1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

Officially launched in 1983, Te Kōhanga Reo o Raukawa has both physical and historical affiliation to local iwi and hapū of Ngāti Kapumanawawhiti, Ngāti Raukawa-Te-Au-ki-te-Tonga and Ngāti Raukawa nui tonu. The Kōhanga Reo is located on Te Marae o Te Pou o Tainui in Ōtaki.
3 Evaluation Focus
How well do mokopuna demonstrate and understanding of who they are and where they come from?
Mokopuna show they are developing a strong sense of identity.
4 Findings
Mokopuna participate in learning where they are nurtured to be proud of who they are and where they come from. The marae enhances mokopuna understanding of their roles and responsibilities as tangata whenua during pōwhiri and whakatau. By being part of these formalities, mokopuna are exposed to genuine and authentic oratory skills through karanga and whaikōrero. The morning programme provide opportunities for mokopuna to share their pepeha and whakapapa with others. They show enthusiasm and excitement and are well supported to express themselves and sincerely affirmed by kaimahi. Being positive role models for the mokopuna is a strength of the Kaimahi who work effectively as a team to support each other throughout routines and transitions. Most kaimahi are fluent speakers who use effective language acquisition strategies such as prompting, praising and questioning to grow te reo Māori capabilities among mokopuna. Kaimahi know mokopuna intimately and show genuine care and connection. Relationships are strengthened as mokopuna and kaimahi work closely together throughout the programme. The learning environment is rich in resources that promote te ao Māori and stimulates mokopuna senses as they engage in learning. Mokopuna are well supported to explore their interests in and around the kohanga and marae. Mokopuna are settled and happy learners.
Kaimahi work from the basis of whanaungatanga as they plan the learning programme and monitor mokopuna learning and progress. Planning is a collaborative weaving together of ideas into a well-presented framework that is easy to follow. It contains essential elements such as documenting goals, learning outcomes, variation of language learning, and a range of activities and karakia and waiata to excite and engage mokopuna.
Assessment is purposeful and relevant. Kaimahi maintain records to monitor learning, progress and emerging interests for individual mokopuna. These show how mokopuna are encouraged and extended in a variety of innovative ways. These are documented in kōnae mokopuna and Te Aho Poutama. The learning programme is evaluated with a focus on improvement. Mokopuna experience a high quality and stimulating learning programme that fosters and nurture’s identity.
Whānau whakahaere practices show that whānau are committed and productive. Through wānanga, strategic direction is clearly identified in the Maio Te Hā document. Whānau are committed to growing and maintaining te reo Māori and the values of Te Kōhanga Reo o Raukawa, including Ūkaipōtanga. Whānau have established Ohu to share the responsibility of whānau whakahaere practices. Each Ohu reports regularly at hui to share progress made against goals and outline next steps. Key health and safety policies are reviewed and updated. An annual plan guides operations. Personnel matters are managed efficiently. Appointment processes are guided by the Children’s Act 2014 to ensure the safety of mokopuna. Appraisals are complete and focus on developing kaimahi knowledge and skills to be supportive and effective practitioners. Finances are managed effectively. Mokopuna are at the centre of whānau whakahaere practices.
Key Next Steps
Most strategic objectives have been achieved or are on track to be achieved. It is now time to further develop the Maio Te Hā document to identify strategic directions while clearly mapping a sustainable future. The quality of mokopuna experiences and education can be sustained through future focused planning.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO recommend that whānau to continue to maintain effective management practices and to work collectively to respond to the key next step.

1 Context
Te Kōhanga Reo o Raukawa is located behind Te Pou o Tainui Marae in Ōtaki. Whānau share close connections to each other, and the marae. Kaimahi contribute to their purapura, Te Purapura o Raukawa. Since ERO’s last review, the whānau has relocated to a new, purpose built whare.
2 The Evaluation Findings
How well do children show whanaungatanga?
Children show that they embrace whanaungatanga.
Ngā Taumata Whakahirahira
Children engage in caring, loving relationships. Kaimahi know their children well. Close whakapapa connections contribute to respectful relationships. Children look to kaimahi for care and reassurance. Babies are held by kaimahi at formal karakia and learning times. Older children support one another to lead formal aspects of learning. Kaimahi tones and conversations to each other and children are considerate. Children re-enact positive interactions with their friends. The care and needs of children are well understood and catered for. Children show connections to others.
Children are supported to affirm connections to their marae and iwi. Whānau provide opportunities for children to contribute to their marae by participating in marae and iwi events. These occasions enable children to observe whānau role modelling tikanga and te reo Māori. Children show understanding of tikanga for welcoming visitors, waiata and mihimihi. The marae is an integral part of the learning environment. Children confidently ride their bikes and play on the marae. They sing and haka for whānau at tangi and other occasions. Children show confidence in their environment.
Children are immersed in te reo Māori. Whānau have aspirations for children to be confident future speakers of te reo Māori for their whānau andhapū. Children learn te reo Māori in meaningful ways. Kaimahi follow children’s conversation and build on their language development. They notice and respond to opportunities to enhance children’s use of te reo Māori. Older children use te reo Māori in their social conversations with each other and their kaimahi. Karakia and learning times provide children with opportunities to learn formal conventions of te reo Māori. Children confidently use te reo Māori when communicating with others.
Children are encouraged to explore through play. Whānau provide an environment that is stimulating and interesting. The new whare is spacious, functional and well lit. There is time for children to make independent choices and lead their learning. Babies have designated spaces to crawl and move around. They enjoy choosing their own toys. Older children move around and through the whare with confidence and ease. They have many options inside and outside of the whare to explore. Kaimahi use children’s interests to motivate and extend children’s learning. Children enjoy their learning and play.
Planning and Evaluation
Whanaungatanga underpins whānau management. The strategic goals are outlined in the strategic plan, Mai Ō te Hā. An ohu structure supports whānau contribution. Whānau lead and participate in decisions about the learning programme, finances, administration, premises and property. Ohu reports are regularly presented at whānau hui. Health and safety registers are in place. Professional learning and development is planned for. There are currently three kaiako completing Te Tohu Whakapakari from Te Kōhanga Reo National Trust (TKRNT). All kaimahi attend the purapura hui to reflect and discuss aspects of their teaching practice. Children’s needs are the priority.
Positive relationships support well considered decision making. Kaimahi work collaboratively in all facets of their work. This enhances assessment, planning and evaluation practices. Assessment of children’s learning is shared with whānau. It shows children’s progress. Planning is visible and includes whānau voice. Kaimahi discussions focus on the learning and benefits for children. This is usually recorded in staff hui. Children’s learning is a collective responsibility.
Key Next Steps
While planning is visible and includes whānau voice, kaimahi have acknowledged their desire to strengthen their planning. This is a need that TKRNT has identified to support kaimahi within their purapura. Kaimahi recognise the benefit this will provide them to improve their practice. Children are at the centre of kaimahi decision making.
Whānau want their kōhanga reo to be the best it can for their children. They are focussed on improving what they do to benefit their children. This includes completing a review of their charter and focussed policy review to meet criteria and regulations. Whānau have not planned, implemented and recorded regular emergency evacuation drills. Children’s safety and wellbeing will benefit from more focused review.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:
- provide regular education and care of emergency drills, including carrying out and recording regular fire and earthquake drills.

4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendations:
- work with TKRNT and Te Purapura o Raukawa to access professional learning and development for kaimahi to support their practice
- implement regular emergency evacuation drills.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Raukawa will be in three years.

Evaluation
Te Kōhanga Reo o Raukawa is at Te Pou o Tainui marae in Ōtaki. New whānau have strengthened relationships between the kōhanga reo and key stakeholders in the community. The older children are confident to speak te reo Māori with their peers and adults while the babies are developing in their understanding and use of te reo Māori.
The next ERO review of Te Kōhanga Reo o Raukawa will be in three years.
1 Context
Te Kōhanga Reo o Raukawa is on Te Pou o Tainui Marae in Ōtaki. It was the first kōhanga reo established in the region. Since the previous review, there has been a change in whānau. All teaching staff are acknowledged as kaiako and the whānau are in the process of appointing a kaiako matua. Children and kaiako are connected to each other by whakapapa.
2 The Review Findings
To what extent are children confident speakers of te reo Māori?
The older children are confident to speak te reo Māori with their peers and adults, while babies understanding and use of te reo Māori is developing.
Ngā Taumata Whakahirahira
Children learn te reo Māori in meaningful and varied contexts. Kaiako continuously engage with children in te reo Māori throughout the day. Waiata, karakia, pepeha and games are integrated into the language programme. Whānau and community are competent speakers, who share and participate in children’s language development. Older children have conversations in te reo Māori with their peers and adults while the babies are developing in their use of te reo Māori. Children are developing as confident speakers of te reo Māori.
Children interact positively with each other and adults. Kaiako encourage and model these positive interactions. Tuakana have lead roles in the daily programme including roll call and mihimihi. They willingly support teina to listen and respond to instructions. Children acknowledge their parents when they leave. There is very little anxiety. Children’s relationships with kaiako and each other are meaningful and genuine. Children are caring and respectful.
Children learn in an environment where their identity is nurtured. Most children have whakapapa connections to Te Pou o Tainui Marae. Kaimahi encourage and support children to recite and recall their own whakapapa. The marae setting provides opportunities for children to develop further understandings of their connections to both the Kīngitanga and Ngāti Raukawa ki te Tonga. Children know who they are and where they come from.
Children nurture and care for living things in their environment and beyond. There are farm animals next to the kōhanga reo and children have daily opportunities to walk there and feed them. Kaimahi plan haerenga so children are able to see and appreciate other living creatures at nearby facilities such as the zoo and bird reserve. Children enjoy identifying, drawing and impersonating these animals. Children learn the importance of connections between the natural and physical environment.
Planning and Evaluation
Children’s learning is well planned. There are three groups of children at the kōhanga reo each with their own kaiako. Kaiako provide a variety of stimulating learning experiences. Activities are developed according to their age. The colourful and attractive indoor and outdoor areas support learning in a fun environment. There is a strong emphasis on independent play throughout the programme. Children receive quality learning opportunities that are responsive to their needs.
Assessment of children’s learning is regularly monitored. Kaiako gather information about individuals using observations throughout the daily programme. Assessment information shows children’s progress and development. Children’s portfolios contain samples of their work and are shared with parents. Whānau are well informed of their children’s learning and progress. Children are supported learners.
Kaiako continuously reflect on and evaluate the usefulness of the learning programme. Children’s learning needs and interests are carefully considered. Programme evaluation is discussed and documented at regular kaiako hui. Whānau are informed of these discussions during this time. Effective internal evaluation provides ongoing development and improvement. Children benefit from effective programmes of learning.
Whānau management of the kōhanga reo has been redeveloped with new and returning whānau. Sound systems are in place for managing personnel, finance and reporting across all areas of operations. Whānau have completed a strategic plan aligned to mātāpono similar to their iwi and local wānanga strategy, Whakatupuranga Rua Mano. Whānau have strong aspirations to continue to grow their use of te reo Māori and upskill kaiako qualifications. Whānau relationships are strong. Social media including Facebook and sporting activities help to keep whānau engaged, informed and positive. Children are at the heart of all decision making.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:
- whānau and kaiako continue to progress with annual actions to meet strategic goals for the future.
Conclusion
Te Kōhanga Reo o Raukawa is at Te Pou o Tainui marae in Ōtaki. New whānau have strengthened relationships between the kōhanga reo and key stakeholders in the community. The older children are confident to speak te reo Māori with their peers and adults while the babies are developing in their understanding and use of te reo Māori.
When is ERO likely to review the kōhanga reo again?
The next ERO review of Te Kōhanga Reo o Raukawa will be in three years.
