1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Te Paatu is located in the settlement of Pāmapūria, near Kaitāia. It is situated alongside Te Marae o Te Paatū. Whānau aspire for their mokopuna to be nurtured in te reo Māori and tikanga Māori. 

3 Evaluation Focus

To what extent are mokopuna engaged in their learning?

Mokopuna participate minimally in their activities and show limited engagement.

4 Findings

Mokopuna experience tikanga Māori practices. Kaimahi support mokopuna to participate in whakatau. Kuia role model tikanga and kawa of the marae. Mokopuna are exposed to language models as they hear karanga and mihi ki te tangata. Kaimahi support mokopuna to speak te reo Māori through the use of prompts, repetition and instruction. Mokopuna are encouraged to share their pepehā with others. Pepi show their understanding through body language and facial expressions. Mokopuna learn with and alongside others. 

Kaimahi have implemented satisfactory processes for planning. The mahere ako includes year, term and weekly plans and identifies programme content with a focus on Atua Māori. Activities, resourcing and learning outcomes support programme implementation. Mokopuna learning is planned for. 

Key Next Steps

Whānau management of kōhanga reo operations is inadequate. Whānau are not clear about their roles and responsibilities. Those whānau members who met with ERO, identified that they were unaware of their responsibilities and only a small number of parents participate or contribute in any way to the kōhanga reo. Whānau hui are not held regularly and there are limited records kept. It is unclear that whānau are a part of shared decision making, or that they are provided with opportunities to contribute to the development of the kōhanga reo. There are no internal evaluation processes in place to monitor the quality of systems. 

The following areas require urgent attention:

  • Whānau whakahaere operations needs strengthening. The need for whānau to develop a solution that will adequately meet their responsibilities to the kōhanga reo 
  • Health and safety registers, policies and procedures need reviewing. Whānau and kaimahi do not fully understand how health and safety registers, policies and procedures influence what happens in kōhanga reo
  • Annual planning requires development. It is essential to establish an annual plan to ensure key administrative tasks are monitored and completed in a timely manner
  • An annual budget to guide financial revenue and expenditure for the year 
  • The appraisal system. In order to observe the Employment Relations Act 2000, whānau must develop and manage personnel matters in a correct manner. Kaimahi practice would be enhanced through ongoing appraisals
  • The learning programme is primarily adult directed. As a result, there were many instances of mokopuna not participating in learning that supports their diverse requirements, strengths, and interests
  • programme evaluation and mokopuna assessment. Mokopuna learning and progress is not documented, and programme evaluation needs to be developed and implemented. It is time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for mokopuna
  • The provision of Te Reo Māori. Whānau and kaimahi acknowledge that te reo Māori requires improving. English is predominantly used during the day. Consequently, mokopuna prefer to communicate in English
  • Kaimahi practice. There have been documented concerns about kaimahi, who have behaved inappropriately with mokopuna. These matters occurred recently. Whānau must ensure there is sufficient rigour around supervision, care, and monitoring to ensure mokopuna are safe
  • Adequate supervision of mokopuna. There are many entries in the current accident register indicating insufficient vigilance and supervision to ensure mokopuna are kept safe during learning
  • Strategic planning.  The strategic plan needs to define the aspirations of the current whānau. There is no way to be assured that whānau have opportunities to contribute to this
  • Awareness and understanding of the Children’s Act 2014. Whānau acknowledge that they can improve their understanding of this Act. ERO agree that further wānanga and training will enable them to recognise and understand their commitment in fulfilling the obligations of the Act and prioritising mokopuna safety and wellbeing.

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure there is a process to implement and monitor the progress of key aspects of the annual plan of operations

  • ensure there is an annual budget to guide financial expenditure

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

6 Recommendation

ERO recommends for whānau seek urgent support from the tari-ā-rohe to prioritise an action plan and ensure the quality of education and care is improved.

1 Context

Te Kōhanga Reo is located on Te Paatū Marae in Pāmapūria, near Kaitāia. Whānau share whakapapa connections to Te Paatū, Ngāti Kahu, Te Aupouri, Ngāti Kurī, Ngāi Takoto, and Te Rarawa. The kōhanga reo have been going through some challenging times which has impacted on the ability of whānau and kaimahi to maintain all areas of kōhanga reo operations.

2 The Evaluation Findings

To what extent do children show an understanding of who they are and where they are from?

Children are developing understanding of who they are and where they come from.

Ngā Taumata Whakahirahira

Children enjoy meaningful contact with others. Whānau model the values of aroha, manaaki and āwhina. Kaimahi show care and support for children, particularly in the way that they use positive praise to affirm children’s efforts and learning. Children are aware of manuhiri in their kōhanga reo, and are warm and welcoming towards others. They share resources and experiences with other children. Tuākana are active in their role. Children are happy and positive in their interactions at kōhanga reo.

Children learn in an environment that nurtures their identity and links to Te Paatū. Kaimahi take children to marae where they learn pepeha and tikanga of Te Paatū. Children share this learning at the kōhanga reo and with their whānau. Kaimahi organise trips to visit local landmarks, campsites, towns and other kōhanga reo in the Far North. Kaimahi support children to learn their pepeha and whakapapa. Children are developing knowledge and confidence in who they are.

Children are receptive to learning te reo Māori. Kaimahi use strategies including prompts, questioning and instructions to support children’s language learning. Older children understand what is being said in te reo Māori and respond appropriately to kaimahi. Babies mimic sounds and sentences. Children hear the local dialect of Muriwhenua. Children are early learners of te reo Māori.

Key Next Steps

Children’s learning needs and interests are not addressed. Planning is displayed on the walls of the kōhanga reo. Kaimahi create learning goals for the age group of children they work with, however learning routines are not consistently maintained. The daily learning programme is adult directed. Children are not provided with choices in their learning and play. The new whare has not yet been fully resourced. Kaimahi do not meet regularly to review the quality of the programme. Children’s engagement in learning is not extended or maintained well.

Te reo Māori is an area for development. Although the whānau aspire for children to speak te reo Māori, there are times when kaimahi, whānau and children speak English in the kōhanga reo. Consequently, children prefer to communicate in English.

Planning and Evaluation

Some aspects of whānau management have been implemented well. Whānau hui are held regularly and are well attended by members of the kōhanga reo whānau. Personnel documents are in place. Kaimahi have started the appraisal process. Contracts and job descriptions are current and up to date. Police vetting for kaimahi has been addressed. Accident and incident registers are in place. Children are at the heart of decision making.

Key Next Steps

Whānau continue to learn about their roles and responsibilities to support the management and operation of the kōhanga reo. Recent changes to legislation have not been included into their current policies and practice. Key health and safety policies and procedures are not in place including hazard checks, sleeping checks, and regular evacuation drills.

Internal evaluation needs attention. Key documents and requirements have not been reviewed, amended and endorsed by the whānau. A strategic plan has not been implemented by the whānau to work toward their long-term priorities for the future of their kōhanga reo. Financial management requires regular monitoring and reporting.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self-review to help maintain and improve the quality of practice for children

  • plan, implement, and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that the whānau seek support from Te Kōhanga Reo National Trust to address the concerns identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Paatū will be within two years.

Ngā Taumata Whakahirahira

Children are becoming more confident to speak te reo Māori. They hear and use te reo Māori in both formal and informal settings. Kaimahi use a range of strategies to focus children’s listening and responses in te reo Māori. At times, some of the older children speak spontaneously in te reo Māori as they go about their activities. Kuia and kaimahi are role models of te reo Māori. Children are well supported as emerging speakers of te reo Māori.

Children interact in an environment where positive interactions and relationships are key. Kaimahi and whānau promote values of respect, wellbeing and care. The kōhanga reo is one of many organisations involved in the Manawa Ora Korokoro Ora (Moko) programme. IMOKO works with web-tools to educate whānau to take care of health issues that their children face. Children initiate and take responsibility for their learning and use resources provided to problem solve and use their imagination. Children enjoy waiata and kori tinana with kaimahi and whānau.

Children are comfortable in te ao Māori settings. They are aware confident with tikanga associated with pōwhiri. Children learn about their marae and where they come from. They have access to the marae aatea to explore and play. Children are developing a sense of belonging.

Children benefit from purposeful planning. Their interests are considered in planning. Daily, week and term plans provide clear guidelines for programme delivery. Children enjoy rewarding learning experiences through well-planned learning programmes.

Children’s learning progress and development is supported by useful information for kaimahi and parents. Kaimahi have processes to assess children’s learning including observations. Children’s learning is monitored.

Internal review supports whānau to determine areas for improvement in the kōhanga reo. Policies and procedures provide clear guidelines for the health and safety of children. Whānau keep good transparent financial records. They have completed strategic and annual plans informed by Te Ara Tūāpae and Te Korowai. Strategic progress is reported, monitored and recorded. Children enjoy a learning environment where their whānau are actively engaged and focused on improvement.

Kaimahi do not evaluate the effectiveness of the learning programme. They informally discuss how the learning programme, and consider what needs to improve.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified the following areas of non-compliance:

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Whānau develop and implement processes to improve programme evaluation
  • Kaimahi to complete appraisals.

Conclusion

Te Kōhanga Reo o Te Paatū is in Pamapūria. Children understand whanaungatanga and have positive interactions and relationships. Children are growing in confidence to use te reo Māori. The marae has a positive impact on children’s learning. Children’s thinking skills are enhanced by well-planned learning programmes.
