Te Kōhanga Reo o Tutereinga is in Te Puna, Tauranga Moana. It is situated on Te Marae o Tūtereinga. The primary hapū is Pirirākau of Ngāti Ranginui. Strong affiliations with the hapū, iwi and te taiao are significantly important for whānau

The ERO Mana Whakahaere review in October 2023 found that whānau processes and systems contributed to nurturing mokopuna learning and wellbeing. Mokopuna overall development and care informed whānau collective decision making.

3 Evaluation Focus

How well do mokopuna express their understanding of ngā tapuwae o ngā tīpuna?

Mokopuna participate in learning that embraces the traditions and values of their ancestors.

4 Mana Mokopuna

Mokopuna are immersed in a rich te ao Māori environment. Kaimahi ensure mokopuna are included in whakatau where they learn about their role as tangata whenua. They hear whaikōrero that relate to their hapū and iwi as they participate in welcoming manuhiri. Through these experiences mokopuna learn ngā tikanga me ngā kawa specific to their kōhanga reo and marae. Kaimahi use efficient strategies to enhance mokopuna language development such as te reo kākā, te reo ōkawa, kīwaha and prompts. Mokopuna enthusiastically participate in mōteatea, mihi ki te tangata, karakia, waiata and kapa haka. Pēpi use body movements and gestures to communicate and demonstrate their understanding. Mokopuna are growing their knowledge of identity and culture. They effortlessly name the many marae within the local hapū and iwi. Rotarota, haka, and a variety of local waiata are integrated into the learning program to enhance mokopuna understanding of local stories, and their tīpuna. Mokopuna enjoy sharing their whakapapa connections as they recite their pepehā. Kaimahi frequently praise and acknowledge mokopuna for their accomplishments. The environment promotes frequent opportunities for mokopuna to make connections to their surroundings. Established routines encourage mokopuna interactions with both adults and their peers. Mokopuna are familiar with their learning spaces and make the most of opportunities provided to engage learning. The papatākaro extends beyond the kōhanga reo to the marae. Mokopuna enjoy learning and exploring their connections. 

Personnel matters are effectively managed. Employment documentation includes individual employment agreements, position descriptions and verified kaimahi safety checks. Appraisals focus on developing kaimahi skill, capability, and ongoing improvement. Mokopuna are at the centre of collective whānau whakahaere.

Key Next Steps

Programme evaluation requires formalising. Next steps are to document what worked well, what is required to improve and to monitor and report on the quality of the learning programme. Mokopuna benefit from focused approaches.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO and the kōhanga reo whānau recommends kaimahi to formalise programme evaluation.

How well do whānau systems contribute to mokopuna development of te reo Māori

Whānau systems, processes and approaches contribute to the nurturing of te reo Māori development of mokopuna

4 Findings - Mana Whakahaere

Whanaungatanga is central to the day-to-day management of the kōhanga reo. Whānau members participate in various ways to support the kōhanga reo. Hui are held monthly and well attended. Minutes show that monitoring and reporting occurs across daily operations. Financial management practices are clear. Health and safety policies, procedures and registers are in place to ensure mokopuna wellness is a priority. Emergency evacuations for fire and earthquake are carried out regularly. Kōhanga reo within the local purapura are undergoing training of the Childrens Act 2014. Kaiako regularly share with whanau what mokopuna are doing and learning. Mokopuna are at the forefront of collective whānau decision making. 

The strategic plan incorporates the aspirations and vison of the whanau. Key strategies and priorities include te reo Māori, empowering whānau and promoting the kōhanga reo movement. A consistent emphasis remains on both growth and improvement. An annual plan has been established, outlining essential operational tasks and when their scheduled completion dates. Mokopuna benefit from collaborative approaches that contribute to the future growth of te reo Māori. 

Kaimahi work together with whānau as they plan the learning programme. Planning is detailed and aligns to Te Whāriki a Te Kōhanga Reo. Kaimahi deliberately plan activities that enhance mokopuna te reo Māori development. This includes annual, term and weekly plans to guide kaimahi and ensure the programme is focussed and purposeful. Kaimahi use aromātai and mātai mokopuna to document individual mokopuna learning and progress overtime. Mokopuna benefit from planning and assessment that is responsive to their te reo Māori language development and needs.

Te Kōhanga Reo o Tūtereinga is based on Tūtereinga Marae in Te Puna, Tauranga. Whānau, kaimahi and children are related to each other, and are affiliated to Ngāti Ranginui and the Tākitimu waka.

2 The Evaluation Findings

How well do children express their identity?

Children are developing their understanding of their identity.

Ngā Taumata Whakahirahira

Children learn te reo Māori in a marae environment. Kaimahi use a range of strategies to support children to build on and extend their knowledge and use of te reo Māori. This includes repetition, mimicking, hand gestures and verbal prompting. Children use familiar karakia, waiata and mihi with confidence. Kaimahi provide experiences for children to extend their language and vocabulary. Whānau are encouraged and supported to strengthen their knowledge and use of te reo Māori. Resources are made available to support te reo Māori being used at home. Children are developing confidence in te reo Māori.

Children’s identity is nurtured. The marae is an integral part of the learning environment. This supports children to learn about their tūrangawaewae. Kaumātua and whānau model the language and tikanga of the marae. Kaimahi provide guidance for children to practise their roles as tangata whenua. Regular opportunities are provided for the children to participate in hapū, iwi and purapura events. Local pātere, waiata and haka help children learn the marae, hapū and iwi of the area. Visiting and enjoying places of significance and interest supports children to learn about their identity. Children are becoming more knowledgeable of their place in the kōhanga reo and their marae.

Children’s wellbeing is integral to their learning. They experience manaaki, aroha and awhi from whānau and kaimahi. Whānau and kaimahi show passion and enthusiasm. Children have positive interactions and meaningful relationships with others. Older children are encouraged to support teina in their learning and in play. Children are happy and settled.

Children are inquisitive learners. They are encouraged to explore the natural and physical environment. Kaimahi create opportunities for children to inquire and grow their understanding of their place and connection to the area. Children enjoy movement to music and kori tinana. Whānau provide resources for these activities that have relevance for the children. Kaimahi provide children with learning experiences that reinforce their identity as Māori and as mokopuna of Tūtereinga marae. Children display confidence in their world.

Planning and Evaluation

Children’s learning needs influence programme planning and assessment practices. Kaimahi follow clear and collaborative processes to plan for children. A term overview is used to guide the weekly programme. There is a focus on building children’s understanding of their connection to the marae. Kaimahi develop activities and resources to support children’s learning. Profile books are used to record children’s learning and progress. They use this information to regularly share with whānau. Children’s progress in learning is planned and monitored.

Evaluation of the learning programme is developing. Kaiako has begun to record what has worked well and what has been difficult. These shared practices and discussions provide kaimahi with additional information to improve delivery. Kaimahi report to whānau on the positive outcomes for children. Children benefit from well considered decisions about the learning programme.

Children’s well-being is a priority. The charter clearly sets out the direction and expectations of whānau. This is strongly based on the kaupapa of kōhanga reo and their obligations to their marae. Regular whānau meetings are well attended. Whānau discuss the management of the kōhanga reo with children at the centre of decision making. All health and safety policies and procedures are in place. The strategic plan identifies whānau goals and priorities. Children are safe and well cared for.

Self review has improved since the last review. Key sections of whānau management have been discussed. An annual plan is in place to guide operations. Whānau receive regular monthly reports that focus on improvements across most operational areas. Changes are made in response to needs and opportunities that arise. The whānau have established sound financial management processes. This has enabled them to accumulate a healthy cash reserve. Positive outcomes for children inform the kōhanga reo direction.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO has developed the following recommendation:

  • to consolidate improvements since the previous ERO review, in particular to the areas relating to programme evaluation and self review.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tūtereinga will be in three years.
