1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Ākina Te Reo is in Tūrangi. The legacy of the founding kuia attracts many whānau back to the kōhanga reo. Connections to local marae, hapū and iwi are fostered by whānau, who promote the tikanga and hītori of Ngāti Tūwharetoa.

3 Evaluation Focus

To what extent are mokopuna supported to be active learners?

Mokopuna demonstrate an enthusiasm for learning.

4 Findings 

Mokopuna learn in an environment that nurtures their curiosity well. Mokopuna are cared for by kaiako who know them very well. They actively engage in their mahi and interact positively with kaimahi and peers. Mokopuna are happy and enjoy participating in various activities. Routines are well established. Mokopuna learn about their connections to Ngāti Tūwharetoa through waiata, haka and karakia. Mokopuna enjoy learning alone and alongside their peers when appropriate.

Kaimahi maintain a te reo Māori only, language environment. Language structures are modelled through repetition and mokopuna are encouraged to follow these. Mokopuna are confident to follow prompts from kaiako, who encourage, praise, and nurture their independence. They are provided opportunities to lead the learning programme which comes naturally to the older mokopuna. Mokopuna are developing as early speakers of te reo Māori.

The learning programmes are well planned, and clearly links to the goals and aspirations of the whānau. Planning includes year, term, monthly and weekly kaupapa with desired learning outcomes for mokopuna. Planning links to Te Whāriki ā Te Kōhanga Reo and Te Ara Tūāpae. The learning programme makes clear connections to the local natural environment and Ngāti Tūwharetoa. Mokopuna learning is at the centre of planning.

Whānau manage some aspects of the operations to the best of their ability. Regular hui are held to discuss issues related to kōhanga reo business. These hui are recorded and shared with whānau. The strategic plan, Te Ara Tūāpae includes the vision and aspirations whānau hold for mokopuna. Key priorities include growing te reo Māori and empowering mokopuna and whānau

Key Next Steps

Self-review has not yet been established. This has resulted in areas of operations that require improvements. These include the following: 

  • Kaimahi appraisal is not planned for or completed by whānau. There is a need for whānau to formalise the appraisal system to further support kaimahi in their roles. Whilst kaimahi have completed self-appraisal reflections, the process is incomplete.
  • An annual budget is yet to be completed. There is currently no budget to guide financial expenditure for the year. Mokopuna benefit when their future needs are considered.

Since the onsite review, whānau have addressed several of the key next steps. These include: 

  • the review of key health and safety policies and procedures. Whānau have reviewed several of the health and safety policies and procedures to ensure alignment with current legislative requirements.
  • extending assessments practices. Whānau have now reviewed their assessment practices to include a template that can be used to show mokopuna progress overtime.
  • documenting programme evaluation practices. Kaimahi have implemented a programme evaluation template that will support recording these conversations and the changes made to the learning programme.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection.
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures.
  • suitable staffing including appropriate qualifications, police vetting, ratios.
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

Actions for Compliance 

To meet compliance requirements, they must: 

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

  • ensure there is an annual budget to guide financial expenditure.

Our purpose

The Education Review Office (ERO) and Ngā Kura ā-Iwi are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Ngā Kura ā-Iwi education, Whaia nga ara painga kia angitu ai.

Background

Te Kōhanga o Ākina Te Reo is in Tūrangi, approximately one kilometre from Te Kura o Hīrangi. This Te Kōhanga Reo is licensed for 2-6 year old mokopuna. Te Kura o Hīrangi is the preferred option for graduates nonetheless the kōhanga has an excellent working relationship with the kura, making sure that their graduating mokopuna attend the kura one day per week approximately four months before they are to start kura.

It started from kōhanga reo, our whole Māori journey.

It was quite a breeze to go from taitamariki into taiohi and into wharekura.

That’s where the haka and music side of me started rolling and that’s kind of where I found out where I wanted to be, what I wanted to do.

It’s another home.

I love that kura, it’s with my whānau.

I feed the principles of this kura to these kids.

It was very Māori. Tikanga marae was embedded.

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Mana Reo including supporting children to speak te reo Māori

  • Programme planning, assessment and evaluation

  • Strategic planning

  • Self Review

  • and any issues identified since the previous review

2 Context

Te Kōhanga Reo o Ākina Te Reo is in Tūrangi. The whānau provide a learning programme for over 2 year olds only.

Since the last ERO report 2014 whānau and kaimahi worked towards addressing the issues identified in planning and evaluation.

3 Findings

Mana Reo

Background

The previous ERO report of 2014 identified that kaiako consider ways to build children’s confidence to use te reo Māori in the daily programme with others.

Areas of progress

Children hear and speak te reo Maori with others. Kaimahi actively engage in conversations with children to develop and extend the language. Formal and informal activities allow children to hear language for different situations. Kaimahi use games with children to have fun in learning te reo Māori. Questions, prompts and modelling promote children to speak and answer using te reo Māori. Kaimahi support children to lead karakia, himene and waiata. Whānau participate in language classes to support children’s development. Children are developing confidence use te reo Māori.

Planning and Evaluation

Background

The ERO report 2014 recommended whānau seek support to improve programme planning, programme evaluation, assessment practices and reporting children’s progress and development. In addition develop and implement practices to strengthen strategic planning and self-review.

Areas of progress

Kaimahi programme planning and programme evaluation have improved. Learning activities are developed and linked to Ngā Taumata Whakahirahira. Kaimahi provide children with activities to support and extend their learning. They regularly meet to discuss the quality and ways to improve the learning programme for children. Kaimahi record the changes to support improvement for children. Children experience positive learning outcomes.

Strategic planning is in place. Ngā Pou e Whā and Te Ara Tūāpae documents are used to guide whānau with their forward planning. Whānau have identified priorities for the kōhanga reo. Te reo Māori is a focus for the whānau. They regularly report at their hui about completed tasks and progress towards achieving whānau goals. Children’s learning, safety and wellbeing is a focus for whānau.

Key Next Steps

Assessment practices remains an area for development. Although kaimahi have collected samples of children’s work, created portfolios, and developed a checklist to assist their practices minimal progress has been achieved. Kaimahi need seek support to improve their assessment practices and monitoring children’s progress with learning. Children’s learning and development is not well monitored.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • Develop and implement assessment processes to monitor children’s progress with learning.

Conclusion

Te Kōhanga Reo o Ākina Te Reo is in Turangi. Kaimahi and whānau have made progress to develop children’s confidence to use te reo Māori. Steps to improve planning and evaluation are in place. However assessment practices remains an area for development to improve children’s learning.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Ākina Te Reo will be in three years.
