1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Ngā Pekanga is in the Taranaki township of Waitara. Promoting te reo o te kāinga, traditional values, and active involvement are important to whānau. Kaimahi are longstanding members, with most having been part of the kōhanga reo for over 20 years.

3 Evaluation Focus

How well do mokopuna express their understanding of tuakiritanga?

Mokopuna display a growing confidence in expressing aspects of who they are and where they come from.

4 Findings 

Mokopuna actively engage in culturally rich learning that nurtures their tuakiritanga. The consistent use and normalisation of te mita o Taranaki through kapa haka, pānui pukapuka, and language building activities supports te reo Māori acquisition. Karakia, hīmene, mihimihi, and whakatau manuhiri deepen their understanding of iwi-specific tikanga and kawa. Mokopuna regularly take on leadership roles, and their contributions are acknowledged and celebrated. They display confidence and pride during these times. Learning extends beyond the kōhanga reo and is meaningfully embedded in whānau, hapū, iwi and purapura kaupapa. These diverse contexts connect mokopuna to their tūrangawaewae, histories and traditions of their tūpuna. Positive relationships are fostered through whanaungatanga and manaakitanga, creating a respectful environment. Kaimahi and tuākana model values such as mauri tau, ngākau māhaki and rangimārie, supporting a culture of care and collaboration. Well-established routines and vibrant learning spaces support exploration and emotional security. Mokopuna are emerging as confident learners.

Planning, mokopuna assessment and programme evaluation are well embedded. Kaimahi demonstrate a strong commitment to intentional, grounded practices around curriculum development. Collaborative planning aligns with Te Whāriki a Te Kōhanga Reo and is guided by ngā taumata whakahirahira and ngā wāhanga o te tau. Ongoing and purposeful assessment tools are used to document progress through photos and narratives, enabling kaimahi to monitor development and tailor learning to individual mokopuna. Regular hui, one-on-one kōrero, and digital platforms are used to share mokopuna learning and gather whānau voice, ensuring the programme remains relevant and inclusive. Programme evaluation is continuous and informs future planning, ensuring the learning environment remains responsive and aligned with the values of the kōhanga reo. Mokopuna benefit from robust systems that support their identity, growth, and learning grounded in tikanga Māori.

Whānau whakahaere practices are collaborative, with a clear focus on mokopuna wellbeing and sustainability. The tūtohinga guides kōhanga reo management and operational responsibilities are shared. Regular, well-attended whānau hui support collective decision-making and accountability. Strategic and annual plans reflect the shared vision and aspirations for mokopuna, with clearly defined goals regularly reviewed to ensure continual growth. Health and wellbeing are prioritised through well-established systems that are consistently maintained, implemented and reviewed to always ensure the protection and care of mokopuna. Personnel matters are managed well by whānau and administrator with all employment documentation current and well maintained. Mokopuna thrive in a safe, well-managed, and future-focused kōhanga reo environment.

Key Next Steps

The appraisal process requires greater clarity and thorough documentation to be fully effective. While a structured performance review system and self-appraisals are in place, the absence of a clear follow-up process limits its impact. Strengthening this area will better support kaimahi in their professional growth and contribute to improved outcomes for mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommend that whānau establish a clear, well-documented follow-up process for the appraisal of kaimahi to effectively support kaimahi in their professional growth and development.

Te Kōhanga Reo o Ngā Pekanga is in the Taranaki township of Waitara. Te reo Māori, tikanga Māori, mātauranga Māori, learning about the papakainga, and Taranaki dialect are important to whānau.

The ERO December 2021 evaluation of Mana Whakahaere practices found kōhanga operations were being managed well and kaimahi were well supported to carry out their roles. Wānanga that fostered connections with kaumātua and the community were held regularly. Mokopuna wellbeing, learning and promoting their sense of belonging was the focus of decision making.

3 Evaluation Focus

How well do mokopuna show their understanding of whanaungatanga?

Mokopuna are developing values of manaaki, aroha and tiaki for self and others. 

4 Findings - Mana Whakahaere

Mokopuna are immersed in whanaungatanga. Kaimahi ensure all interactions between adults and mokopuna are nurturing and caring. Tuakana are considerate when interacting with their tēina. The tone and way kaimahi talk with mokopuna is gentle and affectionate. They consistently praise mokopuna for their successes. Kaimahi use a range of strategies to support mokopuna language development. These include repetition, instruction, prompts and modelling correct language structure. Mokopuna are supported to participate in formal parts of the learning programme such as whakatau, karakia, himene and mihimihi. Through this, mokopuna observe and participate in tikanga and kawa practices. Daily routines are established. Mokopuna are supported to follow their own interests. 

The outdoor area encourages exploration that allows mokopuna to interact with each other in a range of activities. The indoor learning space is equally as colourful, vibrant and inviting. Mokopuna know their learning spaces and enjoy the well-developed and resourced environment. Mokopuna can easily access a wide range of resources to stimulate their development and interests.

5 Kōhanga Whānau Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau recommends continuing to enhance the collective strength of the whānau to further increase the quality of learning and outcomes for mokopuna.

1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Ngā Pekanga is in the Taranaki township of Waitara. Te reo Māori, tikanga Māori, mātauranga Māori, learning about the papakainga, and Taranaki dialect are important to whānau.  Kuia, kaumatua and te Ao Māori champions are language advocates for te reo Māori.

3 Evaluation Focus

How well do mokopuna express their understanding of te reo and tikanga Māori?

Te Kohanga Reo o Ngā Pekanga has created an environment that immerses mokopuna in te reo Māori and tikanga Māori.

4 Findings - Mana Whakahaere

 Strategic planning is comprehensive and includes the vision and aspirations whānau hold for mokopuna. There is a focus on continual growth and improvement. An action plan defines identified priorities and goals to ensure sustainability for the future. Whānau share responsibilities to meet operational matters.  Whānau make decisions that focus on mokopuna.

The operations of the kōhanga reo are well managed. Whānau hui are well attended and information is shared. Effective processes and procedures reflect the culture of the kōhanga reo. These are well monitored and reported to whānau. Good financial management practices are in place. The whānau regularly review policies and procedures to ensure they meet legislation. Mokopuna learning and wellbeing is the focus of decision making.

Personnel matters are well managed. Kaimahi appraisals are completed and focus on enhancing te reo and tikanga Māori. There is a focus on building kaimahi skill and capability to become effective, future leaders. Whānau and kaimahi regularly attend wananga that foster connections with the community and local kaumātua. This includes kapa haka, learning the whakapapa of waiata, karakia and pūrākau unique to their rohe.  Mokopuna observe te reo and tikanga Māori practices amongst whānau.

Kaimahi planning, assessment and evaluation is underpinned by values of whanaungatanga. Learning experiences that nurture mokopuna understanding of tikanga Māori through te reo Māori are part of their daily experiences. Mokopuna progress and learning are captured in portfolios that contain good information about their individual learning journey. Programme evaluation is well established. Kaimahi meet regularly to reflect on the programme and their practices. Whānau are well informed of what mokopuna are doing and learning.

During the COVID 19 pandemic of 2020 and 2021, kaimahi worked digitally, alongside other kōhanga in their purapura to support mokopuna and whānau to continue learning at home. The use of technology as a learning resource for mokopuna has been well-planned and supported. Kaimahi and whānau continue to develop resources and plan for online learning. Mokopuna experience continuity of learning between the kōhanga environment and the home.

The key next step for the whānau is to continue to strengthen internal evaluation to further increase positive outcomes for mokopuna.
