1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Wharekauri is located on the Chatham Islands in the village of Te One. It is situated next to Te Marae o Whakamaharatanga. The kuia has been integral to the kōhanga reo since its establishment and is a strong advocate for te reo and tikanga Māori. The whānau, with support from Te Kōhanga Reo National Trust, have increased their capability to manage the day-to-day operations of the kōhanga reo and promote positive outcomes for mokopuna.
3 Evaluation Focus
How well do mokopuna show their enjoyment for learning?
Mokopuna experience a supportive, stimulating and collaborative learning environment.
4 Findings
Mokopuna learn and play in a calm and secure physical environment. They experience a programme that provides structure, choice, and consistency. The learning environment is spacious and organised to meet the needs of different age groups. Kaimahi and mokopuna have fun together. Mokopuna are loved and well cared for by kaimahi who talk in a calm and gentle manner. Kaimahi encourage mokopuna to participate in practices such as karakia, mihimihi and Te Pae Tuku Aka. While mokopuna prefer to speak in English, kaimahi utilise various strategies that support mokopuna language development. These include prompting, repetition, hand gestures and waiata. Mokopuna are provided frequent opportunities to make connections with their surroundings through exploration and play. Routines are familiar and predictable. Kaimahi ensure mokopuna have access to a wide range of resources that stimulate their development and individual interests. Kaimahi consistently praise mokopuna for their successes and achievements. Mokopuna are content, settled and engaged in their learning.
Kaimahi work collaboratively as they plan the learning programme. A range of strategies and resources are utilised to support and guide implementation. Learning activities are selected to stimulate, challenge, and extend mokopuna learning. Mokopuna learning and development is captured in portfolios. These are well presented and contain good information about individual mokopuna progress and learning. The whānau are informed of what mokopuna are learning and are encouraged to comment, give feedback, and to be involved in the life of the kōhanga. Mokopuna benefit from collaborative whānau practices.
There are many opportunities for whānau to contribute to the overall management of the kōhanga reo. Whānau have established processes for monitoring and reporting on key aspects of operations. The Tūtohinga provides guidance, includes the history of the kōhanga reo and is underpinned by the principles of Te Korowai. Strategic planning includes the vision and aspirations whānau hold for mokopuna. Long term goals and priorities include increasing use of te reo Māori, outdoor area upgrades and succession planning. This supports the future development and promotes sustainability and improvement. An annual plan identifies overall operational and administration tasks and when these are to be completed. Core health, safety and personnel policies and procedures are in place. Useful information is gathered and documented in health and safety registers. Whānau and kaimahi are familiarising themselves with the guidelines and requirements as outlined in the Childrens Act 2014. Whānau make decisions that promotes mokopuna safety and wellbeing.
Personnel management systems have been implemented. Kaimahi individual employment contracts are detailed and align to legislation. Job descriptions provide clarity for kaimahi of expected competencies. Whānau along with the support of the district office have started the appraisal process. Kaimahi and whanau are encouraged to participate in Te Kōhanga Reo National Trust courses. Mokopuna benefit from kaimahi committed to strengthening their professional capability.
Key Next Steps
Whānau acknowledge that te reo Māori requires strengthening. While some whānau are enrolled on Te Kōhanga Reo National Trust courses, whānau continue to seek alternative options such as digital learning. Mokopuna benefit when they are immersed in the Māori language.
It is time for kaimahi to review programme evaluation. Kaimahi hold regular hui however these discussions are not documented. It is essential for kaimahi to document what was successful in the planned programme, what did not work and what needs to be improved. This will support kaimahi to enhance the quality of the learning programme for the mokopuna.
Whilst whānau have a strategic plan in place, they have not yet defined how they will achieve their aspirations for the future of the kōhanga reo. Mokopuna learning is enhanced when their future needs together with the aspirations of whānau are closely monitored, reviewed and evaluated.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection.

physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures.

suitable staffing including appropriate qualifications, police vetting, ratios.

emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the Kōhanga reo whānau developed the following recommendation that the whānau seek support from the district office to complete and action plan to assist with achieving long and short-term priorities and strengthening programme evaluation.

Te Kōhanga Reo o Wharekauri is a purpose built facility in the village of Te One on the Chatham Islands. The whānau are very pleased with the level and quality of education children receive. However whānau management and governance, and several aspects of health and safety require urgent attention.
The next ERO review of Te Kōhanga Reo o Wharekauri will be within two years.
1 Context
Te Kōhanga Reo o Wharekauri is next to Whakamaharatanga Marae in the village of Te One, on the Chatham Islands. The kōhanga reo is one of three early childhood centres on the island. The whānau state that they are pleased with the level and quality of education children receive at kōhanga reo.
There are a considerable number of significant issues the whānau must address including child:adult ratios throughout the learning programme and management and governance of the kōhanga reo by the whānau.
2 The Review Findings
How well do children show they are happy learners?
Children show that they are happy and confident learners. However, whānau management and operations should be reviewed to ensure that the kōhanga reo provides a healthy and safe environment for the children.
The Learning Programme
Children are settled at kōhanga reo. They have respectful relationships with kaimahi and their peers. Whānau interactions with one another provide children with good models of positive interactions. Kaimahi are gentle and calm when working with children. They ensure that children’s emotional wellbeing is fostered. Children work happily with and alongside others. They share with and consider their peers during their play. Children are confident learners.
Children enjoy an environment where they are viewed as competent learners. Children have access to a range of learning resources. They have many opportunities to initiate their own learning and to problem solve, be creative and explore possibilities. Children are engaged for sustained periods of time. They take responsibility for looking after their learning spaces. Routines and transitions are smooth, consistent and familiar to children. Children benefit from a learning programme that is constant and predictable.
Key Next Steps
The kaupapa of te kōhanga reo is not reinforced. English is the dominant language at the kōhanga reo. Children and kaimahi speak English most of the time. All children are able to recite language patterns including karakia, waiata and mihimihi with very little support. It is important that kaimahi identify useful strategies to increase the capacity and confidence of children to speak te reo Māori.
Planning and Evaluation
Learning programme plans are detailed. Programme content, strategies for implementation and resource requirements can be clearly identified. The plans ensure that the programme is well managed and organised. The structured nature of the programme supports continuity and familiarity of routines for children. Children benefit from a well-planned learning programme.
Key Next Steps
While whānau are happy with what is happening for children, the quality and extent to which the whānau plans, manages and governs all areas of operations has been minimal. Poor communication, a lack of clarity of whānau roles and responsibilities, and a sense of disempowerment amongst whānau has resulted in decision making that has undermined the management and safety of children and kaimahi of the kōhanga reo.
The whānau does not have a clear understanding of the key foundation principles of kōhanga reo including Ngā Pou e Whā, Te Korowai and Te Whāriki. Consequently te reo and tikanga Māori are weak throughout the learning programme and operations. The whānau does not have a stable and shared whānau vision for positively moving forward. The current tūtohinga is outdated and does not reflect the kaupapa of kōhanga reo in practice and procedure.
Programme evaluation requires attention. There are no records to gauge how the quality of the programme is monitored. Kaimahi do not have a process to ensure the learning programme is adapted to respond to the learning needs of all children.
Assessment practices lack sufficient detail to support children’s learning. Children’s records do not identify their learning progress. Kaimahi do not have the support to grow their knowledge of programme evaluation and assessment practice. Improved evaluation and assessment processes will increase the quality of the learning programme for children.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
During ERO’s onsite review, the following areas of non-compliance were identified. In order to address these, the whānau must:
3.1 ensure the required adult:child ratio with which the service provider is required to comply is met by the kōhanga reo

3.2 maintain room temperatures used by children are kept at a comfortable temperature no lower than 16°C (at 500mm above the floor) while children are attending

3.3 maintain accurate records of all accidents and illnesses i.e. a record book is used to note any accidents or illnesses, dated and action taken by kaimahi. Clear systems for monitoring and analysing accidents should be in place

3.4 ensure systems for the identification of hazards and regular environment checks are undertaken by the whānau and appropriate action taken and reported to whānau

2 The Education Review Office (ERO) Evaluation
Wharekauri Te Kōhanga Reo is in Rekohu, the Chatham Islands. The Chatham Islands are remote and isolated and are accessible only by plane or by boat. Wharekauri is the only kōhanga reo on the Chatham Islands. The Moriori people are the tangāta whenua of the Chatham Islands. Ngāti Mutungā and Ngāti Tama people also inhabit the islands. Efforts are underway to revitalise and rejuvenate the language, tikanga and kawa of the islands.
The kōhangā reo whānau and community are committed to the revitalisation of te reo Māori and tikangā Māori. They are very well led by the kaiako of the kōhanga reo who is from Ngāi Tuhoe. She is a native speaker of te reo Māori and she makes every effort to help children to learn and to use te reo Māori.
Children are very well cared for and supported to learn by the adults who attend kōhanga reo daily. This is a whānau oriented kōhanga reo. There is a strong sense of whanaungatanga among those that attend kōhanga reo regularly.
The kōhanga reo environment is designed for children. There are many interesting places and spaces available for children at the kōhanga reo. These include the library corner, building and construction area and art and craft spaces. Children’s work is displayed and valued.
Whanau members are kept well informed about what happens at kōhanga reo through the regular newsletters that are sent home.
- Children demonstrate that they feel safe and secure in the kōhanga reo environment.
- Older children are able to engage in simple te reo Māori conversations.
- Children learn te reo Māori through waiata.
- Children self select from a wide range of accessible resources and organised activities.
- Children learn about the local environment.
- Children know about the tikanga that relates to gathering kaimoana.
- Children take part in and learn about Māori and Moriori rituals and protocol.
Future Action
ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.
3 Review Priorities
The Focus of the Review
Before the review, the whānau of Te Kōhanga Reo o Wharekauri was invited to consider its priorities for review using guidelines and resources provided by ERO.
The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at Te Kōhanga Reo o Wharekauri.
The whānau chose as its focus area:
- Ngā Taumata Whakahirahira.
All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:
- whānau self review and strategic planning
- programme planning, assessment and evaluation.
ERO’s findings in these areas are set out below.
4 Findings
Ngā Taumata Whakahirahira
Background
The kaiako selected all of Ngā Taumata Whakahirahira as the focus area for this review. This reflects the holistic way that these concepts are introduced to children.
Areas of good performance
Mana Tangata.Children are well supported to learn by the many adults who attend kōhanga reo daily. Parents contribute to design and implementation of the learning programme. They support children to become involved in organised activities by encouraging them and by offering praise and affirmation when appropriate. Parents and the wider community of the kōhanga reo attend the kōhanga reo regularly for celebrations and to visit.
Children participate in daily pepeha sessions. Older children are able to deliver their pepeha independently. Younger children are helped to present their pepeha to the group. Children demonstrate that they feel safe and secure in this kōhanga reo environment.
Mana Reo.Children are very well supported to learn and to use te reo Māori. The kaiako is native speaker of te reo Māori. She maintains a te reo Māori environment throughout the day. The kaiako makes every effort to engage children in te reo Māori conversations.
- Older children are able to engage in simple conversations.
- Younger children follow simple commands and instructions.
- Children learn te reo Māori through waiata.
Mana Aotūroa.Children are empowered to make choices about what to do during the day. Many interesting and stimulating activities and resources are accessible and available for children. The learning programme is well managed and runs smoothly throughout the day. Staff members and whānau members know what to do and when.
- Children self select from a wide range of accessible resources and organised activities.
- Children go on excursions outside of the immediate kohanga environment.
- Children learn about the local environment.
Mana Whenua.Children know who they and where they come from. They are well supported to learn about the people and places of Rekohu. Children learn about local kinship groupings, and the culture and languages unique to the Chatham Islands.
- Children learn about tangata whenua.
- Children know about the significant others in their lives.
- Children learn about significant landmarks on the island.
- Children know about the tikanga that relates to gathering kaimoana.
Mana Atua.Children are settled, comfortable and confident in the kōhanga reo environment. Routines run smoothly and children know these well. There are positive and warm interactions and relationships. Children are provided with healthy food options.
- Children participate in karakia routines and are confident in using them for a variety of purposes.
- Children take part in and learn about Māori and Moriori rituals and protocol.
Planning and Evaluation
Background
ERO always evaluates the quality of planning and evaluation in kōhanga reo to determine the quality and extent to which the kōhanga reo whānau plans, manages and monitors all areas of kōhanga reo operations for their children and whānau. Planning and evaluation includes programme planning and monitoring children’s development.
Areas of good performance
Programme planning.Programme plans guide the staff to provide a sound and interesting learning programme for children effectively. Programme plans are developed in consultation with the whānau members of the kōhanga reo. The learning programme is based onTe Whārikiand the four seasons of the year.
Whanau management.The whānau members manage the kōhanga reo well in the interest of children. Whānau members meet regularly to discuss kōhanga reo matters. They make decisions collaboratively. Meetings are well attended. The whānau supports each other and the staff to attend and participate in training. A recent wānanga was well attended and popular. The whānau members set goals for the future development of the kōhanga reo and for themselves.
Strategic planning.There are comprehensive strategic plans to guide the future direction of the kōhanga reo. Te Ara Tūāpae framework guides the whānau by providing a strategic direction based on the revitalisation of te reo Māori. The whānau members have considered how the Te Kōhanga Reo National Trust plan relates to them and then have personalised it to their unique context. There is regular monitoring and reporting about progress made toward achieving the defined long term goals.
Self review.Self review practice is well established. The whānau is clear about aspects of kōhanga reo operations that are working well and the areas where improvements can be made. The staff and whānau are on a journey of continual improvement.
Areas for development
Assessment.The kaiako tracks children’s progress and development over time. Children have their own profile books that document their learning journey during their time at kōhanga reo. The kaiako acknowledges the need to improve the quality of the profiles for the older children.
Programme evaluation. Programme evaluation is developing. The whānau of the kōhanga reo contributes ideas as to how aspects of kōhanga reo operations can be improved over time. Kaupapa reflections are discussed at whānau hui with whānau members. This whānau seeks to constantly improve practice.
5 Whānau Management Assurance on Compliance Areas
Overview
Te Kōhanga Reo o Wharekauri Before the review, the licensee, whānau and staff ofcompleted an EROKōhanga Whānau Assurance StatementandSelf-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:
- administration
- health, safety and welfare
- personnel management
- financial and property management.
During the review, ERO checked the following itemsbecause they have a potentially high impact on outcomes for children:
- emotional safety (including behaviour management, prevention of bullying and abuse)
- physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
- staff qualifications and organisation
- evacuation procedures and practices for fire and earthquake.
6 Recommendations
ERO recommends the kōhanga reo whānau:
6.1 improves the quality of older children’s profiles
6.2 continues to develop programme evaluation procedures.
