1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Muturangi is in Moera, Lower Hutt. Whānau attend te reo Māori and waiata classes to strengthen their knowledge and use of te reo Māori to support mokopuna learning at home.

3 Evaluation Focus

How well do mokopuna show engagement in their learning?

Mokopuna confidently and joyfully engage in the learning programme.

4 Findings

Mokopuna show enjoyment in their learning. Whānau and kaimahi model values of the kōhanga reo and have high expectations for mokopuna learning. Routines are well established. Mokopuna transitions throughout the whare are smooth and easy. Kaimahi use a variety of language strategies to promote te reo Māori. Deliberate language activities foster mokopuna thought processes to identify key information in the learning. Mokopuna enjoy conversations with each other. Babies babble, use facial expressions and body percussions to communicate with others. Mokopuna experience a well organised, learning centred environment. They learn in age groups with dedicated kaimahi. Mokopuna enjoy exploring shapes, colours, textures, movement, sound and dance. Mokopuna are active and engaged learners.

Kaimahi work collaboratively to plan the learning programme and assess mokopuna learning. Planning is focussed and guided by kaupapa for each term. It includes learning intentions for mokopuna which is underpinned by Ngā Taumata Whakahirahira. Kaimahi plan activities for five rōpū to meet mokopuna learning needs. They seek external support as necessary to increase learning opportunities and development for individual mokopuna. Observations of mokopuna are recorded as part of assessment and filed in individual kōnae. Assessments have clear links to the programme planning. 

Whānau have high expectations for managing the kōhanga reo. There is a united and solution focussed approach to whānau whakahaere. The Tūtohinga is in place that guides whānau to ensure the kōhanga reo is healthy and safe for mokopuna. Whānau have identified long term goals that is monitored and reported on by the kaiwhakahaere. There is an annual plan in place that guides key administrative tasks. Health and Safety policies and procedures are all reviewed and updated at the same time. Personnel matters are well documented. Kaimahi appraisals lead to professional development.

Key Next Steps

Programme Evaluation requires strengthening. While kaimahi meet fortnightly to discuss a range of topics, they don’t document conversations regarding the effectiveness of the learning programme.

While all policies and procedures have been reviewed and updated, it is important that whānau revisit the Positive Guidance and the Child Protection policies and procedures to ensure they align to current legislation.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo developed the following recommendation:

  • that whānau continue to enhance the quality of management and operation systems to guarantee positive outcomes for mokopuna.

Kaimahi ask questions and encourage conversations in te reo Māori. They model correct language structures. Children are well supported as developing speakers of te reo Māori.

Children have meaningful and respectful interactions with others. Positive relationships are encouraged at all times. Children receive regular praise and acknowledgement for their efforts. They seek comfort and reassurance as the need arises from kaimahi. Tuakana are encouraged to support their teina. Children learn in an environment where interactions are genuine and respectful.

Children enjoy the variety of learning experiences. There are opportunities for children to choose activities and resources of interest to them. Karakia, mihimihi and pepeha are the focus of the formal learning. Children are familiar with daily routines and expectations. The environment is designed to support working co-operatively. Children have opportunities explore a range of kaupapa ako including the local stories of Te Wheke o Muturangi. Children enjoy their time at kōhanga reo.

Key Next Steps

Whānau acknowledge that they need to further increase their own learning and use of te reo Māori. Kaimahi have identified that they can enrich conversations with children to include more kīwaha, whakataukī and kīrehu.

Planning and Evaluation

Whānau involvement and participation in managing the kōhanga reo is strong. They discuss a range of issues that are focussed on children. Internal review is well understood and used to monitor operations and the impacts on children. Whānau reporting, discussions and planning is focused on continual improvement and growth.

Children’s learning is well planned. Kaimahi have good direction and guidance for managing children’s learning. Programme plans include activities, resources and strategies for learning. There is clear information available to parents about what their child is learning and how they are progressing. Reports about children align to each of ngā taumata whakahirahira. Children are engaged learners.

Key Next Steps

Kaimahi agree that programme evaluation is an area to be strengthened. While kaimahi discuss a number of issues related directly to children’s health and safety, there is very little focus on the effectiveness and quality of the learning programme.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • extend te reo Māori conversations with children
  • support parents to strengthen their knowledge and use of te reo Māori
  • strengthen programme evaluation.
