1 Context

Te Kōhanga Reo o Te Piri o Waimirirangi is based in Te Kao, Northland. They share facilities with Te Rūnanga nui o Te Aupouri. Whānau maintain strong connections with the marae and local kura. This supports future learning pathways for children. Kaumātua and kuia provide support in te reo and tikanga Māori.

2 The Evaluation Findings

How well do children experience whanaungatanga?

Children experience whānau, hapū and iwi values embraced by whanaungatanga

Ngā Taumata Whakahirahira

Children are embraced in whanaungatanga. Kaimahi provide an environment that promotes manaaki, tiaki and rangimārie. Kaimahi and children interactions are gentle and loving. Tuākana are considerate and caring with their teina. Kaimahi and whānau create opportunities for children to interact with kaumātua and kuia. Children’s efforts are praised often. Children are happy and settled in their kōhanga reo.

Children learn about their ancestral connections. Kaimahi provide experiences that strengthen children’s understanding of connections to people and places. Children participate in practices of pōhiri, whakatau and iwi-based events. They learn about whakapapa through karakia, mōteatea, attendance at marae activities and visits out in to the community. Older children confidently share their pepeha with each other. These experiences reinforce Children’s learning and their roles as tangata whenua. Children show a strong sense of belonging.

Children are immersed in te reo Māori. Whānau are competent speakers of te reo Māori. Kaimahi provide a range of strategies for children to actively engage with te reo Māori. Kaimahi use language prompts, repetition and questioning. The kuia models a level of fluency that supports children’s and kaimahi language development. Children are well supported to develop as speakers of te reo Māori.

Children experience traditional and contemporary settings. Kaimahi provide opportunities for children to explore their environment. Children make connections to learning through their play. The outdoor area enables children to play individually or work with and alongside their peers. The indoor learning space is colourful, vibrant and creative. Babies have their own learning space. Regular trips to the ngahere and moana supports children’s learning about atua Māori. Children are active explorers of their learning environments.

Planning and Evaluation

Whānau have in place processes for programme planning and assessment. Aspirations for children’s learning underpin planning. Kaimahi encourage whānau to contribute to the learning programme. Planning shows clear links to ngā taumata whakahirahira. Term plans identify kaupapa ako and activities to support learning. Children’s learning is displayed in individual profile books. Evidence gathered includes photos, learning stories and observations. These show clear connections to outcomes for children. Whānau are well informed of children’s progress. Children’s interests are catered for.

The whānau manage the kōhanga reo in the best interests of the children. The charter provides clear direction and guidance. Whānau strategic goals are documented. An annual plan guides whānau to meet the managerial and operational duties. Core health and safety policies are updated, and procedures are in place. Policies have a schedule to guarantee regular review. Employment documentation is in place. Kaimahi appraisals are complete. Children benefit from a well-managed kōhanga reo.

Key Next Steps

Programme evaluation needs strengthening. Whānau agree that there are aspects of evaluation that need improvement. It is timely for whānau to focus on identifying and documenting changes to improve positive outcomes for children. Children will benefit from programmes that enhances their learning.

Regular attention to evacuation drills is required. Currently, whānau do not practice earthquake evacuation drills. It is imperative these evacuation drills are carried out and documented to ensure the health and safety of children. Children’s health and safety will be safeguarded with the implementation of all evacuation drills.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • regularly plan for and practice earthquake evacuation drills to ensure the safety of children.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • continue to strengthen internal evaluation
  • plan for, implement and record earthquake evacuation drills.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Piri o Waimirirangi will be in three years.

Te Kōhanga Reo o Te Piri o Waimirirangi is situated next to the local marae in Te Kao, Northland. Children are becoming confident speakers of te reo Māori and demonstrate tikanga of Te Kao and Te Aupouri. The whānau has effective systems for the management and organisation of the kōhanga reo.

The next ERO review of Te Kōhanga Reo o Te Piri o Waimirirangiwill be in three years.

1 Context

Te Kōhanga Reo o Te Piri o Waimirirangi is situated next to the local marae in Te Kao, Northland. The marae is integral to children’s learning and along with the local kura, is an important feature of this small, remote community.  Most parents are graduates of the kōhanga reo. They are eager for their children to learn te reo Maori and who they are through the kaupapa of te kōhanga reo.

How effectively do children show they are confident in te reo me ngā tikanga Māori of Te Kao and Te Aupouri?

Children are becoming confident speakers of te reo Māori and demonstrate tikanga of Te Kao and Te Aupouri.

Ngā Taumata Whakahirahira

Children use te reo Māori with increased confidence and accuracy in the daily programme. They hear it spoken consistently by the older children and adults. Children participate in events at the marae where they are exposed to more formal aspects of te reo Māori. They also learn about the tikanga and kawa of their marae. Parents and children learn together throughout the daily programme. Children are well supported as developing speakers of te reo Māori.

Children are able to recite and recall their own whakapapa. Kaimahi and whānau encourage children to share their knowledge of whakapapa and tūrangawaewae. They use prompts, modelling and repetition to support the children to recite their mihimihi. Children show that they have a strong sense of belonging.

Children take increasing responsibility for their learning. Kaimahi plan for new learning in a well organised programme. The waiata sessions, the literacy and numeracy games are stimulating and positive experiences Children demonstrate respectful relationships with adults during these sessions. A positive feature of the programme is the way kaimahi respond to younger children’s learning. They offer very young children activities that recognises their learning needs. Older children have opportunities to choose learning independently or in groups. Children are confident learners.

Children are aware of the importance of the environment. The kōhanga reo environment reflects the range of kaupapa children are exposed to. Kaimahi place a particular focus on the moana, the bush, and the awa as important sources of kai. Children learn about te ao Māori and the world around them.

Planning and Evaluation

“Nā te iwi te mokopuna, Mā te iwi e whakatupu”

Kaimahi work well together to plan programmes, monitor individual children’s progress and regularly evaluate the quality of the learning programme. Parents receive useful information about their children’s learning. Planning is detailed and guides the implementation of kaupapa mahi. Kaimahi know their children well. Notes and photos on individual children’s progress and achievements are kept in profiles. Learning stories aligned to Ngā Taumata Whakahirahira highlight learning and support. Kaimahi use informal and formal methods to evaluate the learning programme including written comments and discussions at kaimahi hui. Children’s learning is well supported through thorough planning.

The whānau has effective systems for the management and organisation of the kōhanga reo. Whānau meetings are held regularly and discussions are well documented. Whānau encourage and support kaimahi to participate in training to ensure their practice is current and appropriate. Detailed job descriptions and a robust appraisal process enable kaimahi to cater to children’s learning needs. Children benefit from a well-managed kōhanga reo.

Key Next Steps

There are some areas of internal review that require further development. The whānau does not have a policy review schedule to ensure the review of policies is done in a timely way.

Whānau recognise the benefits in sharing their good practice in relation to assessment and evaluation with other kōhanga reo in the region and at purapura hui.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations to:

  • develop a policy review schedule
  • maintain and share good practice relating to assessment and evaluation with local purapura.
