1 Introduction

The Education Review Office (ERO) in collaboration with Puna Reo or Whare Kōhungahunga leaders, whānau, kaiako and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability.

2 Context

Te Putahitanga o Te Rukenga o Ngā Wai is situated on the grounds of Te Wharekura o Manaia, on the Coromandel Peninsula. Establishing a puna reo has been a community aspiration for a number of years. The puna reo is governed by a Te Putahitanga o Te Rukenga o Ngā Wai Trust. After suspension of the license by the Ministry of Education for 18 months, the puna reo reopened in July 2023.

3 Evaluation Focus

How well do tamariki show confidence as they play and learn?

Tamariki are highly confident explorers and learners.

4 Findings

Trustees have a good understanding of their governance roles and responsibilities. They are assisting with the establishment of efficient systems, required documentation and self-review practices. Kaimahi are also fully supported by Mana Whakahaere of the kura as the puna reo is considered an integral part of the kura community. Tamariki benefit from whanaungatanga relationships focused on their positive early learning experiences.

Planning and implementation are underpinned by Te Whāriki, The New Zealand Early Childhood Curriculum. Experienced staff understand the aspirations and goals of Te Whāriki well and share their knowledge with others. Kaimahi capture and record tamaiti progress overtime in kōnae tamariki. These are available to whānau when they are in the puna reo and during whānau hui.

The play-based programme provides multiple opportunities for children to engage in learning activities. The programme is set up to promote tamariki exploration and to provoke their curiosity and self-confidence. The abundance of resources available provide ample opportunities for tamariki to test and extend themselves. Tamariki plays happily for sustained periods with their peers and at times, quietly on their own. Tamariki are well supervised and enjoy positive interactions and engagement with kaimahi. They are comfortable and settled learners.

Transitions to kura are well established. Whānau members are encouraged to stay with their tamariki as when they first attend to settle them. Tamariki regularly spends time in the new entrant class at the kura. This helps familiarise them with the environment and expectations while at kura. Tamariki love attending puna and look forward to going to kura.

Key Next Steps

Strategic and annual planning are incomplete. Trustees are developing a strategic plan in consultation with whānau and staff. There is a focus on strengthening the collective vision for future growth, particularly in te reo and tikanga Māori of Pare Hauraki. Realising the service vision and strategic direction will support the achievement of the long-held aspirations of the iwi, hapū and community to provide an iwi centric education for all age groups. This will also support whānau wellbeing as they would not have to leave their community and local environment.

More efficient management and administration systems need developing. The service does not currently have a centre manager. However, a ‘person responsible’ is new to her role and is undertaking some management tasks. She has limited leadership experience. A more deliberate approach to managing centre operations is necessary for trustees to be assured systems are fit for purpose and that practice reflects legislative requirements, and policy and procedural expectations.

While an annual plan is in place, it needs to be more clarity and to stipulate who will undertake key tasks, and what dates these will occur each year. Policies related to the provision of positive guidance and ensuring tamariki are protected from corporal punishment or exclusion require immediate review. Tamariki benefit from planned and deliberate actions focused on promoting a positive environment and practices.

5 Management Assurance on Legal Requirements

During the evaluation, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements, they must:

  • ensure the service curriculum supports children’s developing social competence and understanding of appropriate behaviour [Regulation 43 Education (Early Childhood Services) Regulations 2008; C10 Licensing Criteria for Early Childhood Education and Care Services 2008]
  • ensure there is a process to implement and monitor the progress of key aspects of the annual plan of operations.

6 Recommendation

ERO recommends continuing to work collaboratively to address the key next steps and noncompliance identified in this report.
