1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Tītahi Bay is in Porirua, Wellington. The kōhanga reo was established in 1983. This is the only kōhanga reo in the area. Whānau aspire for their mokopuna to be speakers of te reo Māori.

3 Evaluation Focus

How well do mokopuna express their understanding of whānaungatanga?

Mokopuna express whānaungatanga through their positive interactions and relationships with others.

4 Findings

Mokopuna are familiar with tikanga that reflects whānaungatanga. Kaimahi provide mokopuna with opportunities to lead and support each other in formal activities such as karakia, waiata and mōteatea. Whakapapa connections are reinforced throughout the learning programme. The names of the local awa, maunga and tīpuna are familiar to mokopuna. Kuia and adults actively engage with mokopuna in meaningful ways. Constant praise and encouragement are strategies used by kaimahi to promote mokopuna confidence. Mokopuna learn about the positive effects of relationships with people and places.

Whānaungatanga is central to managing the operations of the kōhanga reo. Whānau hui minutes are detailed, informative and hui are well attended. Policies and procedures are regularly reviewed to ensure they reflect legislative requirements, this ensures mokopuna wellbeing is a priority. The annual plan provides clear guidance and timelines required to meet key administrative tasks. The tūtohinga provides clear guidance and direction for the whānau to manage their operations.

Strategic planning includes the vision and aspirations whānau hold for mokopuna. There is a focus on property renovations and succession planning. Kaimahi employment documentation includes employment contracts, job descriptions and kaimahi safety checking. Kaimahi appraisals are complete with an ongoing focus on building capability. Whānau operations are managed in the best interest of the mokopuna.

Kaimahi planning and programme evaluation is underpinned by values of whānaungatanga. Planning is clearly linked to Te Whāriki a Te Kōhanga Reo and includes year, term, monthly and weekly plans that guide kaimahi to implement the learning programme. Kaimahi meet regularly to reflect on the quality of the learning programme. Strategies include positive changes to strengthen and respond to mokopuna needs. Mokopuna benefit from focussed approaches.

Key Next Steps

Assessment practices require strengthening. While kaimahi use konae mokopuna, there is minimal evidence of individual learning and progress over time. Mokopuna would benefit from improved assessment practices.

5 Assurance on Legal Requirements

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration

  • processes for appointing staff

  • stand-downs, suspensions, expulsions, and exclusions

  • attendance

  • school policies in relation to meeting the requirements of the Children’s Act 2014.

To meet compliance requirements, they must: 

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Te reo Māori

  • Planning and Evaluation

  • Programme planning, organisation and management

  • Internal Evaluation

  • Areas of non-compliance

Any other issues that arise during the reivew.

2 Context

Te Kōhanga reo o Titahi Bay is in Porirua, Wellington and it is the only kōhanga reo in this area. The previous ERO report 2016 raised concerns around te reo Māori, managing children’s behaviour, extending children’s learning, organising and managing the learning programme, whānau management, internal evaluation, appraisal and health & safety of children.

3 Findings

Children are well supported to learn te reo Maori. The kuia provides ongoing support for children and whānau. Kaimahi use a variety of strategies for children to express themselves in te reo Māori. Older children confidently answer simple questions, while the younger children mimic words and simple phrases. Babies use body language to convey messages and display their understanding of the language. Kaimahi praise children’s efforts for using te reo Māori. Waiata is often used to develop children‘s confidence use the language. Children are developing as speakers of te reo Māori.

Children’s interactions with others are positive. Kaimahi promote the values of aroha, manaaki and āwhina in the learning programme. They have established routines and expectations related to behaviour during the formal time of the programme. Kaimahi encourage children to manage aspects of their care, sleep and eating according to their needs. They provide opportunities for children to lead specific parts of the daily programme. Activities are organised to foster meaningful interactions as tuakana, teina. Children are respectful and caring of others.

Children’s learning needs guide programme planning. The planning includes a yearly overview which is linked to the monthly plan. Kaimahi use the seasons and atua Māori to support kaupapa ako. Learning objectives, resources, language vocabulary are identified for separate age groups. Kaimahi have in place processes to assess children’s progress related to the learning programme. Children’s learning is well monitored. Children enjoy learning that is well planned and monitored.

The whānau have systems in place to manage the operations of the kōhanga reo. They work collectively to implement and monitor processes to keep informed about personnel, finance and children’s learning. Whānau actively participate in monthly meetings to share issues or concerns that may impact on kōhanga reo developments. Whānau regularly discuss health and safety policies and procedures. Children benefit from whānau decisions that focus on their learning and wellbeing.

Key Next Steps

The whānau have in place strategic goals, however these are not regularly monitored. It is time for whānau to put in to place an action plan that is going to support them to meet their long term priorities. Whānau acknowledge the benefit of monitoring and reporting on strategic progress and growing their capability to manage kōhanga reo operations.

The learning programme is not regularly evaluated. Kaimahi and whānau acknowledge the benefit of regular meetings to monitor the quality of the learning programme. Whānau members with skills and experience are encouraged to support kaimahi with programme evaluation to improve their practices.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • To develop an annual plan to support their strategic direction
  • Implement programme evaluation to improve the quality of children’s learning.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Titahi Bay will be in three years.
