Te Kōhanga Reo o Ngāti Hāmua is based in Masterton, Wairarapa. The kōhanga reo is situated next to Te Marae o Rangimarie. Mokopuna have a strong and unique whānau-based learning environment. Whānau aspire for their mokopuna to confident in te reo Māori, tikanga Māori and mātauranga Māori

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna have positive meaningful relationships and interactions with others.

4 Findings

Mokopuna relationships are fostered and nurtured in a supportive learning environment. Kaimahi model positive guidance and they are gentle and engage with mokopuna in fun ways. Tuākana are encouraged to be mindful when around their teina. Pēpi smile and laugh as they express themselves. Their needs are well met by kaimahi who also enable them to interact with their tuakana. Kaimahi draw on a range of strategies to support mokopuna to build their understanding and use of te reo Māori. These include conversations, questions, prompts and instructions. Mokopuna are familiar with tikanga that reflect whanaungatanga. They know a range of karakia, mihimihi and mōteatea. Tuākana are confident to use what they know in te reo Māori. They are able to initiate conversations with kaimahi and each other. Kaimahi respond to mokopuna with warmth and understanding. Mokopuna are well supported and developing values of manaaki, aroha and tiaki for self and others.

Mokopuna engage in learning with familiarity and confidence. Kaimahi support mokopuna to learn and play alongside each other. Mokopuna have access to all learning spaces and outside playgrounds. Kaimahi provide learning opportunities and experiences that are fun. Designated areas for tuakana, tēina and pēpi enable them to explore in a space that is relevant for their age groups. The indoor spaces are well organised, resourced, and colourful. The learning areas promote play, creativity, and exploration. Transitions in the learning programme throughout the day are smooth and mokopuna know what is expected of them. Kaimahi constantly affirm mokopuna success. Mokopuna have fun exploring and interacting with the taiao.

Kaimahi planning, assessment and evaluation is underpinned by values of whanaungatanga. Mokopuna learning and development is a priority. Planning is purposeful and well designed. Kōnae are used to display samples of mokopuna work including learning stories that track mokopuna progress. Kaimahi use social media and discussions to inform whānau about mokopuna learning and development. They regularly reflect on their practices to strengthen and respond to mokopuna needs. Kaimahi review practice and use programme evaluation to measure quality of learning outcomes for mokopuna. The professional leadership of kaiako has contributed to lifting the quality of planning, assessment, and programme evaluation. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.

Whanaungatanga is central to whānau for managing the operations of the kōhanga reo. The Tūtohinga includes the history of the kōhanga reo and provides guidance and direction. Whānau utilise a range of processes for monitoring and reporting on operations. Hui minutes are informative and detailed well. Health and safety policies and procedures are set out and align to current legislation. Kaimahi regularly conduct emergency evacuation practices.

The whānau strategic plan is informed by Te Ara Tuapae and provides future direction for the kōhanga reo. The long and short-term priorities guide the vision and aspirations whānau hold for mokopuna.

Personnel management practices support kaimahi growth and development. Employment contracts and job descriptions provide clarity of expected responsibilities. Performance appraisals focus on enhancing knowledge of mokopuna wellness and building kaimahi leadership qualities. An annual plan sets out overall operational tasks and when these are to be completed.

Whānau continue to enhance internal evaluation to provide the best information for decision making.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:  

  • that whānau continue to enhance their collective strength.

Te Kōhanga Reo o Ngāti Hāmua is located in Masterton, Wairarapa. Since the previous ERO review, the kuia of the kōhanga reo has passed. In honour of the legacy of the kuia, the whānau have resolved to strengthen their efforts and contribution to the revitalisation of te reo Māori.

2 The Evaluation Findings

How well do children show they are settled at kōhanga reo?

Children are very settled in their play and relationships with others.

Ngā Taumata Whakahirahira

Children are immersed in te reo Māori. Kaiako seek ways to support children’s language development. Waiata is a popular strategy that kaimahi use to expose children to te reo Māori. Other strategies include the use of prompts and questions by kaimahi when interacting with children. While children are limited in their ability to speak Māori consistently throughout the day, they understand instructions and can use simple words and phrases to communicate with each other and adults. Children are early learners of te reo Māori.

Children experience relationships based on whanaungatanga. While many whānau do not have whakapapa connections to each other, they observe supportive and encouraging interactions between kaimahi, children and whānau. Kaimahi are respectful of children and praise them for their successes. Babies are encouraged to participate in all aspects of the learning programme. Kaimahi attend to the emotional and physical needs of the babies in the kōhanga reo. Children appear secure and trusting in their interactions with others.

Children choose and follow their individual interests throughout the day. They move confidently around the kōhanga reo as they play. Kaimahi ensure children are well supervised and sit amongst the children singing and asking questions. Children play quietly in their areas of interest while other children are observed playing happily together and sharing resources. There is a range of resources and space in the kōhanga reo for children to choose from. Children participate in learning that is unstructured and open.

Planning and Evaluation

The whānau adequately manage the operations of the kōhanga reo. The format and structure of whānau hui are consistent. Whānau regularly review key documents and ensure that these are signed, dated and filed. Policies and procedures guide whānau to provide a safe learning environment for children. Kaimahi appraisals are conducted annually and reviewed with the support from their local kaimahi of Te Kōhanga Reo National Trust. There is an annual plan in place to ensure key tasks are completed and regularly monitored. Whānau management practices support the smooth operation of the kōhanga reo.

Key Next Steps

It is time for whānau and kaimahi to consider deliberate ways to extend the variety and challenge in children’s learning. While children are able to freely choose from a range of activities and resources, whānau and kaimahi must now plan to provide more balance between free play and structured learning times. Therefore, further development of programme planning, assessment and evaluation practices is required to ensure all children are engaged in high quality learning programmes.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau and kaimahi will work closely with Te Kōhanga Reo National Trust kaimahi to enhance programme planning, assessment and programme evaluation in the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngāti Hāmua will be in three years.
