1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Tūmanako Rāwhiti is in Clifton, Invercargill. The kōhanga reo roll has increased in recent times with legacy whānau returning home. There are also new whānau and some are participating in training and mentoring opportunities to support kōhanga reo operations. Whānau aspire for their mokopuna to connect to their identity, te reo and tikanga Māori. 

3 Evaluation Focus

To what extent do mokopuna show their understanding of identity through te reo Māori

Mokopuna are developing their understanding of their identity by learning through a range of te reo Māori experiences. 

4 Findings 

Mokopuna connect to te reo Māori, te ao Māori and tikanga Māori through the daily programme. Te reo Māori is the language of instruction and interaction. Mihimihi and pepeha reinforce mokopuna learning about who they are and where they are from. All mokopuna have opportunities to stand and share their pepeha. Tuākana are extended by including their whakapapa and tēina are prompted and helped by kaimahi to share their pepeha. Pēpi and tēina use hand actions, facial expressions and sounds to express their engagement and understanding of te reo Māori. Kaupapa, events, themes and pūrakau reinforce mokopuna connections to the hāpori and te ao Māori. Some mokopuna independently lead karakia, waiata and elements of te wā whāriki with confidence. Kaiako facilitate a positive environment that is based on whanaungatanga and aroha. Relationships are reciprocally trusting and valued and mokopuna have kind and loving relationships with their friends, and adults around them. Kaiako support mokopuna by establishing routines and rituals and they provide a safe place for mokopuna to try new things. Mokopuna show they are cared for, loved and safe in their learning. 

Planning and assessment practices are consistent. Planning is collaborative, comprehensive and shows links to Te Whāriki ā Te Kōhanga Reo and Te Korowai. Mahere provide the details of planning for mokopuna interests and needs, haerenga, pūrākau, whakataukī, waiata and oriori relative to planned learning kaupapa. Kaimahi have informal and formal methods to record mokopuna progress. Kōnae ako contain a collection of mokopuna artworks, annotated photos and kaimahi observations of mātai mokopuna. These are shared with whānau regularly. Important information shared includes achievement of milestones, te reo Māori progressions and new learning, skills and experiences. Whānau can access aromatawai information via an online platform. Mokopuna enjoy learning that is relevant to their interests and meets their needs.  

Whānau are developing their understanding of whakahaere roles and responsibilities. Caring and trusting relationships provides a safe and homely environment for all. Whānau contributions to decision making are valued and facilitated by open, honest communications and reporting at hui whānau. Systems and processes for finances, staffing and policy obligations have been maintained by long standing whānau members. Kaimahi professional learning and development is identified through the appraisal process and provided for by Te Kōhanga Reo National Trust training opportunities. Whānau are encouraged to take advantage of the opportunities to develop te reo Māori. Mokopuna learning and welfare is prioritised by whānau whakahaere practices.  

Key Next Steps

Internal evaluation systems need strengthening. Some health and safety documentation need attention.  This includes completing medical, accident, incident and hazard registers regularly and recording whānau acknowledgement when necessary. Mokopuna wellbeing is enhanced when systems are reliable.

Programme evaluation needs formalising. While kaimahi meet regularly and discuss what is working and improvements to be made, there is a need to record these conversations and monitor changes and improvements made to the learning programme. Mokopuna benefit when programme evaluation is recorded and monitored.

Kaimahi and whānau understanding of their obligations to the Children’s Act 2014 requires strengthening. Whānau acknowledge and ERO agrees, that it is time to seek more training to support understanding of the Act. Mokopuna safety is promoted when there is collective understanding of regulatory obligations.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure a process for the prevention of child abuse is implemented, and a procedure for responding to suspected child abuse is followed when required  
     [Regulation 46 Education (Early Childhood Services) Regulations 2008; HS31 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008].

6 Recommendation

ERO recommend that whānau continue to work with Te Kōhanga Reo National Trust to prioritise and address the concerns identified in this report.

Te Kōhanga Reo o Tūmanako Rāwhiti is located in Clifton, Invercargill. Whānau articulate a strong and collective commitment to fostering te reo Māori for mokopuna and whānau. In the absence of a designated administrator, whānau have found difficulty keeping kōhanga systems and processes up to date, and in meeting key operation and management requirements. 

3 Evaluation Focus

To what extent do mokopuna benefit from whānau management processes? 

Whānau management and decision-making needs strengthening to ensure positive outcomes for mokopuna.

4 Findings

Mokopuna are supported to learn te reo Māori. Kaimahi use a variety of meaningful strategies, such as waiata, karakia, questions and reciting their pepehā. Mokopuna enjoy learning and engage well with other. They are emerging as early speakers of te reo Māori.

While planning and assessment processes are in place, these need to be regularly evaluated through ongoing evaluation. This will help inform kaimahi about the strengths of the learning programme and the next steps for improving outcomes for mokopuna.

Whānau whakahaere of the kōhanga requires urgent attention. There is a lack of whānau involvement to support mokopuna learning, safety and wellbeing. Many whānau roles are vacant. There is a lack of leadership to guide whānau management. The kaiwhakahaere and secretary roles are shared between the kaiako and District Kaupapa Kaimahi.

Internal evaluation requires development. There is no strategic plan identifying the long-term goals of whānau for mokopuna at the kōhanga reo. An annual plan is in place that guides management of kōhanga reo operations. Kaimahi have limited understanding about its purpose. Fire and earthquake drills are conducted regularly. Improved recording and reporting of these is needed.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, the whānau must:

  • ensure emergency drills are regularly carried out and recorded.

1 Context

Te Kōhanga Reo o Tūmanako Rāwhiti is in Invercargill. There is a strong collective commitment to fostering te reo Māori for children and whānau. In the absence of a capable administrator, the whānau are experiencing difficulty in keeping systems and processes up to date and meeting key requirements relating to kōhanga reo operations and management.

2 The Evaluation Findings

How well do children show confidence as learners?

Children confidently make choices and decisions in their play and their learning.

Ngā Taumata Whakahirahira

Children learn in an environment where whanaungatanga is evident in interactions and learning. The whānau model positive interactions in their relationships with others. Older children relate well to the younger children. Babies are naturally included in activities alongside their tuākana. Children can choose learning activities and resources that interest them. Kaimahi gently remind children about acceptable behaviour. These expectations are maintained and children play well together. Children are confident, happy and settled in the kōhanga reo.

Children are well supported to learn te reo Māori. High priority is given to children and whānau learning te reo Māori. Kaimahi plan activities to build children’s language knowledge and skills. Children’s progress in te reo Māori is monitored and reported. Older children confidently and independently recite their pepeha. Younger children are well supported by kaimahi to learn and recite their whakapapa. Some children respond in te reo Māori using single words or short sentences. Children understand what is being said and respond accordingly. Children are developing as speakers of te reo Māori.

Planning and Evaluation

Kaimahi have processes in place for programme planning and assessing children’s learning. There is a collaborative approach to programme planning which includes whānau members. There are clear links in planning to Te Whāriki and Ngā Taumata Whakahirahira, and a specific focus on te reo Māori. Assessment profiles for children include Mātai Tamaiti checklists, samples of their artwork, their pepeha and whakapapa. Kaimahi record words and phrases that are spoken by children. The whānau have information about what children are learning and how they are progressing.

Key Next Steps

Whānau management of the kōhanga reo requires external support. The whānau do not fully understand their roles and responsibilities, and what is required to effectively manage the operations of their kōhanga reo. The kōhanga reo is also operating without a full-time administrator. There are a number of important tasks that are not managed in a timely and efficient way. Consequently, self-review practices to monitor kōhanga reo operations are limited.

Programme evaluation is not well understood or implemented. Kaimahi must meet regularly to discuss what is working well with the learning programme, what can be improved and what changes will be made. Decisions about these changes should be recorded so that kaimahi can evaluate how effectively the changes have been in improving the learning programme for children.

The charter must be reviewed and updated. The process of reviewing the charter should provide whānau with clear guidelines about the kaupapa of the kōhanga reo and what is required to manage the administration of key tasks.

Policies and procedures are well overdue to be reviewed and updated. The whānau must also ensure that health and safety policies and procedures are aligned to current legislation and requirements, including the Children’s Act 2014.

There is no strategic plan for the kōhanga reo to guide the whānau towards achieving their long-term priorities and ensuring the future of their kōhanga reo is secure. There is no annual plan to support whānau and kaimahi to ensure all key operational tasks are met in a timely manner.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self-review to help maintain and improve the quality of practice for children

evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children
