1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Ki Tāmaki Rāwhiti is in Otara, Auckland. It is situated alongside East Tamaki School. The kōhanga reo went into recess for a short period and reopened in 2018. Whānau aspire for mokopuna to be fluent speakers of te reo Māori

3 Evaluation Focus

To what extent do mokopuna show their understanding of whanaungatanga?

Mokopuna demonstrate an understanding of whanaungatanga through their interactions with adults and their peers. 

4 Findings 

Mokopuna participate in a range of meaningful learning experiences. Kuia and kaimahi actively nurture interactions between adults and mokopuna by modelling aroha, manaaki and respect. These values underpin the essence of whanaungatanga. Mokopuna participate in formalities such as pōwhiri of visitors to their kōhanga reo. This heightens their understanding of ngā tikanga and kawa of their whare kōhanga reo. Kaimahi actively promote the use of te reo Māori through strategies such as waiata, rotarota, pao, prompts and repetition. Tuākana are encouraged to communicate using simple kupu, while pēpi express themselves through smiles and laughter. Kaimahi consistently acknowledge mokopuna efforts and achievements.

The learning programme frequently provides mokopuna with opportunities to engage and connect with their peers through exploration and play. The learning spaces are well organised to support both group and individual learning. Access to outdoor areas encourages mokopuna to interact with care and respect with the natural resources. Mokopuna appear settled and enjoy learning in the company of others.

Kaimahi work together as they plan the learning programme. Planning is detailed and makes links to Te Whāriki ā Te Kōhanga Reo. The mahere ako identifies desired learning outcomes, programme content, strategies and resourcing to support implementation. Mokopuna benefit from a learning programme that is responsive to their needs. 

Key Next Steps

The lack of internal evaluation or self-review processes has resulted in several key areas of kōhanga reo operations requiring immediate action.

Whānau participation and management of operations is minimal. While there are opportunities for whānau to contribute to management matters, they are yet to meet their responsibilities to regularly attend whānau hui. Mokopuna would benefit from regular whānau participation in decision making.

Health and safety policies and procedures have not been ratified. Whānau and kaimahi do not fully understand how this influences the health and safety of mokopuna. Mokopuna health and wellbeing is potentially compromised. 

Implementation of the annual plan has not yet happened. It is difficult to gauge how the administration of key aspects of operations are being implemented and monitored. It is important that whānau establish an annual plan to ensure key administration tasks are completed in a timely manner.

There is no annual budget to prioritise financial monitoring of funds. An annual budget setting out the service’s estimated revenue and expenses for the year to guide financial expenditure has not been developed. Mokopuna benefit when their needs are met through focused planning and resourcing. 

There is currently no kaimahi appraisal system in place. To observe the Employment Relations Act 2000, whānau must develop and manage personnel matters accordingly. Kaimahi practice is enhanced through ongoing appraisals.

Assessment and programme evaluation practices require strengthening. While kaimahi use kōnae mokopuna and mātai tamaiti, it is difficult to gage mokopuna learning and progress over time. Kaimahi meet weekly to discuss the learning programme, however, it is now time to formalise this practise. Mokopuna benefit from focused assessment and programme evaluation practises.

Whānau must ensure heavy furniture, fixtures, and equipment that could fall or topple and cause serious injury or damage are secured. Mokopuna safety is paramount. 

While the strategic plan identifies what the priorities are for the future development of the kōhanga reo, there is no action plan to ensure the outcomes are monitored and reported. Mokopuna benefit when their future needs are considered.

Implementation of the Children’s Act 2014 in relation to Mokopuna Protection requires immediate attention. Whānau have a Child Protection Policy in place, however, they acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. The whānau and kaimahi intend to engage in further wananga and training to better understand their commitment in fulfilling the obligations of the Act. ERO agrees with this and acknowledges the emphasis on prioritising mokopuna safety and wellbeing.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements, they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

6 Recommendation

ERO recommends that whānau work alongside the district tari for support to develop an action plan to address the concerns outlined in this report.

1    Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2    Context

Te Kōhanga Reo ki Tāmaki Rāwhiti is located next to East Tāmaki School in Otara, Auckland. 

 Since the last ERO review, the impact of COVID-19 and the merger with another kōhanga reo has changed the development focus for whānau. The new priorities are the successful integration of new whānau into the kōhanga and developing a shared vision for the future. 

3    Evaluation Focus

To what extent is mokopuna learning supported by sound whānau management processes?

Mokopuna learning is supported by whānau who are committed to providing positive learning experiences for their tamariki.

4    Findings

Mokopuna needs are central to whānau management. Whānau provide a programme that reflects the philosophy of Te Whāriki. The individual skills and talents of mokopuna are well supported and encouraged by kaimahi. They use waiata and mahi-ā-ringa to help build mokopuna understanding and use of te reo Māori. Mokopuna are developing in their confidence to use te reo Māori with each other and kaimahi

Detailed planning by the new kaimahi team is in place. This includes the shared development of planning and assessment processes. They understand and implement programme evaluation well. This is impacting positively on mokopuna by improving their opportunities for learning. Mokopuna are fully engaged and happy in the learning programme.

The current and future needs of mokopuna are planned for and well managed. Whānau participation and engagement post-COVID is growing. Whānau are encouraged to contribute their ideas. Whānau whakahaere systems are purposeful. The documentation is detailed and informative. Whānau are focused on their current goals for improving practice and the future of the kōhanga reo. Performance appraisal for kaimahi is well supported. This includes whānau contribution and involvement. Kaimahi are encouraged to attend Purapura hui to support their professional development. Mokopuna needs are met by the whānau.

Mokopuna health and safety are well managed. Policies are regularly reviewed and updated. Health and safety requirements are met by the whānau and on display. Mokopuna learn in a healthy and safe environment.

Key Next Steps

It is important that the whānau establish a strategic plan and action plan to support the future direction of the kohanga reo. Increasing whānau participation and te reo Māori development are clear priorities for the whānau.

5    Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6    Recommendation

ERO and the kōhanga reo whānau agree that whānau develop a strategic plan to support the future development of the kohanga reo.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation – including administration systems, internal evaluation, children’s assessment and programme evaluation, strategic planning, and personnel matters

  • and other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o Ki Tāmaki Rāwhiti is located next to East Tāmaki School in Ōtara, Auckland. In 2018, the kōhanga reo re-emerged after a six-month recess with new whānau and a new kaiako. Although the current number of children at the kōhanga reo is low, there is a waiting list of eight children who will begin in the very near future.

3 Findings

Planning and Evaluation

The whānau has continued to address areas of concern outlined in the previous ERO report. Processes to gather children’s assessments are in place. Kaimahi use portfolios that collate samples of children’s work. The samples of work are aligned to the programme planning, and progression reports identify what children are learning. Children are comfortable in their kōhanga reo environment.

Personnel management is improving. The kōhanga reo currently employ one kaimahi. All relevant employment documentation is in place. The appraisal of the kaimahi has been initiated and relevant professional support will be sought to support kaiako in her role.

Key Next Steps

There are key areas of kōhanga reo operations that whānau and kaimahi continue to address.

Internal review requires immediate action. The whānau understand that robust internal review processes will assist them to strengthen the overall management of the kōhanga reo. The establishment of an efficient administration system remains a priority. Key aspects of operations and timelines are not well monitored and met.

While the whānau have aspirations for the future of the kōhanga reo, they have not yet developed a strategic plan that will support them to work towards and achieve their long-term priorities. The whānau would also benefit from reviewing their charter against Ngā Pou e Whā and Te Whāriki a Te Kōhanga Reo.

Policies and procedures require attention, in particular ensuring key policies align to the Vulnerable Children’s Act 2014. It is important that whānau access external support to understand the relevance and purpose of the Act to assist them in the update of the policies.

Programme evaluation remains an area for development. Support is required for kaimahi to increase their understanding and ability to implement meaningful programme evaluation. The learning programme is not well monitored for its effectiveness and ongoing improvement.

4 Areas of non-compliance

Overview

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • establish an ongoing process of internal evaluation to help maintain and improve the quality of practice for children

  • ensure kaimahi evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

  • review and update policies and procedures to ensure that appropriate child protection and behaviour management strategies align to the Vulnerable Children’s Act 2014 are met and maintained for the emotional and physical wellbeing of all children.

5 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • That kōhanga reo whānau work with the purapura and the kaimahi from the local Te Kōhanga Reo National Trust office to address the concerns identified in this ERO report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo ki Tāmaki Rāwhiti will be within one year.
