1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Te Kohao o Te Ngira is located in Hamilton and situated within Te Kohao Health complex. The principles of Te Kīngitanga are reflected in the daily practices, with whānau providing opportunities for mokopuna to engage with te reo Māori and tikanga Māori, supporting their connection to cultural heritage.
3 Evaluation Focus
How well do mokopuna demonstrate their understanding of identity?
Mokopuna display growing confidence to express their understanding of identity through a range of learning experiences.
4 Findings
Mokopuna are immersed in an environment that actively nurtures and strengthens their ancestral connections. Under the guidance of kuia and kaimahi, mokopuna eagerly participate in mihi whakatau fostering leadership, connection and a sense of belonging. Through these cultural practices, mokopuna gain a deeper understanding of their role as tangata whenua, such as observing ngā tikanga and kawa of the marae, including te mita o Waikato. Mokopuna engage meaningfully in waiata tautoko and hongi, further solidifying their connections to their cultural heritage. Kaimahi create intentional opportunities for mokopuna to explore and honour their tūpuna through historical narratives, pepehā, waiata-ā-iwi, mōteatea, pao, and karakia paimārire. These experiences reinforce connection to their turangawaewae and affirm their place within their whānau, hapū and iwi. To enhance te reo Māori, kaimahi use strategies such as waiata, prompts, repetition, rotarota, and instructions. Tuākana are supported to use what they know, while tēina and pēpi express themselves through emotional cues and body language, contributing to their understanding of communication. Mokopuna are developing a deep sense of pride and connection to their cultural identity and heritage.
The learning spaces are thoughtfully organised to cater to the different age groups, with easily accessible resources that allow mokopuna to manage their learning. Consistent routines provide a stable environment, and transitions between activities are smooth and seamless. Kaimahi are always present to offer guidance, ensuring mokopuna feel supported and settled in their learning. Mokopuna are discovering meaningful ways to navigate their learning and cultural journey.
Kaimahi have established efficient systems for planning and assessment, including annual, term and weekly plans that align with Te Whāriki ā Te Kōhanga Reo. The mahere ako outlines learning outcomes and resources to support implementation. A variety of activities are selected to engage and extend mokopuna learning. Mokopuna learning journeys are documented in kōnae pukapuka with mātai tamaiti and assessment information focusing on the individual development and progress with clear links to the mahere ako. Mokopuna benefit from collaborative practices of kaimahi.
Whānau efficiently manage the operations of their kohanga reo. Regular whānau hui are well attended, both onsite and via digital platforms. The hui minutes provide clear and informative records. Reporting includes financial statements generated through accounting software, ensures transparency and accountability. Whānau have established a policy review schedule to ensure all health and safety policies and procedures comply with legislation, prioritising the wellness of mokopuna. The annual management plan is well organised, and whānau are attentive to administrative and operational tasks in a timely manner. The tūtohinga is regularly revisited to ensure it reflects whānau aspirations, such as the history of the kōhanga reo, Nga Whāinga Kōrero, Te Whakakitenga, and Ngā Uaratanga. Mokopuna benefit from collaborative decision making.
Whānau have developed a comprehensive strategic plan guided by Nga Pou Matua Te Kohanga Reo. Long term goals reflect the collective aspirations of whānau with key priorities focused on fostering te reo Māori, enhancing whānau capability, promoting the wellbeing of mokopuna and whānau, and integrating te ao Māori values. The rautaki illustrates a commitment to long term sustainability. Mokopuna are the focus of whānau whakahaere practices.
Personnel matters are essentially managed. Employment documentation includes individual employment agreements, position descriptions and verified kaimahi safety checks. Whānau have established systems and processes for appraisals. These include self-appraisal and self-review of appraisal goals and focus on developing kaimahi skill and capability.
Key Next Steps
Programme evaluation requires attention. Although kaimahi discuss the effectiveness of the learning programme, there is a need for additional refinement in documenting these discussions. Mokopuna would benefit from enhancing kaimahi understanding of programme evaluation for ongoing improvement.
While whānau have a robust child protection policy, whānau and kaimahi agree they require further support to increase their awareness and understanding of their outlined procedures. ERO agrees with this and acknowledges the emphasis on prioritising mokopuna safety and wellbeing.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendations
ERO and the kōhanga reo whānau developed the following recommendations for:
- whānau and kaimahi continue to increase understanding and awareness of the procedures outlined within the Child Protection Policy
- kaimahi continue to formalise programme evaluation.

Purpose
The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.
1 Introduction
The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Te Kohao o Te Ngira is located in Hamilton and is based on the Kirikiriroa Marae complex. It is in close proximity to the University of Waikato. Since the previous ERO report, the whānau have made significant changes for improvement. This includes putting systems in place to ensure management practices consistently focus on enhancing positive outcomes for mokopuna.
3 Evaluation Focus
To what extent do mokopuna have opportunities to experience positive learning and wellbeing outcomes?
Mokopuna benefit from a positive learning environment that focuses on their learning and care.
4 Findings
Mokopuna are well supported at kōhanga reo. They are exposed to authentic language models as they listen to their kuia. Kaimahi use appropriate strategies to support mokopuna to actively engage in formal parts of the learning programme, such as karakia, mihimihi and pepehā. The whānau and kaimahi have created an environment that promotes manaaki, aroha and tiaki. Mokopuna are familiar with daily routines. Transitions throughout the whare are smooth. Mokopuna are happy and settled.
The whānau manage the kōhanga reo in the best interests of the mokopuna. Kaimahi regularly evaluate the quality of the learning programme. Planning is detailed and guides the implementation of kaupapa mahi. Kaimahi use mātai tamaiti to capture and monitor mokopuna learning and progress. Mokopuna are the focus for whānau decision making.
Mokopuna wellbeing and learning is a priority. Whānau have reviewed and updated their policies and procedures, particularly related to health and safety. The Tūtohinga provides direction for the management and operation of the kōhanga reo. It includes the history, values, vision, philosophy statement and obligations. Kaimahi employee documentation is current and in place. Their appraisals are appropriately carried out. Strategic planning is informed by Te Ara Tūāpae, with a plan to help ensure the goals are achieved. Emergency evacuation drills for fire and earthquake are practised regularly. Mokopuna benefit from focused management approaches.
Key Next Steps
Strengthening the overall quality of self review will support the whānau to further enhance positive learning outcomes for mokopuna.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- the kōhanga reo whānau will continue to work alongside Te Kōhanga Reo Regional office for support to enhance the quality of learning and outcomes for mokopuna.

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context
Kotahi te kōhao o te ngira i kuhuna ai te miro mā, te miro pango me te miro whero.
Te Kōhanga Reo o Te Kōhao o Te Ngira is located in Hamilton and is based on the Kirikiriroa Marae complex. It is in close proximity to the University of Waikato. The principles and philosophies of the Kīngitanga are embedded in its practices and are a feature of the daily practices in the kōhanga reo.
2 The Evaluation Findings
How well do children demonstrate confidence in their learning?
Children demonstrate confidence as learners in their interactions with others and across all learning experiences.
Ngā Taumata Whakahirahira
Children learn in an environment where they are well supported to learn te reo Māori. Tuākana have learnt a range of karakia and can recite these with confidence. Kaimahi are fluent speakers of te reo Māori and model good language structures for children. Tuākana are provided opportunities to mihi, lead hīmene, sing waiata kinaki and participate in Waikato kawa such as karanga kai. Babies walk around the whare repeating particular words that they hear chanted by their tuākana every day. They participate in a programme where te reo Māori is normalised. Children are developing as confident speakers of te reo Māori.
Children have formed meaningful relationships with others. They show care for those that they come in to contact with. Kaimahi happily greet children on arrival. Children are familiar with the structure of the learning programme. This enables smooth transition from home into the daily routines. Children settle very quickly at the beginning of the day. Kaimahi encourage tuākana to take care and be responsible when interacting with the babies. They affirm children’s successes. This has a positive impact on their behaviour. Children are comfortable learning with and alongside others.
Children’s identity as descendants of Tainui waka is affirmed. Kaimahi ensure that the children regularly attend all marae activities. They are active participants at pōwhiri and demonstrate clearly their understanding of tikanga at the marae. Children are developing an understanding of their responsibilities as tangata whenua. Kaimahi plan for children to attend all significant hui in Waikato such as the Koroneihana, regatta and poukai. Children are confident in settings where being Māori is celebrated.
Children are inquisitive learners. Kaimahi plan positive and supportive learning experiences for children. Activities are planned to ensure children can choose to work collectively as a group or as individuals. Kaimahi allow children opportunities to make choices according to their interests. They provide a loving, caring and nurturing environment where children can share their learning openly with others. Kaimahi provide children with resources and space during outdoor activities. These times allow children to be physically challenged. Children are active learners.
Planning and Evaluation
Whānau have processes in place to monitor aspects of kōhanga reo operations. Planning is collaborative. Kaimahi ensure parents’ ideas are included in the plan. Annual, term and daily plans are well documented and accessible. The planning guides the implementation of the learning programme. Health and safety registers are in place and monitored. Strategic planning is aligned to Te Ara Tūāpae and includes action plans to ensure that aspirations and goals are achieved.
Key Next Steps
Processes to support regular and ongoing self review need to be established. Kaimahi hui are irregular which means that programme evaluation is not always carried out. Consequently, improvements to the learning programme cannot be monitored. Assessment practices must be reviewed. Whānau are not well informed of their children’s learning and progress. While the health and safety registers are in place, there has been no review of the charter, policies and procedures, and administration systems.
Many whānau members are not clear about their roles and responsibilities to support the kōhanga reo. They do not actively participate in tasks related to the operations of the kōhanga reo. Whānau hui are not held regularly. It is important that whānau consider ways to become more active in the management and operation of the kōhanga reo.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
The whānau must:

establish an ongoing process of self-review or internal evaluation to help maintain and improve the quality of operations and practice for children

ensure kaimahi evaluate the learning programme and assess children’s learning in order to provide positive learning experiences for children

review and update all health and safety policies and procedures to ensure all requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children.

4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:

that whānau work with the local kaimahi from Te Kōhanga Reo National Trust to strengthen self review practices and increase whānau participation in the operation and management of the kōhanga reo.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Kōhao o Te Ngira will be within two years.
