1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Whāingaroa is in Raglan and stands on the whenua bequeathed by ancestors. The role of the kōhanga reo is to develop the mana, tino rangatiratanga as a means of strengthening the people, so that the language and treasures passed down from the tūpuna will never be forgotten. 

3 Evaluation Focus

How well do mokopuna demonstrate connections to their taiao and each other?

Mokopuna show intimate connections with their taiao and each other.

4 Findings 

Mokopuna interactions with kaimahi and their peers are caring and meaningful. Kaimahi are perceptive and responsive to mokopuna needs. Relationships are strong and naturally caring and mokopuna love and respect their kaimahi and their peers. They initiate hugs and share resources without prompting. Learning provides authentic opportunities for te reo Māori and tikanga to be practiced and observed. Mokopuna develop their understanding of their identity through pepeha and mihimihi. They are immersed in a te reo Māori environment where deliberate acts of teaching such as storytelling, prompting, praise and modelling help strengthen and grow their understanding and use of the language. They are encouraged to follow their interests in a responsive programme that utilises their natural environment and nourished their inquisitive nature. Mokopuna relationships are affirming.

Programme content is clearly articulated. It is then broken down into term, weekly and daily programmes. Planning provides clear guidelines for implementation. Assessment profiles hold information pertaining to mokopuna progress. The visual and stories in the profiles clearly outline the learning and development that is occurring for individual mokopuna. Planning and assessment align well.

Mokopuna are supported to understand their identity where they are the focus of whānau management practices. The strategic plan is aligned to Te Ara Tūāpae and is monitored through an action plan to facilitate progress towards its implementation. The strategic goals are reviewed annually and a plan to monitor progress towards these goals is tracked. Te reo Māori is a goal that is supported by local kaiako for whānau. Whānau meet regularly to discuss kōhanga reo operations. This includes recent policy review, including health and safety policies and a key focus on child protection. Finances are tracked and reported with an annual budget providing clear guidance for expenditure. Personnel processes are thorough with relevant checks and risk analysis completed. Appraisal practices link to kaimahi professional learning goals and growth. Mokopuna are the focus for whānau whakahaere.

Key Next Steps

Programme evaluation is not clearly established. Kaimahi acknowledge improvement is needed in this area. Further support is required to progress their programme evaluation practice.

An emergency policy is in the process of review and whānau recognise that practices require strengthening. All relevant drills including earthquake, tsunami and lock-down are yet to be practiced. A civil defence emergency is also required to complete emergency response readiness. Mokopuna safety is at risk.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements they must: 

  • carry out, record and evaluate regular emergency drills for all necessary drills with children at least every three months.

6 Recommendation

ERO recommend whānau continue to develop policies and practices that further promote and affirm mokopuna and whānau understanding of systems for the safety and monitoring of mokopuna wellbeing.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Whaingaroa is part of several buildings on Whaingaroa Ki Te Whenua known as “Te Kokiri” in Raglan. Whānau are new to the kaupapa and learning their roles and responsibilities. They identify the land where the kōhanga reo is as the independent state of Whaingaroa. Whānau aspire for the mokopuna to develop an understanding of their role as kaitiaki to the natural environment.

How well do mokopuna interact with their environment?

4 Findings

Mokopuna experience a kōhanga reo where environmental participation, care and protection are important. Kaimahi model the values of sustainable life in Whaingaroa. Mokopuna participate in tikanga practices that keep them safe across all activities. They care for household pets, visit community groups and learn about people from other places. Mokopuna learn about significant cultural icons, stories and tupuna from this area. They have opportunities to practice their roles and responsibilities such as being “ahi kaa’. Routines are well established and mokopuna transition smoothly from indoors to outdoors. Mokopuna are learning about their roles as kaitiaki.

Whānau manage the kōhanga reo in the interests of the mokopuna. They describe the kōhanga reo as a taiao space where mokopuna learning links to everyday living in the community. Whānau hui are held every month. Reports are regularly provided by the treasurer, administrator and kaiako. Whānau support daily operations. The annual plan guides operations across the year. Most personnel documents are in place for kaimahi. Kaimahi planning is linked to the environment. Assessment information documents mokopuna learning. External support is accessed for mokopuna who have additional needs. Programme review is improvement focused. Mokopuna benefit from whānau whakahaere.

Key Next Steps

Whānau are new to their roles and responsibilities. They have identified that some of those responsibilities require their attention:

  • a strategic plan has been drafted by whānau, but it has not been ratified. The future development of the kōhanga reo is not well planned
  • the charter, policies and procedures require reviewing. Whānau are aware of the importance of ensuring that these align with current regulations
  • key policies and procedures for health and safety must be in place. Whānau do not have a child protection policy.
  • while whānau have a process for documenting mokopuna sleep, they do not record ten-minute checks. It is important for mokopuna health and safety that the procedure for monitoring sleep aligns with current regulations.
  • emergency drills and evacuation practices are required. This will ensure that mokopuna are kept safe in the event of an emergency.
  • incidents and accidents are not documented. It is important that a procedure is implemented that aligns with present regulations. This will ensure mokopuna health and well-being.
  • although whānau have an appraisal policy, kaimahi appraisal information does not inform professional learning for kaimahi. Developing kaimahi will strengthen programme planning, assessment and evaluation.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must:

  • review and update all health and safety policies and procedures to ensure all health and safety requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children

  • adults providing education and care are familiar with relevant emergency drills and carry out, record and evaluate these with children at least every three months

  • ensure all accidents and incidents, recording and reporting requirements are upheld for the safety of children

  • ensure all reasonable steps are taken to provide staff employed or engaged in the service with adequate and relevant job descriptions, Individual Employment Contracts and professional support, professional development opportunities, and resources

  • ensure there is an ongoing process of self-review to help the kōhanga maintain and improve the quality of its education and care

6 Recommendation

ERO and the (kōhanga reo whānau/kura board) developed the following recommendation:

  • that whānau with support from the District Office develop an action plan to ensure that all areas of concern are addressed.
