1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Wharemārama is situated on the grounds of Te Whare Kura o Rātana at Ratana Pā. They have a strong relationship with the kura. The kaupapa of Māramatanga is the foundation for all they do. The kōhanga reo has recently celebrated their 40th anniversary. 

3 Evaluation Focus

How well do mokopuna demonstrate their understanding of Māramatanga?  

Mokopuna are developing an understanding of Māramatanga through their interactions, relationships and environment.  

4 Findings 

Mokopuna experience important learning opportunities that are based on Te Haahi Rātana beliefs and values. Whakamoemiti, hīmene, mihimihi and kupu whakaari support mokopuna to build their understanding of Māramatanga. Kaimahi provide appropriate interactive activities, books and waiata to signify the importance of colours in the whetūmārama. Mokopuna are gently settled into their day through morning whakamoemiti. Whakapapa links connecting mokopuna with kaimahi and each other are very strong. Relationships are positive and affirming. Kaimahi are responsive and attentive to mokopuna needs. This encourages mokopuna to show aroha and affection to others. Kaimahi and tuākana from the kura participate in pōwhiri alongside the kōhanga reo. They are strong role models, who mokopuna observe and follow as they practice tikanga and kawa relevant to Te Haahi Ratana. Mokopuna are growing their understanding of who they are and their identity as Mōrehu

Mokopuna participate in a learning programme that is vibrant and well-resourced. Kaimahi provide a fun, fast paced, creative environment for mokopuna. High-energy interactive waiata, kanikani, haka and korikori are regular features of the programme. Mokopuna freely express themselves and are clearly excited to show off their talents. They are regularly praised and applauded for their efforts. Kaimahi use effective strategies to settle and transition mokopuna. Well established routines enable mokopuna to move throughout the learning programme with ease and confidence. Mokopuna are stimulated and active learners. 

Mokopuna learning experiences are well planned, assessed and evaluated. Kaimahi are committed to providing quality learning opportunities for mokopuna. Planning includes comprehensive plans for each age group with links to Te Whāriki and Te Haahi Rātana. Internal and external resources are used to support mokopuna with additional learning needs. Kaimahi implement a range of assessment practices. These clearly indicate and capture mokopuna interests, abilities and improvements overtime. Programme evaluation practices are well established. The changing needs of mokopuna are well considered as kaimahi respond and adapt the programme accordingly. Regular meetings include in-depth discussions on what went well, what needs to improve, mokopuna successes and their interests. Mokopuna are developing confidence in Māramatanga

Te Kōhanga Reo o Wharemārama promotes Te Haahi Rātana beliefs and values. Whānau affiliate to each other through their whenua, their kōhanga reo, and their faith. They whakapapa to the iwi, reside in Rātana Pā, follow Te Haahi Rātana and are Manu Pīrere o te kōhanga reo. Whānau aspire for these integral connections and values to be sustained for the next generations. Regular updates are provided to the whānau through the learning programme, financial and maintenance reporting. Strategic planning is focussed on the collective aspirations of whānau for their mokopuna. Timelines and responsibilities to meet strategic goals have been identified. The kaiako mentors kaimahi to build the collective capability of all, including new kaimahi. Mokopuna thrive in an environment that is centred on sustaining them as Mōrehu

Key Next Steps

Internal evaluation requires strengthening. A review of policies and procedures is urgently required to ensure they align to current legislation and Childrens Act 2014. The whānau understand that internal review processes will strengthen kōhanga reo management. There is a need to establish administration systems that regularly monitor kōhanga reo operations. An annual plan is required to clearly guide key operational tasks in a manageable and efficient manner. Mokopuna benefit from whānau whakahaere systems and processes that are well managed. 

Kaimahi appraisals are incomplete. It is important for whānau to complete kaimahi appraisals in order to clearly identify relevant professional development opportunities to support kaimahi. Mokopuna will benefit from increasing kaimahi knowledge and skills.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements they must: 

  • develop, implement and maintain an ongoing process of self-review to help the kōhanga reo maintain and improve the quality of its education and care

6 Recommendation

ERO recommends that whānau continue to work alongside te tari-a-rohe to address the key next steps and non-compliances identified in this report.

3 Evaluation Focus

How well do children show confidence and understanding of Te Māramatanga or Te Haahi Rātana?

Children are at the early stages of understanding their roles and responsibilities as morehu to Te Māramatanga.

4 Findings

Mokopuna have meaningful opportunities to learn about the values, beliefs and practices of the Rātana faith. Wharemarama Kōhanga Reo is based on the kura site. Whānau of both the kōhanga reo and kura aspire for their mokopuna to become mōrehu who are dedicated and committed to the teachings of the haahi. The principles of Maramatanga, Mōrehutanga and Whakamoemiti are what underpins the education of Mokopuna. Participation in Rātana celebrations and events enhance Mokopuna understanding of their roles and responsibilities as mōrehu. The kura and kōhanga reo are active participants in the national event held at Rātana Pā every year. They observe how the nation celebrates their tupuna, Tahupōtiki Wiremu Rātana. Mokopuna are developing as mōrehu through the deliberate teachings of Te Haahi Rātana.

Kaiako know their mokopuna and support their learning well. Those mokopuna with limited te reo Māori are well supported as second language learners by kaiako and whānau. They adapt quickly to the immersion learning environment. Moko are well prepared to transition to the kura. Kaimahi ensure learning times are engaging and planned to meet mokopuna learning needs.

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Purpose

The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Wharemārama is in Rātana Pā. This kōhanga reo is well supported by the local community. Most whānau members live in the Rātana Pā area. Whānau have worked together to address all issues identified in the previous ERO report.

3 Evaluation Focus

To what extent does the learning programme cater to the needs of mokopuna?

Mokopuna benefit from a learning programme that caters to their learning and development needs.

4 Findings

Mokopuna experience manaakitanga. Kaimahi ensure the environment is a happy place. They promote and model positive behaviours. Mokopuna reflect these values in their respect for each other and benefit from kaimahi routines that are underpinned by the principles of aroha. Kaimahi use a range of strategies to encourage mokopuna to use te reo Māori. They model good language structures and use repetition to support te reo development. Kaimahi support mokopuna to share their pepeha. They provide mokopuna with opportunities to learn their whakapapa to learn about their connections to whānau hapū and iwi. A variety of familiar waiata and whakamoemiti support mokopuna confidence and their sense of belonging. Mokopuna show aroha towards each other as developing speakers of te reo Māori.

Whānau manage the kōhanga reo well. The whānau strategic plan is informed by goals and aspirations of the whānau. The plan identifies key aims, targets and actions. Programme planning is detailed and identifies a range of learning experiences. The plan closely aligns to the implementation of kaupapa mahi. Kaimahi have developed age appropriate planning and assessment practices to cater for all mokopuna learning. Mātai tamaiti assessment practices are informative and capture mokopuna learning across a range of te ao Māori contexts. Mokopuna profile books celebrate their learning and growth. Kaimahi use formal and informal methods to evaluate the learning programme. Mokopuna are the focus of planning and decision making.

Key Next Steps

Whānau have improved outcomes for mokopuna. All current kaimahi are in recent or ongoing training. Whānau members have been identified and encouraged to participate in training made available through the National Trust. Building whānau knowledge, capability and skills should ensure the future sustainability of the kōhanga reo and long-term benefits for the mokopuna.
