1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Horouta is located on the Horouta ki Poneke Marae in Porirua. Whānau have an affiliation to iwi from the East Coast. Some whānau including the administrator and kaiako have a long association with this kōhanga reo. Kaimahi include graduates of the kōhanga reo who are part of the long-term plan for the future sustainability of the kōhanga reo.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna express whanaungatanga through their interactions with others.

4 Findings

Mokopuna experience an environment supported by respectful relationships. Kaimahi model the values of the kōhanga reo including a love for te reo Māori and care for the mokopuna. Whanaungatanga underpins close intimate contact between kaimahi, whānau and mokopuna. Kaimahi consistently respond to mokopuna needs as they arise. Routines are well established. Mokopuna have opportunities to lead karakia and himene. They are praised for their efforts. Mokopuna appear settled.

Mokopuna are learning about who they are and where they are from. They are supported and encouraged to share their pepeha. They are welcoming of new people and interact positively with their peers. Tuakana initiate conversations with teina. Babies use emerging language and facial expressions to communicate with others. Kaimahi are supportive of mokopuna language development. They readily provide appropriate kupu and sentence structures related to different media, textures, sounds, movements, shapes and colours. Kaimahi use a variety of language strategies such as karakia, himene, waiata, questioning, humour, singing and dancing. Mokopuna enjoy the range of leaning experiences.

Programme planning and assessment processes are in place. Planning is a collaborative activity. Whānau have an opportunity to contribute to planning activities. Ongoing communication amongst kaimahi ensures the smooth implementation of planned activities. Kaimahi document mokopuna learning in profile books. Assessment information includes mokopuna voice and Mātai tamaiti. Kaimahi seek whānau voice when inquiring into individual needs including external expertise when necessary to increase their understanding of mokopuna differences.

Whānau meet regularly, have decision making processes in place and review some of their operations. A committee provides regular reports to the whānau. Health and safety policies provided by the National Trust have been ratified by the committee. Finance and kaimahi reports are tabled. The annual plan guides operational matters across the calendar. Personnel management processes are in place including appraisal that leads to professional learning goals for kaimahi and police vetting processes.

Key Next Steps

Programme evaluation requires attention. Kaimahi meet regularly, discuss the programme but they don’t document these.  They are aware that this is an area for further development. It is time for whānau to support kaimahi to establish a process to evaluate the effectiveness of the programme. 

While the whānau have a strategic plan, there is limited evidence of reporting and monitoring that will support them to work towards and achieve their long-term priorities. It is important that whānau regularly monitor and report towards the realisation of their strategic goals.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements the whānau must: 

  • establish a process to evaluate and record the effectiveness of the learning programme. [Regulation 43 Education (Early Childhood Services) Regulations 2008; C2 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]. 

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau continue to work with the District Office for support to address concern outlined in this report.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation – charter and strategic planning, policy review, personnel management, assessment and programme evaluation

  • areas of non-compliance – carrying out earthquake and fire drills, and hazard checking, and

  • any issues identified during this review.

2 Context

Te Kōhanga Reo o Horouta is located in Porirua on the Horouta ki Poneke Marae complex. The kōhanga reo has been operating under the management of the Te Kōhanga Reo National Trust (TKRNT) in order to address a number of issues including the recommendations from the previous ERO review.

Although the terms of reference for this supplementary evaluation did not include investigating the quality of the learning programme, ERO observed children’s learning during this visit. ERO’s findings in relation to children’s learning are reported below under Ngā Taumata Whakahirahira.

3 Findings

Ngā Taumata Whakahirahira

Children learn in a caring and nurturing environment. Kaimahi foster positive relationships with children and adults. Routines help children to learn ways to interact positively with others. Support is provided for children with specific learning needs. Play provides opportunities for children and kaimahi to have fun in the daily programme. All children are well supported by whānau and kaimahi.

Children are developing confidence in understanding and using te reo Māori. The whānau and kaimahi use a range of ways to enhance children’s learning including nurturing their spiritual and emotional wellbeing, being positive role models and encouraging children to participate in learning. Children actively participate in karakia and waiata, and there are clear expectations for tikanga in the programme. Children appear happy in their learning.

Planning and Evaluation

Children’s holistic development informs forward planning. Strategic and annual planning reflects whānau aspirations, their vision and mission statement. The whānau has worked with TKRNT to review and update the kōhanga reo charter and policies. A cycle of review for policies and procedures has been developed to guide whānau practices. The whānau has begun to implement an appraisal process for kaimahi.

Children’s learning needs are monitored. Kaimahi understand the connections between programme planning and assessment. With the support of the TKRNT, kaimahi have adapted their assessment practices which includes observations, photos and interactions with children. Kaimahi meet regularly to discuss and record strategies to support children’s learning based on their interests and kaupapa ako. Regular programme evaluations are well documented and identify key improvements to lift the quality of the learning programme. Kaimahi are more confident to plan, assess and evaluate the learning of children.

Key Next Steps

Aspects of internal evaluation require ongoing development. This includes ensuring:

  • the appraisal process has clear, documented links to the job descriptions for kaimahi

  • there are direct links between the annual plans and strategic goals for the kōhanga reo

  • internal evaluation is used to identify keys actions required to achieve goals and determine how well the goals have been met.

Areas of non-compliance

The whānau has developed and implemented systems to improve health and safety practices in the kōhanga reo. Earthquake and fire drills are now carried out regularly and recorded. Whānau members have also attended safety courses and developed a strong relationship with staff at the local fire station. Furthermore, the whānau has adopted templates developed for TKRNT to improve the quality of safety and hazard checks in the kōhanga reo. Children’s wellbeing and safety is a priority for the whānau.

4 Recommendations

ERO and the kōhanga reo whānau agreed the whānau will continue to build their knowledge of internal evaluation and strengthen management practices for the benefit of children in the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Horouta will be in three years.
