1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Ngāti Hangarau is in Bethlehem, Tauranga Moana. It is situated on Te Marae o Ngāti Hangarau. Whānau and kaimahi are relatively new to the kōhanga reo and uncertain about their roles and responsibilities. The whānau aspire for mokopuna to be raised in te reo Māori, tikanga Maori and to be culturally connected learners in their te ao Māori settings.

3 Evaluation Focus

To what extent do mokopuna show they are happy in their learning?

Mokopuna eagerly engage in positive learning experiences.

4 Findings

Mokopuna participate in various, enjoyable learning experiences. Interactions between adults and mokopuna are characterised by the values of aroha, tiaki and manaaki. Mokopuna nurture and care for each other. They effortlessly take part in mihi whakatau where they learn about their role as tangata whenua, observing whaikōrero and engaging in waiata tautoko, harirū and hongi. Mokopuna express enjoyment as they freely sing waiata and actively engage in kori tinana and mahi toi. Kaimahi gently encourage mokopuna to speak te reo Māori using prompts, questions, and repetition. Consistent and predictable practices help mokopuna to feel secure. Mokopuna are encouraged to engage in experiences that stimulates their imagination, encourages exploration, fosters creativity, and supports interests. They are content to investigate the natural and physical environment building on a sense of connection. Kaimahi often praise mokopuna for their efforts and achievements. Mokopuna appear happy and settled in their environment.

Whānau are in the early stages of developing systems and processes to manage the kōhanga reo operations. Bi-monthly whānau hui are well attended. Hui minutes provide good information. The strategic plan is in place and informed by Te Whāriki ā Te Kōhanga Reo and Te Ara Tūāpae. The overall objectives include fostering and empowering whānau to strengthen the kaupapa of kōhanga reo ensuring long term sustainability. Emergency drills for fire and earthquake are practiced regularly for safety and preparedness. Personnel matters are adequately managed with employment documentation comprising of individual employment agreements, position descriptions and verified kaimahi safety checks. Mokopuna are the focus of whānau whakahaere practices. 

Key Next Steps

There is limited understanding of self-review practices and how these impact on the quality and future direction of operations. The following areas require attention:

Whānau must develop efficient processes to review and establish sound health and safety policies and procedures that align with current legislation. It is crucial for whānau and kaimahi to understand how these impact on the operations of the kōhanga reo. Mokopuna health and wellbeing cannot be guaranteed.

An annual plan requires implementing to ensure key operational and administrative tasks are completed in a timely manner. Mokopuna benefit from focused approaches.

Planning, assessment, and programme evaluation needs improvement. Kaimahi acknowledge they have limited understanding of the critical elements required for effective planning, assessment and programme evaluation. Mokopuna benefit from increasing kaimahi knowledge and capability for ongoing improvement. 

Te reo Māori requires strengthening. Although kaimahi use te reo Māori most of the time, mokopuna often prefer to speak in English. Fostering te reo Māori capability across all aspects is imperative. Mokopuna learn te reo Māori when their environment is totally immersed in the Māori language.

An action plan for strategic planning must be developed. Whānau have identified their goals and aspirations in their strategic plan. It is now important that whānau develop an action plan to record and monitor progress in relation to these aspirations. Mokopuna benefit when their future needs are actively monitored and considered.

Awareness and understanding of the Children’s Act 2014 is limited. While the whānau have a Child Protection policy in place, they acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. The whānau and kaimahi intend to engage in further wānanga and training to better understand their commitment in fulfilling the obligations of the Act. ERO agrees with this and acknowledges the emphasis on prioritising mokopuna safety and wellbeing.

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements they must: 

  • ensure there is an ongoing process of self-review internal to help the kōhanga reo maintain and improve the quality of its education and care

  • ensure to review and update all health and safety policies and procedures to ensure all health and safety requirements for sleeping, excursions, accidents and incidents, hazards, inappropriate material, and behaviour management are met and maintained for children

  • ensure there is a process to implement and monitor the progress of key aspects of the annual plan of operations

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation that whānau continue to work alongside the Tari ā Rohe for support to develop an action plan to address the concerns identified in the key next steps of this report.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Planning and evaluation, including programme evaluation, administration support, personnel management and appraisals, and the review of health and safety policies and procedures
  • areas of non-compliance, in particular reviewing and updating health and safety policies and procedures to reflect current legislative requirements.

2 Context

Te Kōhanga Reo o Ngāti Hangarau is located in Bethlehem, Tauranga. The kōhanga reo overlooks the Tauranga harbour and Matakana Island. The previous ERO report identified areas of concerns related specifically to whānau management practices. It was identified that the lack of administrative support had impacted on kōhanga reo operations and the learning programme for children.

3 Findings

Children benefit from a programme that is focused on continual improvement. Programme evaluation is regular and documented. Kaimahi individually record their thoughts on their own practice. They consider their effectiveness and identify ways to improve. Kaimahi meet to share their thoughts and review the programme together.

Children experience a learning environment that is well supported by the whānau. The whānau has employed an administrator since the previous ERO review. The administrator has put systems in place to manage the tasks required to support the daily operations of the kōhanga reo. Kaimahi are now better placed to focus on the learning programme for children.

Children enjoy learning where kaimahi are able to provide for their individual needs. Good progress has been made to address concerns relating to personnel management. Appraisal processes are in place. Kaimahi are able to identify their professional development goals to lift their practice with children. Employment documentation such as job descriptions, contracts and police vetting are filed and stored securely. The kōhanga reo whānau is fulfilling their role as a responsible employer.

Children’s health and safety is a priority for the whānau. The whānau has implemented a cycle for policy review. Policies and procedures are now reviewed regularly. Policies relating to positive guidance and the Vulnerable Children’s Act have been updated to align with current legislative requirements.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • The whānau continue to consolidate the improvements to whānau management and internal review.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngāti Hangarau will be in three years.

1 Context

Te Kōhanga Reo o Ngāti Hangarau is based on Ngāti Hangarau marae in Bethlehem, Tauranga. The marae operates a tourism business and the kōhanga reo participates in the welcome and hosting of tourists. Members of the kōhanga reo whānau are also active marae committee members and there is a mutually beneficial relationship. There are a number of early childhood options in the immediate district but the whānau are looking at strategies to increase their roll numbers.

2 The Review Findings

How well do children show that they are confident, happy learners?

Children are confident and happy learners.

Ngā Taumata Whakahirahira

Children are exposed to a learning environment where te reo Māori is prioritised. They demonstrate knowledge of karakia and waiata. Children initiate conversations and ask simple questions. Kaimahi focus on building children’s vocabulary by introducing kupu hou. Children are exposed to models of te reo Māori through pōhiri. Children display confidence when communicating in te reo Māori.

Children enjoy learning through a range of experiences. Kaimahi encourage children to make choices and engage in independent play. They have access to a range of resources. Children are developing their understanding about their role as tangata whenua. The marae is an integral part of the kōhanga reo learning programme. Children are confident learners in te ao Māori.

Children have established caring relationships with adults and their peers. They are curious about others and their place in the kōhanga reo. Kaimahi support children to interact positively with others in a wide variety of contexts. Children seek comfort from adults and their interactions are respectful and genuine. Children move comfortably and interact appropriately with others in the kōhanga reo, on the marae and in the community. Children experience relationships that is based on whanaungatanga.

Planning and Evaluation

Planning processes are established. Kaimahi use annual plans to guide their term planning and clearly identify kaupapa ako. Planning guides the delivery of the learning programme. Profiles are used to assess children’s learning progress. These provide clear messages about children’s learning development. Whānau are well informed of their children’s progress.

The kōhanga reo have in place an executive committee. They make decisions about all employment issues. The kaiako and kaimahi take responsibility for administration systems and lead curriculum development and implementation.

Health and safety policies and procedures are in place. The whānau use these policies to guide the practice in their kōhanga reo. Children experience an environment where their wellbeing is promoted.

Financial systems are in place. Financial reporting at whānau hui shows transparency. The Auditor’s report is positive. Budgets for children’s resources are generous. The kōhanga reo is in a financially viable position.

Key Next Steps

Programme evaluation is limited. Kaimahi do not focus on how to improve the programme to benefit children. In addition they need to develop a system to monitor how well these changes impact on children’s learning.

At times kaimahi are distracted from the learning programme due to the lack of administration support. Whānau do not have an administrator or systems for managing the operational tasks required to support the kōhanga reo.

Personnel management needs to be improved. Whānau have yet to update kaimahi employment documentation. Some kaimahi do not have employment contracts neither is appraisal in place.

Health and safety policies and procedures have not been reviewed since 2012. These include child abuse and personnel management such as police vetting which should be included in their recruiting and employment process. Update the accident and incident policy including hazard safety checks.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Whānau need to ensure that:

  • health and safety policies and procedures are reviewed and updated to reflect current legislative requirements(Regulation 46 of the Education (Early Childhood Services) Regulations 2008]
  • reasonable steps are taken to provide staff employed or engaged in the service with adequate professional support, professional development opportunities, and resources.(R47ECS2008/GM1-12)

4 Recommendation

ERO and the Kōhanga Reo whānau recognise the need to improve self-review practice throughout the kōhanga reo.

Conclusion

Te Kōhanga Reo o Ngāti Hangarau is in Tauranga. Children show they are confident, happy learners in their learning at kōhanga reo. They confidently interact with all adults involved in the kōhanga reo. The kaimahi are committed to working with the children and the kaupapa of the kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Ngāti Hangarau will be within two years.
