1 Introduction
The Education Review Office (ERO) in collaboration with Puna Reo or Whare Kōhungahunga leaders, whānau, kaiako and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability.
2 Context

Te Rourou Whakatipuranga o Awarua is a Whare Kōhungahunga located under their mountain, Motupōhue and on the complex of Te Marae o Te Rau Aroha in Awarua, Bluff. Most whānau and kaimahi are affiliated to mana whenua, Ngāi Tahu. The whare kōhungahunga is licensed to cater for 30 children including up to ten under two years old at any one time.
3 Evaluation Focus
How well do tamariki express their understanding of te reo me ngā tikanga?
Tamariki expresses their understanding of te reo Māori and practice tikanga through a range of authentic contexts and experiences.
4 Findings
Tamariki actively engages in a curriculum that supports them to learn and uphold tikanga o Awarua. Te Rau Aroha marae is recognised as a rich resource that provides authentic learning experiences. Tamariki show familiarity and confidence in marae protocols, as they uphold tangata whenua roles and responsibilities alongside their kaiako. Te reo Māori is expressed through karakia and a range of fun and meaningful waiata. Relationships are positive and underpinned by the whare kōhungahunga philosophy values. Kaiako know tamariki and their whānau intimately and tend to their needs appropriately. Tamariki enjoys opportunities to interact with pōua and tāua. Pēpi have their own vibrant and colourful learning space. Tamariki explores and play an active role as environmental guardians through the cultivation of a māra kai and providing care and sustenance to their pet tuna, Kevin. Tamariki are developing as kaitiaki and as early speakers of te reo Māori.
Tamariki needs are at the centre of planning, assessment, and evaluation practices. As a result of internal evaluation, kaiako have made improvements to their curriculum processes. Termly and weekly plans guide the day-to-day implementation of the curriculum. Pēpi, pangore and tuākana group plans, as well as individual learning plans, provide tailored programmes that cater to the specific needs and interests of tamariki. Transitions across groups and to school are well-planned. Assessment processes are clear. Kaimahi enact their responsibilities of documenting learning stories for their respective groups and the stories include tamaiti developments and further opportunities for extension. Tamariki holistic development is supported through a culturally responsive and improvement focused curriculum.
The current governance of the whare kōhungahunga is a subsidiary board of Te Rūnaka o Awarua. Most members are new to the board and bring with them a range of useful skills, knowledge and experiences. The strategic plan has been completed in draft form, it is pending the update of the wider iwi strategic direction to ensure there is alignment and cohesion between the two documents. The current draft places a priority on te reo Māori development for tamariki, whānau and kaimahi. The board receives regular updates on a range of topics regarding strengths and challenges in the whare kōhungahunga. A review schedule ensures policies are updated and align with current legislation. All kaimahi have completed safety checks and have undertaken training in relation to their child protection policy. Personnel matters are well managed. Kaimahi are supported to participate in an appropriate professional growth cycle. This includes their commitment to developing te reo Māori capabilities through weekly classes. Tamariki te reo Māori development and access to te Ao Māori is enhanced by collective leadership.
Key Next Steps
The whare kōhungahunga identified areas for improvement, and EROs evaluation affirm these. Including, the alignment of the iwi and the centre strategic plans with an accompanying action plan to ensure the implementation of objectives and goals is achieved. They also acknowledge the need for continued te reo Māori development to further enhance cultural practices that permeate all aspects of the centre. Quality outcomes for tamariki are sustained through future focused practices.
5 Management Assurance on Legal Requirements
During the evaluation, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO and the whare kōhungahunga leadership recommends continuing to improve practices that address matters raised in the key next steps.

ERO's findings that support this overall judgement are summarised below.
Background
Te Rourou Whakatipuranga o Awarua (Te Rourou) is on the complex of Te Marae o Te Rau Aroha in Bluff was established to provide a learning environment that enhances ngā tikanga of Awarua and to revitalise te reo o Awarua.
The centre is licensed for 30 children with up to ten children under two years old. Te Rourou is a full day service. There are currently eight under two-year olds on the roll. Some children on the roll attend both Te Rourou and the local kindergarten. Children are grouped in ability-based groups to meet their needs. Two full time and a part-time staff member are registered teachers.
The Review Findings
Children engage in learning that grows their understanding of tangata whenua. They learn about their whakapapa links. There are opportunities for children to participate in kaupapa on the marae. Children attend pōwhiri, hui wānanga and other marae activities alongside kaimahi. The marae is used as an authentic resource for children’s learning. Children hear and engage with tribal stories that acknowledge the courage of Awarua ancestors. Learning about atua Māori and Matariki contribute to strengthening whānau connections to each other, the marae and the environment. Children are comfortable on their marae.
Te Rourou is welcoming to children and their whānau. Partnerships are based on attitudes of acceptance and respect. Teachers have positive and responsive relationships with children. They value conversations that extends children’s thinking through informal problem solving and questions. Children’s opinions and ideas are respected. The environment provides resources and learning spaces that encourages enjoyable exploration for children. Children learn to share and negotiate with each other. Staff offer encouragement and praise. They support children’s decision making by negotiating options for children to select from. This increases greater independence and responsibility for children. Pēpi move freely in their space and experience nurturing and loving relationships with each other and adults. They have access to an extensive range of colourful resources and supportive care from kaimahi. Children show they are settled and happy.
Key Next Steps
Te Rourou Whakatipuranga o Awarua is governed by the Roopū Tautoko (kōmiti). The kōmiti consists of iwi, marae and community representatives. Whilst the kōmiti articulate their aspirations for Te Rourou, these are not clearly outlined in the strategic plan. There is limited monitoring of and reporting on strategic goals. The role of the kōmiti in governance is unclear.
Self-review requires strengthening. There is no process to monitor the effectiveness of management across key aspects of the centre. The vision, mission and philosophy do not provide clarity around the direction for children’s learning that reflects the aspirations of the whānau. Children are yet to benefit from a cohesive strategic vision that encompasses the hopes and dreams of the iwi, hapū and whānau.
Kaimahi have not engaged in meaningful appraisal. While there are appraisal policy and procedures in place, these do not align with the Code and Standards for the Teaching Profession. There is no clear link between professional learning and development opportunities and the needs of individual kaimahi. Support for kaimahi is required to strengthen outcomes for children.
It is unclear how effective leadership is across Te Rourou. Leadership roles are the domain of the kaiwhakahaere who manages the daily operations and kaiako who is new to the role. Changes in staffing and the inability to attract qualified, registered teachers have impacted the quality of education for children. Whānau have voiced concerns around a lack of knowledge and information about Te Rourou operations and management. It is time for leaders to establish a systematic process of self-review across all areas of Te Rourou to improve the quality of education and care for children.
Planning, assessment and evaluation are not well established. There is no written evidence around planning that reflects children’s interests and depositions. Plans that reflect the unique setting and curriculum of Te Rourou are not documented. Although assessments are based on the learning stories format, the overall quality and structure is inconsistent. There seems to be a lack of understanding of the purpose for learning stories. Whilst kaimahi discuss the learning programme, there is no documented evidence of these discussions. The effectiveness of the learning programme is not regularly monitored. It is timely for leaders and kaimahi to review all aspects of curriculum to ensure outcomes for children are well articulated.
Strengthening te reo Maori is a future focus of the centre philosophy. While te reo Māori is developing in an unplanned and informal way, it is timely that the governance and leadership put in place a strategic plan to strengthen te reo Maori across the centre. It is important that the intent is well planned, actioned and regularly monitored.
Management Assurance on Legal Requirements
During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

emotional safety (including positive guidance and child protection)

physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

evacuation procedures and practices for fire and earthquake.
All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.
