by children. While the environment engages children in a wide range of activities, their language development has not been an area of focus. Children’s use of and ownership of te reo Māori is not effectively extended.

Planning and Evaluation

Children receive stimulating and meaningful programmes of learning. Well-developed planning practices are in place that strongly promote Te Whāriki a Te Kōhanga Reo. Children’s learning across Ngā Taumata Whakahirahira is very well considered including specific kaupapa learning activities to stimulate the different ages, abilities and needs. Plans gives emphasis to exploration of the natural and physical worlds. Kaimahi have good direction to support children’s learning. Children’s interests and their connections to ao Māori are central to planning practices.

Children’s development and learning informs assessment and evaluation. Assessment practices are well developed. Kaimahi record how each child is using te reo Māori. Since the previous ERO review, kaimahi have continued to research and consolidate Māori assessment practices including Te Whatu Pōkeka. Kaimahi reports are comprehensive, well considered and focused on the success of programmes. Children’s success in learning is celebrated.

The kōhanga reo is managed in the best interests of children. There is good attendance by whānau at monthly hui. Decision making is shared and transparent. Whānau discussions focus on children’s learning, health and safety, and overall wellbeing. A full-time administrator has enhanced the daily operations of the kōhanga reo. The whānau have prioritised building kaimahi capability through Te Kōhanga Reo National Trust qualifications and training. Property development has been an ongoing focus for the whānau with many completed projects such as the outdoor play area. Whānau have a regular review schedule in place that includes when to review their charter. Children are at the heart of whānau management.

Internal evaluation is focused on whānau growth and children’s learning and development. Review and reflection is ongoing and strong amongst the whānau. They consistently focus on the operations and management of the kōhanga reo. There are many avenues used to share, reflect and communicate with whānau members about developments in the kōhanga reo. Review information contributes to the development of a shared strategic plan that includes specific goals across Ngā Pou e Whā. Whānau members are well positioned to realise their strategic goals.

Key Next Steps

There are issues with the kōhanga reo building that need urgent attention. There is leaking in the wash area as well as deterioration in the adjoining building used for sleeping, kai and washing. The whānau has taken steps to minimise the potential risks, however they are seeking support and assistance from Te Kōhanga Reo National Trust to remedy these health and safety risks. The physical safety of children and kaimahi is not guaranteed.

There are aspects of whānau management that can be strengthened within the kōhanga reo. ERO encourages whānau to continue their own te reo Māori development to support children’s learning and review the guidelines and information for whānau about their roles and responsibilities.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • urgent support from Te Kōhanga Reo National Trust is required to address property issues.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tūtarawānanga will be in three years.

1 Context

Te Kōhanga Reo o Tūtarawānanga is located on the grounds of Merivale Primary School in Tauranga. Children, whānau and kaimahi affiliate to Tauranga Moana and other iwi. Children transition to the local primary school or to Te Kura Kōkiri in Welcome Bay.

Whānau value kaimahi, routines, te reo Māori and its use in the home where children continue learning the language. Well run programmes, waiata and children leading activities are also important to whānau. Children enjoy kōhanga reo. They are happy, responsive and enthusiastic learners. They know each other, kaimahi and whānau well. Children have close bonds with kaimahi and interact in positive ways.

There is a strong sense of whanaungatanga and tuakana teina interactions amongst children. Consistent routines, practices and the learning programme help children develop confidence to lead daily activities. Children have fun in learning. They are boisterous and actively engage in waiata, chants, movement and actions.

Although members have limited te reo Māori, they are committed to the kaupapa of kōhanga reo and to children’s learning and wellbeing. Whānau are positive about children’s learning and development.

2 The Review Findings

How well do children demonstrate the values of ngākau nui, aroha, rangimārie and whatumanawa?

Children confidently demonstrate the values of ngākaunui, aroha, rangimārie and whatumanawa well.

Mana Atua

Children learn important values as they learn about atua Māori. They recite karakia, chants and waiata. Children learn about the characteristics of atua Māori and they use role play to show their understanding of each. Children are becoming aware of differences.

Children have many opportunities for self expression. They are able to make choices about their own learning and choose from a variety of interesting and challenging activities. These activities are short and sharp and keep children actively involved and excited. Children enjoy being spontaneous and creative.

Children experience a strong sense of whanaungatanga when they interact and play with others. Tikanga, values and important practices are embedded in daily routines. These help children learn how to interact and work and play confidently. Children have close bonds with adults and often seek comfort and reassurance from them. Children respond well to praise and are proud of what they can do well. Children’s enthusiasm for learning motivates kaimahi and whānau to provide well planned and well organised programmes for the children. Children are happy and have fun in their learning.

Children hear and are able to respond to te reo Māori throughout the day. Kaimahi maximise language learning by engaging children in dialogue and conversation. Kaimahi model and encourage all children to speak te reo Māori by using strategies and activities that are interesting and fun for children. Whānau encourage children speak te reo Māori at the kōhanga reo and at home. Although English is a normal part of children’s daily lives, there is a strong focus on immersing and engaging children in te reo as much as possible.

Children benefit from the way kaimahi work as a team. Kaimahi are hard-working and continue to look for better ways to deliver the programme. Kaimahi tailor programmes to meet the different age groups and children’s individual needs and interests. The creative and artistic talent amongst the team further enhance children’s activities. This is especially important so that children are well guided and motivated to explore and discover their own natural talents.

Key Next Steps

Children and whānau use English within the kōhanga reo at different times. The presence of English makes it difficult for kaimahi and children to sustain te reo Māori. The executive committee and kaimahi acknowledge the need to review the whānau expectation and use of te reo Māori use in the kōhanga reo.

Children are at different stages of language learning. There are many opportunities for kaimahi to closely monitor children’s te reo Māori. Kaimahi do not plan for the needs of individual children in a deliberate way to progress their language development. Kaimahi are keen to improve in this area.

Planning and Evaluation

Children’s learning, wellbeing and care are at the heart of whānau management. Parents support the daily programme, excursions, fundraising, relieving and some of the day to day administration tasks. A newly formed whānau executive committee are working towards gaining better clarity and understanding of their roles and responsibilities. They manage the operations well and aim to keep whānau and kaimahi informed and involved. Long and short term plans, goals and actions focus on property development. Financial management and internal controls are robust.

Leadership in programme planning, evaluation and assessment is effective. The kaiako sets high standards for professional practice. She is dedicated and an experienced leader. She has had a range of roles in the kōhanga reo over the year as a whānau member, administrator, kaiāwhina and kaiako. She leads a capable and talented team of kaimahi. While on study leave for one day per week, individual kaimahi take responsibility for the daily management of the programme. Learning programmes are well-planned to meet the age group and individual needs of children. Children’s interests are essential to kaimahi decisions and planning.

Children’s learning is appropriately monitored and reported to whānau. Assessment consists of useful and focused observations. Whānau receive regular information about children’s learning and progress in interesting ways. Kaupapa evaluations highlight the strengths and improvement areas in the learning programme. Kaimahi work well together. They support each other and use individual talents and strengths to enhance programme delivery.

Key Next Steps

Whānau are in the early stages of implementing a new management model and developing clear roles and responsibilities. While some management decisions are made at a committee level, members are must consult and keep whānau up to date with long and short term developments. This is an ongoing challenge for the whānau.

A priority for the whānau executive committee is to maintain consistent, regular and transparent communication and reporting processes. A key challenge for the committee is to ensure a consistent and transparent way to feedback and feed forward to whānau about important matters. The use of social media and digital devices as a means of communication is underdeveloped. Protocols and guidelines are required to better support these systems and to safeguard this form of communication amongst whānau and kaimahi.

The current arrangement for administration tasks impacts negatively on the smooth running of the learning programme, taking kaimahi away from their work with the children. An important matter for the committee to consider relates to the appointment of an administrator. Kaimahi attend to administrative duties during the course of the daily programme and routines.

The charter and annual plan are out of date. Current strategic targets focus on property development. Te Ara Tūāpae has not been reviewed for some time. It is important that the executive committee develop a strategic plan with a clear focus on Te Whāriki o Te Kōhanga Reo, te reo Māori, whānau management and development, kaimahi appraisal and professional learning. There are several areas in administration that require attention and organisation. These include centralising, approving and dating all key charter policies and procedures.

The children’s physical environment requires attention. Whānau have the capacity and a plan to upgrade and enhance the environment for children. Whānau have not carried out regular emergency evacuation drills.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. To improve current practice the whānau must:

  • ensure evacuation drills are required at intervals of not more than six months [R46 Education (Early Childhood Services) Regulations 2008; HS8 Licensing criteria for kōhanga reo affiliated with Te Kōhanga Reo National Trust 2008]
  • implement a system of regular appraisal and provision for professional development for all kaimahi. [R47 Education (Early Childhood Services) Regulations 2008; GMA7 Licensing criteria for kōhanga reo affiliated with Te Kōhanga Reo National Trust 2008]

4 Recommendation

ERO and the whānau developed the following recommendations to:

  • improve communication systems including protocols and guidelines
  • update, monitor and report on the strategic plan
  • maintain a total immersion environment
  • attend to improvements within the physical environment including the administration area and children’s spaces.

Conclusion

Te Kōhanga Reo o Tūtarawānanga is located on the grounds of Merivale Primary School, in Tauranga. Children demonstrate the values of ngākau nui, aroha, rangimārie and whatumanawa well. They are responsive, boisterous and active learners who interact and relate well to peers, kaimahi and others. There is strong leadership for the learning programme. Whānau have a number of areas that need improving in the management of the kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Tūtarawānanga will be in three years.
