1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Whāia Te Mātauranga is located on the grounds of Sutton Park School in Māngere East. Most kaimahi are graduates from kōhanga reo and kura kaupapa Māori. The kaiwhakarite is experienced in the role and manages kōhanga reo systems and operations. 

3 Evaluation Focus

How well are mokopuna engaged and show they enjoy learning at kōhanga?

Mokopuna happily engage in a learning programme that caters to their needs and interests. 

4 Findings 

Mokopuna enjoy learning in a language rich environment that supports them to grow as speakers and leaders of te reo and tikanga Māori. Kaimahi are passionate about and communicate only in te reo Māori. They use effective strategies such as role modelling, questioning, prompting and praise to promote and grow mokopuna te reo Māori capabilities. Mokopuna engage enthusiastically as they express te reo Māori through karakia, mihimihi and a variety of waiata. They smile and dance as they sing alongside each other. The kōhanga reo environment is vibrant and promotes te reo and te ao Māori through a range of displays, art works and te reo Māori resources. Mokopuna are engaged and enthusiastic speakers of te reo Māori. 

Mokopuna are very familiar with and comfortable in kōhanga reo routines.Kaimahi have a range of experience and support all mokopuna to grow as leaders. They are committed to the kaupapa and focus on leading a positive learning programme for mokopuna. The morning routine provides opportunities for tuākana and tēina to lead aspects of the programme and most mokopuna respond to these opportunities with confidence. Mokopuna show ease in routines and know the daily timetable well. All mokopuna benefit from play based learning, as pēpi show knowledge of colours and shapes and tuākana show readiness to transition to kura. Mokopuna are confident learners.  

Planning is collaborative and is guided by Ngā Taumata Whakahirahira, significant kaupapa Māori events, whānau aspirations and mokopuna interests and needs. Kaupapa whānui and whāiti planning includes whāinga ako that links the planning with assessment activities. Assessments clearly demonstrate mokopuna progress against identified whāinga ako. This information is shared with whānau through kaiako reports and is accessible in mokopuna profiles. Kaimahi transition mokopuna into the next learning group, when they reach set whāinga ako. Mokopuna engage well in a learning programme that meets their needs.  

Whānau have systems and processes in place to support mokopuna outcomes. Whānau aspire for their mokopuna to learn in a te reo and te ao Māori environment. Whānau have included te reo Māori and Te Kōhanga Reo National Trust courses in their strategic priorities. Whānau are highly satisfied and express gratitude of being able to learn te reo Māori alongside their tamariki. The board chair and secretary are newly elected in the roles. Whānau hui are regular and they support the operations of the kōhanga reo.  Personnel files reflect safety checking of kaimahi and the kaiako matua has undertaken training in relation to the Child Protection Policy. Kaimahi performance appraisals are completed, and professional learning goals have been identified. Mokopuna are at the heart of whānau whakahaere practices. 

Key Next Steps

An action plan needs development. While whānau have identified their strategic goals and priorities, it is now time to formally develop an action plan to track goals and acknowledge progress made. Mokopuna benefit when whānau aspirations are realised.

Emergency drills need attention. It is important for whānau to ensure the health and safety of all mokopuna across a range of contexts including completing relevant and regular emergency evacuation drills and daily hazard checks. Mokopuna welfare is ensured when whānau address all areas of health and safety.

Programme evaluation needs documenting. Kaimahi reflect, discuss and make changes to the learning programme, however, these changes need documenting. The next step is to identify an approach to formally record this information, so improvements are recorded over time. Mokopuna learning is extended when kaimahi document their improvements to the learning programme.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements, they must: 

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis

  • ensure that all reasonable steps are taken to promote the good health and safety of children enrolled in the service; and take all reasonable precautions to prevent accidents and that the premises, facilities, and other equipment on those premises are kept in good repair, maintained regularly, used safely, and kept free from hazards.

ERO recommend that whānau work with Te Kōhanga Reo National Trust to address the matters identified in this report.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Whāia Te Mātauranga is located on the grounds of Sutton Park School in Māngere East. Most kaimahi are graduates from kōhanga reo and kura kaupapa Māori. The whānau has recently moved back into the kōhanga premises following renovations. They have developed a range of systems to manage the kōhanga reo operations. 

3 Evaluation Focus

To what extent do mokopuna enjoy learning in a safe and healthy environment? 

Mokopuna enjoy learning and benefit greatly from being in a safe and healthy environment.

4 Findings

Individual mokopuna learning needs are prioritised. Whānau and kaimahi ensure mokopuna have variety in the programme. Mokopuna are free to choose activities and explore their learning environment. Specific plans have been developed to guide learning for pēpi and tuākana. Te reo Māori flows naturally within the learning programme between adults and with mokopuna. Mokopuna appear to be engaged in purposeful learning.

Kaimahi consistently evaluate the programme to make informed changes and improvements for mokopuna learning. Kaimahi regularly monitor the progress of mokopuna. This information is shared with whānau in written form and in regular discussions in hui whānau. Kaimahi are actively involved in professional development with Purapura, Te Whakapakari and other external training programmes. Sound assessment and evaluation practices are contributing to positive learning outcomes for mokopuna.

Mokopuna are well supported by the active participation of whānau in the kōhanga reo. Whānau attend regular monthly hui to carry out their management responsibilities and contribute to decision making. This includes making decisions for upcoming trips, professional development, building maintenance and the learning programme. Whānau possess a range of skills and professional expertise which contributes to the successful management of the kōhanga reo. They have identified long-term priorities and whānau aspirations. Whānau active participation is supporting sustainable practices that positively support mokopuna wellbeing. 

The annual plan clearly outlines short-term goals and actions for implementation. It is regularly referred to and used to monitor the progress the kōhanga is making toward achieving the desired outcomes. Kaiako and kaimahi appraisal is in place and conducted by whānau. The whānau are committed to ongoing policy review. 

Mokopuna learn in a healthy and safe environment. Whānau and kaimahi have well-established health and safety practices in place. Regular checks of the environment are undertaken. Recording systems are accurate and thorough. Whānau are deliberate in their response to changes in legislation and policy updates. Mokopuna safety and care are paramount.

Key Next Step

Strengthen reporting to whānau by following up actions noted in previous minutes.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • with the support of the TKRNT, whānau continue to build their capacity and capability to maintain effective practices and systems for mokopuna learning and successful management of the kōhanga reo.

1 Context

Te Kōhanga Reo o Whāia Te Mātauranga is located on the grounds of Sutton Park School in Māngere East. Most of the kaimahi team are graduates from kōhanga reo and kura kaupapa Māori. The whānau have recently moved back into their premises following renovations. The whānau are facing some challenges in establishing effective systems to manage kōhanga reo operations.

2 The Evaluation Findings

How well do children show confidence as learners?

Children show they are confident learners through their work and play.

Ngā Taumata Whakahirahira

Children experience a calm, warm and loving environment. Kaimahi practice is based on tikanga Māori. They are gentle, affectionate and affirming towards the children. Cuddles are a common practice amongst kaimahi and children. Praise and encouragement affirm children’s efforts and successes. Children’s interactions with their friends result in fun and laughter. Older children have opportunities to lead different activities and make decisions related to kaupapa ako. They also show care and concern for the younger children and babies. Kaimahi have clear expectations of children’s behaviour. Children show care and trust in their relationships with others in the kōhanga reo.

Children learn in an environment where their identity as Māori is fostered. Kaimahi guide and enhance children’s sense of belonging in the kōhanga reo. Children’s pepeha are well displayed. Kaimahi use hand actions to prompt children as they share their pepeha with everyone. Older children can recite their pepeha with very little support. Children have opportunities to participate in pōhiri and whakatau. They observe tikanga and kawa in action as kaimahi and whānau carry out their roles and responsibilities as tangata whenua. Children demonstrate that they are familiar how to welcome manuhiri into the kōhanga reo. Children are developing an understanding of how, where and who they belong to.

Children are well supported to learn te reo Māori. Kaimahi use a range of strategies to build children’s vocabulary and confidence to speak te reo Māori. These strategies include singing, discussions, questioning, rotarota and repetition. Kaimahi provide good language models and display a passion for te reo Māori. Whānau members also help to model the use of te reo Māori where they can. Children participate eagerly in waiata and kapa haka. Older children confidently initiate conversations with others. Younger children use one-word responses and short phrases while babies communicate using facial expressions and body language. Children understand what is being said and asked. Children are developing as active speakers of te reo Māori.

Children enjoy being physically and mentally active. The whānau and kaimahi have established a stimulating, spacious, colourful environment with an extensive range of resources. Kaimahi are enthusiastic and energetic role models for the children. Children are able to follow their interests. They participate in activities that involve problem solving and trying out new things. Formal learning activities enable children to learn about shapes, colours and numbers. They enjoy singing and movement associated with waiata. Although the outdoor area was closed at the time of this review due to ongoing renovations, kaimahi ensured there was sufficient space indoors for children’s play and learning. Children are active learners.

Planning and Evaluation

Programme planning and assessment practices are in place. Kaimahi plan together. While there is one programme plan across the entire kōhanga reo, kaimahi implement the programme appropriate to the ages and learning needs of different groups of children. Plans are displayed to allow whānau to view what their children are learning. Profiles are the main form of assessment. There is a direct link between assessment entries and programme planning. Children’s learning and progress is well considered.

The management of kōhanga reo operations is developing. Whānau members are keen for processes to be put in place to ensure that all key tasks are managed in a timely manner. A new chairperson was recently elected. Recent delegation of key responsibilities ensures that the workload is shared. Personnel documentation is in place and appraisals have been completed. The whānau are working toward a more cohesive and efficient way to manage kōhanga reo business.

Key Next Steps

Whānau participation and attendance to kōhanga reo business requires strengthening. Whānau hui are not held regularly. Consequently, reporting and collective decision-making does not occur. It is important that whānau understand their roles and responsibilities in managing the operations of their kōhanga reo to support the sustainability and future development of the kōhanga reo.

Internal evaluation requires attention. The charter and specific health and safety policies and procedures require reviewing to align with the Children’s Act 2014. Police vetting is still to be carried out for all kaimahi. It is important to ensure documents and operations are consistent with current legislative requirements. A system for hazard checks has yet to be established. The health and safety of children cannot be assured.

An annual plan has not been developed and implemented. It is time for whānau to establish a system that will ensure key administration tasks are completed within a timely manner. This will provide clear directions for the reporting and maintenance of operations.

Programme evaluation needs further work. While kaimahi meet regularly, it is difficult to gauge how the quality of the programme is monitored. Support is required for kaimahi to increase their understanding and implementation of programme evaluation as part of regular professional practice. This will assist them to monitor how well the programme is meeting the needs of all children.

While strategic goals have identified priorities for the kōhanga reo, there is no action plan to guide whānau to achieve these priorities and monitor their progress. An action plan will provide more focus for the work that is required to achieve their strategic priorities.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • establish an ongoing process of self- review or internal evaluation to help maintain and improve the quality of practice for children

  • ensure all staff who have access to children are safety checked in accordance with the Children’s Act 2014

  • ensure equipment, premises and facilities are checked daily for hazards that may harm children

  • establish an annual plan to guide the operations of the kōhanga reo. [

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • seek support from Te Kōhanga Reo National Trust to address the key next steps and areas for compliance identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Whāia Te Mātauranga will be within two years.
