1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress, and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Whatawhata is in the rural community of Whatawhata. The kōhanga reo is located beside Te Marae o Te Papa o Rotu. The history and legacies of Ngāti Māhanga values including Kīngitanga, Waikato-Tainui dialect, tikanga and kawa of the marae are central to mokopuna learning.

3 Evaluation Focus

How well do mokopuna convey their understanding as uri o Ngāti Māhanga?

Mokopuna engage in learning experiences that reflect the beliefs and values of Ngāti Māhanga fostering a culturally rich learning environment.

4 Findings 

Mokopuna participate in a programme where their identity is fostered. Whānau model passion and pride in their whakapapa connections of Ngāti Māhanga. Mokopuna are provided with regular opportunities to participate as tangata whenua during pōwhiri and other marae events. They learn a range of local waiata and mōteatea specific to Ngāti Māhanga. Rūruhi and koroheke provide guidance, leadership, and model tikanga and kawa. Mokopuna learn about their connections to the Kīngitanga movement through traditional karakia, waiata and iwi kōrero tuku iho. The daily routine offers regular opportunities for mokopuna to lead and participate in karakia, mihimihi, and pepeha. These opportunities foster mokopuna active participation in meaningful learning. Kaimahi are deliberate in their use of te reo ōkawa, whakataukī, kīwaha and pao. The tikanga of whanaungatanga and aroha underpin all interactions. Kaimahi support mokopuna to have meaningful contact with others and are active as tuakana and teina. They encourage mokopuna to follow their personal preferences and participate in a range of learning and play activities. Mokopuna express their individuality and love to lead waiata, haka, whakatau wairua and kori tinana. Kaimahi consistently praise mokopuna for their efforts and achievements. Mokopuna are learning about their connections as descendants of Ngāti Māhanga

Kaimahi have clear processes for planning the learning programme. Planning is intentional, structured and assists kaimahi and whānau to maintain the knowledge and traditions of Ngāti Māhanga, Waikato tikanga and Te Kīngitanga. The mahere ako encompasses year, term, monthly and weekly phases incorporating kaupapa whānui, kaupapa whāiti and desired learning outcomes for mokopuna. Mokopuna progress and development are captured in kōnae mokopuna that contain useful information about their individual learning journeys. Mokopuna benefit from the implementation of collaborative kaimahi practices.

Whānau have efficient systems in place to manage the kōhanga reo operations. The tūtohinga defines processes and sets out a planned approach and direction for whānau. Komiti whakahaere meet regularly to discuss matters of operations. These are documented and shared with whānau. Health, safety and personnel policies and procedures reflect legislative requirements. Kaimahi undertake regular emergency drills, these are well documented and kept on file. The strategic plan includes the vision and aspirations whānau hold for mokopuna. Key priorities include growing te reo Māori and increasing whānau participation. An action plan identifies actions and delegates responsibility to support the progress of goals and priorities. An annual plan ensures administrative tasks are completed in a timely manner. Personnel matters are managed appropriately. Kaimahi employment documentation includes employment contracts, verified kaimahi safety checks and position descriptions. Appraisal information focuses on performance, growth and improved practice. Whānau manage operations in the best interest of the mokopuna

Key Next Steps

Whānau participation requires attention. Whilst there are opportunities for whānau to contribute to management matters, they are yet to meet their responsibilities to attend whānau hui. There are a range of reasons for this including full time working whānau. The need has arisen for whānau to develop a solution that will adequately meet their responsibilities to the kōhanga reo. Mokopuna would benefit from collaborative whānau decision making.

Whānau understanding of the Children’s Act 2014 is limited. While there is a policy for Child Protection in place, a more in depth understanding of the procedures is needed. ERO agree that whānau and kaimahi engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritising mokopuna safety and wellbeing.

Programme evaluation requires strengthening. It is important that kaimahi take a planned approach to evaluation to raise the quality of the learning programme. Kaimahi are aware of how evaluation informs planning and assessment.

Whānau shared that they are exploring the potential to relocate the kōhanga reo. The initiative aims to create an environment that assists all mokopuna to thrive as they engage in learning. ERO supports this as a key next step and encourage whānau to work in collaboration with the district tari for support in this venture.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and peocedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo.

ERO recommends that whānau work alongside the district office for support with the issues identified in the key next steps.

1 Context

Te Kōhanga Reo o Whatawhata is in the rural community of Whatawhata. The kōhanga reo is based on Te Papa o Rotu Marae. The history and legacies of Te Papa o Rotu Marae play a significant part in what children learn at kōhanga reo. Ngāti Mahangatanga is inclusive of Kīngitanga Waikato-Tainui dialect, tikanga and kawa of the marae and central to children’s learning.

2 The Evaluation Findings

How well do children show that they know who they are and where they are from?

Children can talk about who they are and where they are from with confidence.

Ngā Taumata Whakahirahira

Children are learning who they are as descendants of Ngāti Mahanga. The marae of Te Papa o Rotu plays a major role in children’s learning. Kaimahi provide children with opportunities to learn about the tikanga and kawa of their marae. Children are encouraged to participate in a range of activities on the marae including pōwhiri, tangihanga, Poukai, as well as Koroneihana and any other significant events in Waikato- Tainui. They are supported to learn and develop their understanding about roles and responsibilities as tangata whenua. Waikato- Tainui and Kingitanga traditions are integrated into children’s learning programmes. Children have a strong sense of belonging.

Children enjoy supportive relationships. The majority of whānau have close whakapapa links. Kaimahi praise and acknowledge children for their successes. Children experience humour,laughter and fun in the daily programme. Kaimahi model awhi, tautoko and aroha when they interact with children to foster meaningful relationships. Children interact positively with others.

Children learn te reo Māori in an immersion environment. They are exposed to language specific to their hapū and iwi. Kaimahi provide a range of activities that promote communication in te reo Māori through mihi whakatau, karakia Pai Mārire, and hīmene. They use questions, prompts, role modelling and hand signs to support children’s language development. The Kaiako constantly engage the older children in conversations that are meaningful to them. Tuakana eagerly respond to kaiako in te reo Māori. Children are developing confidence in te reo Māori.

Planning and Evaluation

Programme planning is purposeful. Term plans align to kaupapa ako. Weekly and daily plans provide detail to guide kaimahi to deliver the learning programme. Goals for children’s learning are set. Local and regional iwi events including Poukai and Koroneihana are prioritised in planning. Methods of assessing children’s learning and progress include profiles and progression reporting to track children’s learning and development. This information is shared with whānau. Children learning needs are considered.

The whānau manage the kōhanga reo in the best interests of the children. The charter provides clear directions to manage the operations of the kōhanga reo. Core health and safety policies and procedures are in place. Policies are reviewed regularly. Children’s well-being is paramount.

The whānau show they are responsible employers. Personnel documentation is current. Job descriptions, employment contracts, police vetting and appraisals are in place. Appraisal outcomes lead to appropriate professional development. Children benefit when kaimahi are clear of their roles and responsibilities.

Internal evaluation is adequate. There is regular reporting to whānau hui on all aspects of kōhanga reo operations. This reporting focuses on improvement. Changes are made according to needs and opportunities that arise. The whānau is highly aware of the need to ensure the management of the kōhanga reo is sustainable.

Key Next Steps

Kaimahi do not have an effective process to evaluate their learning programme. While kaimahi regularly reflect on the learning programme through informal discussions, key points are not always recorded to make improvements. There is very little information to show areas for improvement in the quality of the programme. Children’s learning outcomes can be improved by strengthening programme evaluation.

3 Whānau Management Assurance on Compliance Areas

During the evaluate, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Kaimahi use programme evaluation to improve the quality of learning and delivery for children. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Whatawhata will be in three years.

1 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Whatawhata is in Whatawhata. It is based at Te Papa ō Rotu Marae. The kōhanga reo whānau transports some children from Hamilton. Marae trustees support the kōhanga reo. The marae is integral to children’s learning. Whānau want their children to learn about Ngāti Mahanga and te reo o Tainui.

The kōhanga reo whānau chose Mana Whenua as the focus for this review. They were particularly interested in:

‘How well do children show confidence and knowledge in te ao Māori?’

Children show passion and pride as confident learners and participants in te ao Māori.

Children have meaningful and stimulating learning experiences. Kaimahi and whānau plan and provide a wide range of cultural activities that cater well for children’s needs and interests. Tuakana are independent. They have good knowledge of waiata, karakia and tikanga Māori. Infants and toddlers enjoy spending time with the whānau.

Children hear te reo Māori and observe tīkanga in authentic contexts. They are comfortable in te ao Māori environments. Children are aware of marae expectations and show a strong appreciation and respect for their ancestral surroundings, customs and traditions. Whakapapa links to the Kingitanga and Ngāti Mahanga are integrated well in the learning programme. Children’s achievements are evident when they carry out leadership roles, explore the world around them, and communicate in te reo Māori.

Children’s care and learning is successfully supported by whānau and kaimahi through the effective management of the kōhanga reo. The whānau and kaimahi are working towards the establishment of a new building which will be at the marae. ERO supports this important endeavour to enhance learning outcomes for children, and provide the whānau with facilities to manage the kōhanga reo with more ease.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The whānau chose as its focus area:

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out in the report findings.

‘How well do children show confidence and knowledge in te ao Māori?’

Children show passion and pride as confident learners and participants in te ao Māori.

Areas of good performance

Children are immersed in rich, authentic te ao Māori contexts. Children have a wide variety of experiences where they are able to explore their culture and heritage and make sense of the natural and physical worlds. They make links to ngā atua Māori during karakia and kaupapa learning times. Children talk with their whānau about the Kingitanga, local stories and their Tainui identity. Programmes of learning are well designed to stimulate children’s thinking about te ao Māori. Children show passion and pride as active learners and participants in te ao Māori.

Children know that their language and customs are part of their everyday life. The whānau have a strong capacity and knowledge of their culture and heritage. Children are motivated to use of te reo Māori and eagerly share what they know.

Children’s learning is enhanced through the active involvement of whānau. A special quality of the kōhanga reo includes the involvement of parents and the wider marae whānau in their children’s learning. Whānau have aspirations for their children. Whānau are focussed on their goals. Children experience success on a daily basis.

Children experience happy, loving relationships and interactions. The whānau and kaimahi are actively engaged in learning alongside their children. Conversations are frequently about their ancestral and cultural connections. The marae context is integral to all children’s learning and development. Children are settled and very familiar with their marae surroundings. Children care for each other. They have formed strong friendships and bonds with their peers. Children know about their special place in the whānau and the marae environment.

Planning and Evaluation

Areas of good performance

Children’s success, learning and wellbeing is at the heart of whānau management. The whānau manage their kōhanga reo well. There is a strong focus by whānau on upholding their charter objectives, strategic priorities and fulfilling their management responsibilities. Most areas of the kōhanga reo are well monitored. Whānau continue to focus on their new building and promoting Ngāti Mahanga.

Children’s holistic wellbeing is rigorously monitored. Reporting, recording and review practices are well developed. Children’s happiness, safety, care and learning is essential to the whānau. Whanau are well aware of how well the kōhanga reo is performing for their children.

Children’s learning needs and interests are well planned for and considered. Whānau and kaimahi work together to plan the programme. Emphasis for learning focuses on stimulating learning experiences that assist children to develop in te ao Māori. Kaimahi encourage regular reflection and review with the whānau. This information is used well for reporting and bringing about positive changes for children.

Areas for development

Kaimahi recognise the need to strengthen information that is collected about children’s learning and development including their Ngāti Mahanga. Currently there is limited information about each child’s holistic development in te reo Māori me ngā tīkanga.

The whānau are keen to include in their charter more about their local curriculum. This development is a positive step towards preserving and promoting the language, culture and identity for their children.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO LicensedKōhanga Reo Assurance Statement June 2013, and Self-Audit Checklist. In these documents, they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends and the whānau agree to:

  • further develop children’s assessment practices
  • update the charter to include the local curriculum focus.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
