1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Pōmāria is located on the grounds of Pōmāria Primary School in Henderson, West Auckland. The whānau have recently appointed a new komiti and some members are in the process of learning their roles and responsibilities. Kaimahi undertake tasks and responsibilities that were previously managed by the kaiako matua.

3 Evaluation Focus

How well do mokopuna demonstrate confidence in using te reo Māori, while showing respect for the language and tikanga in their interactions with others?

Mokopuna are building their confidence in te reo Māori and show a respect of tikanga and for others.

4 Findings

Mokopuna are provided rich learning experiences that foster their confidence in te reo Māori and tikanga Māori, enabling them to grow as leaders and learners. They actively engage in activities that allow them to demonstrate their language skills. Tuākana confidently express their ideas and pēpi show understanding through mimicking and actions. Kaimahi model and encourage te reo Māori, guiding mokopuna through prompts and meaningful conversations. Wā whāriki provides opportunities for mokopuna to internalise the significance of cultural practices as they lead karakia, mihimihi, waiata and pao. Their expression through poi, pākura and haka demonstrates their abilities as they explore rhythm, beat and movement with pride and creativity.

The learning environment encourages participation in routines that uphold tikanga, promoting a sense of responsibility and whanaungatanga. Collaborative activities and play fosters mahi tahi, while vibrant wall displays celebrate and share mokopuna learning and reflects their connections to kaupapa ako. Positive relationships with others strengthens their sense of belonging and confidence, affirming their growing understanding of te ao Māori and their role within it. Mokopuna show respect for te reo Māori and tikanga Māori as they engage in learning alongside others.

Experienced kaimahi guide planning and assessment processes for mokopuna. Whānau are encouraged to contribute to planning with regular communication reinforcing a strong partnership. The alignment with Te Whāriki a te Kōhanga Reo and the domains of Ruaumoko show a thoughtful approach to linking cultural knowledge with mokopuna development. Planning prioritises te reo Māori and tikanga Māori, setting clear learning objectives and focusing on activities and experiences that align to atua Māori. Assessment practices in mātai tamaiti capture mokopuna progress and growth across their learning and their physical and social development. Regular work samples and feedback are linked to planning, celebrating mokopuna learning journeys. Kaimahi are committed to nurturing mokopuna as future leaders, empowering them to lead with mana and embody the concept of ‘rangatira o te rā’. Mokopuna independence is enhanced through purposeful planning and assessment practices.

Whānau whakahaere consists of both long serving and new members who collaborate in decision making, engage in the life of the kōhanga reo and support kaimahi. This collaborative approach is centred around the aspirations of whānau to support the growth and development of mokopuna in te reo Māori and tikanga Māori. Monthly hui whānau ensure focused discussions and detailed reporting on key areas such as management, administration, health and safety, financials and mokopuna learning.  Health and safety is further prioritised through comprehensive risk management systems including haerenga, daily registers and emergency evacuation, however, there are still policies and procedures that require attention. The annual plan outlines key administrative tasks and timelines, promoting smooth operations. Personnel management is thorough, with due dates carefully tracked, safety checks in place and regular appraisals aligned to professional learning. Mokopuna identity and wellbeing is prioritised through collaborative whānau whakahaere practices.

Key Next Steps

Programme evaluation requires attention. Kaimahi are not yet familiar with the evaluation process. While kaimahi meet regularly, hui minutes do not consistently capture reflections on what went well, challenges, or opportunities for improvement. Mokopuna benefit when programmes are improvement focused.

Strategic planning requires reviewing. Most whānau were not involved in the development of the strategic plan and consequently many are unfamiliar with its content or how progress is being monitored. Planned goals and aspirations and an action plan need updating. Mokopuna are advantaged when the future of the kōhanga reo is sustainable and certain.

Tūtohinga needs to be reviewed. While whānau have reviewed some policies and procedures there is still a large amount of documentation and polices that haven’t been reviewed. More work is needed to eliminate unnecessary policies or consolidate similar ones to streamline the process. Mokopuna health hand safety is vital.

Further work is required to meet all obligations set out in Children's Act 2014. Kaimahi possess a solid understanding of child protection within the kōhanga reo context, however they have yet to undertake formal training in this area. Mokopuna wellbeing and safety may be compromised.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommend that whānau work with Te Tari-a-Rohe to put in place a plan to address the areas of concern in this report.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

“Ko te reo he taonga, ko te mokopuna he tino taonga”

Te Kōhanga Reo o Pōmāria is on the grounds of Pōmāria Primary School in Henderson, West Auckland. The whānau have been focusing on the use of internal evaluation to improve and manage the kōhanga reo operations.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna demonstrate aroha and whanaungatanga in their relationships with others.

4 Findings

Mokopuna learn how to interact positively and develop relationships with others. They are encouraged to be mindful of each other. Older mokopuna understand their role as tuākana. Kaimahi are warm, welcoming and are nurturing. They show aroha and care for mokopuna and encourage them to openly express themselves. Mokopuna are happy in their interactions with others. Mokopuna are provided a happy, supportive learning environment. They show they have a place in the kōhanga reo. They laugh and play with others. Kaimahi respond to their needs. Mokopuna feel safe and secure in their learning.

Programme planning, assessment and evaluation supports mokopuna learning and development. Planning provides clear direction for kaimahi implementation of the learning programme. They use a range of ways to record mokopuna progress and learning. As a group, kaimahi evaluate the programme weekly and make decisions for improvement to mokopuna learning. Mokopuna learning is a priority.

Whānau actively manage the kōhanga reo in the best interests of their mokopuna. Internal evaluation processes are in place. There is a cycle for policy review. The Tūtohinga provides a clear guideline for kōhanga direction and administration. Whānau use Te Ara Tūāpae to inform strategic planning. The annual plan identifies the key areas of operation required to support effective administration of kōhanga systems. Information is recorded and accessible. Whānau are reported to at the monthly whānau hui. Health and safety policies and procedures are in place. Personnel management and appraisal processes are in place. There is an ongoing focus on professional development for improving professional practice. Mokopuna learning and wellbeing are the focus of whānau activity. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau continue to review internal evaluation to effectively improve the management and operations of systems and practice,

3 Te Whakataunga a te Kōhanga Reo ki ngā Wāhanga Tautukunga

  • ngā whakaritenga, tikanga hōneatanga e pā ana ki te ahi me te rū whenua.

2 The Review Findings

Children demonstrate their understanding of whanaungatanga well through positive interactions and relationships.

Ngā Taumata Whakahirahira

Children learn in a rich te reo Maori environment. They hear and use te reo Māori in both formal and informal contexts. Kaimahi model correct language use to support children’s capability in te reo Māori. They use waiata and waiata-ā-ringa to extend and enrich children’s language development. Kaimahi often read to and share stories with children. Children are beginning speakers of te reo Māori.

Children are confident in their learning environment. Kaimahi and whānau encourage children to spend time in productive play based activities. Kaimahi empower children to initiate and take responsibility for their learning. Children enjoy participating in kori tinana and playing outdoors. Children are well supported as learners at kōhanga reo.

Children are aware of their natural and physical environment. They enjoy exploring their adventure playground when playing on their papa takaro. Children learn about living things especially kai Māori. They have a maara kai that enables them to link the whenua as a food source. Kaimahi encourage children to know healthy habits and nutrition. Children are developing their knowledge of the natural and physical worlds around them.

Children are immersed in a nurturing environment where values of respect, wellbeing and care are promoted. They know and experience koa, parekareka, atawhai, manaaki and wairua aroha. Children experience leadership opportunities throughout the daily learning programme. Children learn about their connections and relationships to others. They learn about their whakapapa links through waiata and pepehā. Children are developing a sense of belonging.

Key Next Steps

Kaimahi do not evaluate the effectiveness of children’s te reo Māori development. The kuia and kaimahi acknowledge the need to work with whānau to develop, plan and implement language learning opportunities to stimulate, extend and enrich children’s language development.

Planning and Evaluation

Children benefit from well-planned learning activities. Whānau are involved in planning. Plans are effective, well developed and useful for guiding kaimahi practice. Babies have opportunities to follow their own interests. Children enjoy rewarding learning experiences.

Information about children’s progress and development is kept in their individual profiles. Kaimahi observe children at play to support their assessment judgements. Information shows children’s progress and development in te reo Māori and kaupapa learning. Parents are able to view this information and talk with kaimahi about their children’s progress. Children’s learning is well monitored.

Internal evaluation is developing well. There is regular reporting about kōhanga reo finances and health and safety matters. Policies and procedures are regularly reviewed. Whānau have completed a strategic plan that is informed by Te Ara Tūāpae and Te Korowai. The guiding principles reflected in the charter provides the focus for whānau decision making. Children are at the heart of management decisions.

Personnel management is well established and documented. Kaimahi have completed their appraisals. They have an annual plan that tracks their ongoing training. Children benefit from whānau who are responsible employers.

Key Next Steps

Kaimahi do not evaluate the effectiveness of the learning programme. Whilst kaimahi informally discuss learning programmes to improve delivery, they do not record decisions to bring about change. Children’s learning can lead to better outcomes by improving kaimahi evaluation practices.

Whānau do not have an annual plan to guide and monitor performance and outcomes against their strategic priorities.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations to:

  • develop, plan and implement language learning opportunities for children
  • regularly report to parents about children’s learning and progress
  • develop and implement processes to improve programme evaluation.
  • whānau formalise an annual plan to monitor outcomes against their strategic priorities.
