1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Kia Tau te Rangimārie is based in Stoke, Nelson. The kōhanga Reo have close relationships with the six iwi of the rohe and a close affiliation with Te Marae o Whakatū. Kaimahi and whānau are new to the roles. 

3 Evaluation Focus

How well do mokopuna show they are happy learners?

Mokopuna show they are happy learners.

4 Findings

Kaimahi encourage mokopuna to follow their personal preferences and to actively participate in a range of learning opportunities. They work with mokopuna in an unrushed manner where communication is gentle. Mokopuna behave appropriately when welcoming manuhiri and are learning about their roles as tangata whenua. They are settled and attentive during formalities. Mokopuna have access to range of natural and physical resources. Kaimahi use praise and positive strategies to promote confidence and language development with mokopuna. Tuakana are able to provide one or two responses in te reo Māori and pēpi demonstrate their understanding through facial expressions and body language. Mokopuna are happy and curious learners.

The whānau manage the kōhanga reo well. They actively participate in the management and operations. Whānau hui are regular and well attended. Minutes are detailed and informative with regular reporting across the operations. The annual plan clearly identifies key areas of operations and when they must be attended to. Core health, safety and personnel management policies and procedures are in place. Kaimahi appraisals are completed with an ongoing focus of professional development. The tūtohinga defines processes to manage the kōhanga reo operations and is supported by the principles and obligations of Te Korowai. Mokopuna are at the heart of whānau management.

Kaimahi have in place processes for programme planning. The mahere ako is detailed and shows clear links to Te Whāriki-a-Te-Kōhanga Reo. This includes guidance for term, weekly and daily implementation of the programme. A variety of activities are planned to provide fun and challenges for mokopuna. Mokopuna enjoy their planned activities.

Key Next Steps

While the whānau have clear aspirations and priorities identified in the strategic plan, there is no action plan to assist whānau to realise their goals. It’s now important that whānau develop an action plan to record and monitor in the progress of their actions.

Mokopuna assessment and programme evaluation requires strengthening. Kaimahi require support to develop and implement mokopuna assessment. Programme evaluation needs to be developed. While kaimahi have discussions, this is not documented. Mokopuna learning can lead to better outcomes by improving kaimahi practices.

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

To meet compliance requirements, they must: 

  • ensure that the Kōhanga Reo curriculum is informed by planning, implementation, and evaluation that demonstrates an understanding of mokopuna learning, their interests, whānau, and life contexts (documented and undocumented).

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to work alongside the District office to develop an action plan to address the areas of concern identified in this report.

1 Context

Te Kōhanga Reo o Kia Tau Te Rangimarie is in Stoke, Nelson. The kōhanga reo has faced some recent challenges: the kaiako resigned, there was no administrator, and a decrease in roll numbers. Newly appointed kaimahi are still learning their roles and responsibilities, and are focussed on the quality of children’s learning. Whānau participation has decreased as most parents are employed.

Due to the range of issues identified during the course of this review, ERO has added an additional section to provide specific information about the kōhanga management and operation.

2 The Evaluation Findings

To what extent do children show their understanding of te reo Māori?

Despite low numbers and limited staffing, those children who attend the kōhanga reo, show that they are able to understand and use some te reo Māori.

Ngā Taumata Whakahirahira

Children participate in the formal programme. The learning programme is guided by the daily routines. They transition smoothly to routines of care such as horoi ringa, karakia and kai. The kaimahi ensure that children have access to some resources. Children appear happy during their time at kōhanga.

Children are supported to learn te reo Māori. Repetition of familiar words is the strategy used for teaching te reo Māori. Some of the 7 children are able to say mihimihi, sing waiata and recite karakia. They are able to follow instructions and answer simple questions using basic word responses. Babies play and learn beside their tuākana. Children can use some language.

Planning and Evaluation

Planning shows links to Te Whāriki a te kōhanga reo and identify broad learning goals. Kaimahi know the children and they document what children can do in individual profiles and matai tamaiti.

There is no evaluation of the learning programme. Whānau do not have the confidence and capacity to support the learning programme in te reo Māori.

The whānau do not understand their roles and responsibilities. There is no annual plan to define what whānau want to do or what they need to do.

Kōhanga management and operation

There are few whānau involved in the kōhanga reo operations. The low roll numbers has led to a decline in whānau participation.

The kōhanga reo whānau has limited funds to support daily operations. The resignation of the kaiako and decrease in roll numbers has impacted on funding. The treasurer is working hard to operate the kōhanga reo with a limited budget by using available funds to make key payments. While there are limited funds for learning resources and transportation, kaimahi and parents have made alternative arrangements to meet these expenses.

Health and safety is a concern. While there are policies and procedures, these are not always followed. While there are monitoring and recording expectations related to the children’s physical safety in the learning environment, kaimahi and whānau are aware of what the next steps are to improve practice.

The whānau is aware of the need to support kaimahi to gain Tohu Whakapakari qualifications and the implications for funding.

Key Next Steps

The whānau is aware that they have a lot of work ahead of them. There are major concerns that require urgent attention:

  • The future viability of the kōhanga reo is not guaranteed. The falling roll, decrease in funding and limited whānau involvement is impacting on the forward planning and development.

  • The outdoor area requires attention to meet legislation requirements, particularly related to children’s physical safety.

  • Monitoring and recording children’s safety is not regularly completed, in particular sleeping children, nappy changing, administering medicine, emergency evacuation drills, accidents and incidents including attending to hazards as quickly as possible.

  • Policies and procedures do not align to legislative changes such as the Vulnerable Children’s Act 2014.

  • Self review has not been implemented to ensure the whānau meet legislative changes, there has not been regular appraisal and the charter is yet to be updated.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The following areas of non-compliance have been identified and must be addressed.

  • Ensure that a current building warrant of fitness is sourced

  • Ensure whānau are provided with opportunity to contribute to the regular review of the kōhanga reo operational documents (such as charter, philosophy, policies, and procedures)

  • Review and update all health and safety policies and procedures to ensure all health and safety requirements for emergence evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children

  • Establish an ongoing process of self- review to help maintain and improve the quality of practice for children

  • Ensure there are safe and comfortable (outdoor) spaces for infants, toddlers and children

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

That National Te Kōhanga Reo Trust provide immediate support to address all areas of concern raised in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kia Tau Te Rangimārie will be within one year.
