1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
Tū ki uta, Tū ki tai, Tū ki te Ao Māori
Te Kura Kaupapa Māori o Tūtūtarakihi is situated in Oturu, on the outskirts of Kaitaia. The kura caters for students in Years 1 - 8 and provides kaupapa Māori education aligned to the principles of Te Aho Matua. Kura taiao, the maramataka Māori, te reo Māori and pūkenga toiora are the fundamental elements of the marau ā-kura. At the time of this review kura leaders were preparing an application to establish a Wharekura. Their long-term vision is to provide a unique curriculum and environment for all age groups, beyond kura to whare wānanga.
3 Evaluation Focus
How well do students show confidence as thinkers, listeners and speakers of te reo o Tūtūtarakihi?
Confident and thoughtful students listen attentively, question and communicate in te reo o Tūtūtarakihi.
4 Findings
Students are settled in an environment that reflects their tikanga practices and values. Kaiako combine their knowledge of students, learning, tikanga and Te Aho Matua to provide a responsive learning environment. Whānau are conscious of having mauri, wairua, and manaaki reflected throughout the kura. Students manaaki manuhiri, whānau, hapū and iwi with pride. Good use is made of community skills and knowledge to enhance the learning programme. Engaged students participate in a range of experiences that promote their individual uniqueness. Students and whānau show a strong sense of belonging and connection to the kura and its unique kaupapa. Students develop practical skills for being a provider, caring for others and to be kaitiaki of the environment. Students confidently participate in activities that reflect tikanga practices and values and te reo o te kainga.
Students are provided with multiple opportunities to develop understanding, confidence and use of te reo o Tūtūtarakihi. The extensive range of opportunities available, build students’ vocabulary and sentence structures, and extend language development in both formal and informal contexts. Whānau are building their capability to understand and use te reo Māori by attending classes at the kura. Kaiako are proficient role models of te reo o Ngāti Kahu and kura expectations. Students are motivated to extend their language proficiency in their own dialect. Furthermore, they are well versed in karakia and waiata that connect them to Te Hiku o Te Ika, the taiao and their kura. Students naturally and confidently communicate in te reo o te kainga.
Whakapapa and whanaungatanga connections are strong. Whānau create opportunities for relationships to flourish. Students interact well with others in the kura, at the marae and in the wider community. They articulate their connections and relationships to one and other well. Whānau deliberately, effectively and appropriately transfer the political history and struggles of iwi in Northland. The kura whānau are highly visible at local and regional events, celebrations and protests. Sustainable practices and actions are normalised for students. They then share these teachings and influence their whānau. The kura is well known at marae, to environmental groups and to other kura within their rohe. Students demonstrate understanding of tikanga, kawa and te reo of their rohe through their actions.
Students develop a sound understanding of Māori contemporary and traditional views and the associated language for these contexts. Whānau model embracing other indigenous cultures and languages into the kura and the marau ā-kura. The taiao is at the forefront of the marau ā-kura and learning tikanga within environments such as the moana and ngahere are purposeful. Students articulate their unique connections and relationships to the taiao through Atua Māori and focused kaupapa. Additionally, they learn from kuia and kaumatua on the marae. Students are firmly grounded in who they are as Māori and have a growing understanding of what this means globally.
Student confidence and language development is extended through learning outside of the classroom. They are highly visible and active in the surrounding natural environment. They learn and experience the skills and knowledge of self-sustainable practices and values and are supported to build capability as food gatherers from the sea, land and bush. Kaiako skilfully reinforce their expectations of students through discussion and questioning. Deliberate acts of teaching are evident in developing students as competent speakers of te reo Māori and as kaitiaki of the taiao. Adherence to the maramataka and responsive teaching supports student’s individual needs. Ngā Hua o Te Ako is utilised to share student learning with whānau. Students confidently communicate their teachings and learning with others.
Leadership and Management
Leaders demonstrate commitment to achieving whānau aspirations. They provide clear guidance for curriculum and pedagogy development and show tenacity and determination to progress the long-term vision for the kura. Leaders and whānau have an extensive network of expertise and experience in mātauranga Māori they work collaboratively with. As raukura of a Te Aho Matua education leaders have high expectations for providing quality education and outcomes for students. Students are developing leadership qualities in te reo and tikanga of Ngāti Kahu.
Whānau Whakahaere
Whānau whakahaere promote the revitalisation of te reo o te kainga. The establishment board of trustees are supporting the aspirations of whānau to be realised. Authentic learning experiences provide opportunities for whānau to grow their capability in te reo Māori alongside their tamariki. Whānau whakahaere are progressing well toward achieving planned improvements in their development plan. A system is in place for tumuaki performance management and consideration has been given to how to best to implement the process. Student attendance and wellbeing is well managed. Health and safety are prioritised, especially to keep students safe in the outdoors. Students are flourishing in their unique language and tikanga environment.
Key Next Steps
Consolidating and embedding the good practices currently occurring is a next step development. Whānau whakahaere, with support of Te Rūnangi Nui, continue to work toward achieving the well-articulated goals for the kura, students and their whānau. Plans are in place to continually build the capability of staff and whānau to realise these goals. Preparation is underway for the establishment of the Wharekura. ERO supports this direction so whānau aspirations for their tamariki to complete their education and te reo journey at TKKM o Tūtūtarakihi comes to fruition.
5 Whānau Assurance on Legal Requirement
Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the review, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
6 Recommendation
ERO recommend whānau continue to progress the establishment of wharekura provision for students.
