1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Ngāti Kahu is in Taipa in the Far North. They were originally named Te Kōhanga Reo o Waitaruke and have overcome significant challenges in the re-establishment of their kōhanga reo. The name was changed to Te Kōhanga Reo o Ngāti Kahu due to the change of location. This is their first ERO review. 

3 Evaluation Focus

How well do mokopuna express their understanding of te reo Māori and tikanga Māori?  

Mokopuna express their understanding of te reo Māori and tikanga Māori throughout their everyday routine.

4 Findings

Mokopuna are immersed in an environment where te reo Māori and tikanga Māori is prioritised. Kaimahi use a range of strategies to extend mokopuna thinking such as modelling, prompts and questioning. Mokopuna are learning to communicate in different ways and respond appropriately. Kaimahi support mokopuna to be leaders and conduct themselves in formal situations. Mokopuna confidently direct aspects of the morning wā whāriki and this includes leading and participating in familiar waiata and pao that are regular features of the programme. Kaimahi model mihimihi to acknowledge others. This supports mokopuna to develop skills and confidence to respond in the same manner. Mokopuna are keen to recite their pepehā. Tuākana do this confidently while pēpi are supported through prompts and actions. Their efforts to speak te reo Māori are regularly praised by kaimahi. Mokopuna are developing confidence in te reo Māori and tikanga Māori.  

Mokopuna are nurtured in learning that promotes whanaungatanga, manaakitanga and tiaki. They have friendly relationships with others and are happy and welcoming to their friends when they arrive to kōhanga in the morning. Kaimahi support mokopuna to follow tikanga. Routines are established and this assists mokopuna to make smooth transitions between activities and around the kōhanga reoKaimahi provide familiar prompts and actions to signal changeover and set up the environment to engage mokopuna in their learning. Tuākana are considerate and caring of their tēina. This supports tēina to respond and relate to others. Tuākana lead whakatau wairua and whakaora wairua where they acknowledge atua Māori, and pēpi follow their tuākanaMokopuna are respectful as they explore their learning environment with others. 

Planning is inclusive of whānau aspirations. Whānau and kaimahi collectively contribute to planning kaupapa Māori that excite mokopuna. Yearly planning links to the taiao, Te Whāriki and Te Korowai and draws on the skills and expertise of adults. Assessment practices are followed. Mokopuna individual profiles celebrate a variety of artwork and photos showing their development overtime. Kuia supports kaimahi to document mokopuna learning and progress in their profile books. Programme evaluation is in place. Kaimahi have regular hui. They discuss the learning programme and identify improvements. Mokopuna needs are well considered as kaimahi regularly seek opportunities to reflect and share evaluation of the learning programme. 

Whānau are passionate to support mokopuna in their whakahaere roles. They are eager to see mokopuna immersed in te ao Māori and attending kaupapa-ā-iwi. The strategic plan is informed by Te Ara Tūāpae and identifies priorities specifically focused on te reo and tikanga Māori. Sub-committees have been formed to focus on key strategic goals. There is a te reo Māori policy in place to realise whānau aspirations. Clear reporting across key areas is presented at monthly whānau hui including financial reporting by the appointed treasurer who supports the kaiwhakarite. The annual plan guides completion of key operational tasks. Personnel matters are managed well. Safety checking of kaimahi aligns with current legislation to ensure mokopuna safety. Health and safety checks are completed and documented well. Whānau whakahaere systems and processes prioritise te reo Māori and tikanga Māori.  

Key Next Steps

The tūtohinga requires review. There are number of key health and safety policies and procedures that need attention. Whānau must review, update and align these policies with relevant legislation, including the Children’s Act 2014, and implement a clear plan to ensure this review is completed within clear timeframes. Mokopuna health and safety can be better prioritised through a robust tūtohinga review process.  

Emergency evacuation drills are not regularly practiced. Whānau must ensure emergency drills including fire, earthquake, tsunami and lockdown are carried out and documented at least every three months.  Mokopuna safety in an emergency is compromised.  

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care.

6 Recommendation
