1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Ngahere o Te Rangimārie is located on Te Marae o Wainuiomata in Wainuiomata. Whānau come from various hapū and iwi and are connected through their community. Their vision, principles and values by providing a solid foundation for mokopuna to learn te reo Māori through the kaupapa o te kōhanga reo.
3 Evaluation Focus
How well do mokopuna express their understanding of tuakiritanga?
Mokopuna express their understanding of tuakiritanga through engaging in activities that embrace their unique identity.
4 Findings
Mokopuna participate willingly in learning experiences that foster and affirm their identity. Kaimahi model te reo Māori, using a variety of techniques such as te reo āwhina, te reo kākā and te reo tohutohu to enhance language learning. Older mokopuna are supported to explore language structures through leading karakia, mihimihi and reciting pepeha. Tēina demonstrate their understanding through facial expressions and body language. The foundation for all interactions is manaakitanga, ensuring that care and respect are central to all interactions. Kaimahi embody the principles of aroha and tiaki creating a warm and supportive environment for all mokopuna. They are attuned to the unique needs and strengths of each mokopuna by adapting their approach to ensure all mokopuna are valued. Older mokopuna naturally model values of aroha, manaaki and whakaute, guiding and supporting their tēina in shared play and learning. Mokopuna express their enjoyment through frequent smiles and laughter. Kaimahi consistently praise, acknowledge, and affirm mokopuna contributions. Mokopuna are developing a strong sense of identity and belonging.
Mokopuna are encouraged to explore and make sense of their taiao. To maintain familiarity and consistency for mokopuna throughout the day, kaimahi ensure smooth transitions between activities and spaces. The outdoor learning spaces foster the development of mokopuna social skills while they eagerly participate in a range of activities. Equally inviting, the indoor learning spaces are vibrant and colourful. Visits to the marae offer meaningful opportunities for mokopuna to connect with the whenua, and their tūrangawaewae. Mokopuna are settled learners.
Kaimahi work collaboratively as they plan the learning programme. Whānau are invited to contribute to planning. The mahere ako consists of year, term and weekly plans. Planning includes desired learning outcomes, content, resources and strategies to support programme implementation. Mokopuna learning is documented in kōnae mokopuna and include detailed individual learning journeys. Kaimahi regularly share mokopuna growth and development with whānau. Mokopuna experience a learning programme that is responsive to their needs and interests.
Whānau whakahaere practices are in place. The whānau management structure of te kōhanga reo is overseen by the whānau komiti, which ensures efficient management and reporting of operational matters. Whānau have identified and outlined their goals and aspirations in their strategic plan and have an action plan that outlines the details to meeting these goals. An annual plan identifies operational tasks to completed. Regular hui are attended, recorded, and purposefully conducted. Financial matters are managed well with regular reports provided at each hui. Core health, safety and personnel policies and procedures are in place to prioritise the wellness of mokopuna. Regular earthquake and fire drills are conducted and documented to ensure emergency preparedness. Personnel management includes maintaining documentation such as individual employment agreements, position descriptions and completed kaimahi safety checks. Additionally, self-review appraisals support the growth and development of each kaimahi. The tūtohinga provides clear guidance and a planned approach grounded in the principles of Te Korowai. Mokopuna wellbeing and learning are promoted through good whānau whakahaere practices.
Key Next Steps
Programme evaluation requires formalising. While kaimahi meet regularly to discuss and reflect on the learning programme, these conversations are not documented. It is difficult to gauge whether any changes have been made to the programme because of these discussions. It is time for the whānau to seek support for kaimahi to increase their understanding of the purpose and process of programme evaluation. Mokopuna would benefit from increasing kaimahi knowledge of programme evaluation for ongoing improvement.
Whānau understanding of the implementation of the Children’s Act 2014, the prevention of child abuse can be strengthened. There is a clear policy and procedures to guide kaimahi and whānau, and kaimahi and whānau have some understanding of the Children’s Act 2014 and its process, however they shared it would be beneficial to continue to increase their awareness of the act and their commitment in fulfilling the obligations of the act. Mokopuna would further benefit when their safety and wellbeing is prioritised.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO recommend that whānau continue to work alongside the Tari ā Rohe for support to address the key next steps identified in this report.

1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Te Ngahere o Te Rangimarie is located on Te Marae o Wainuiomata in Wainuiomata. The kōhanga reo attracts many whānau. National Trust training for Te Tohu Whakapakari is a priority. Whānau have regular contact with the local purapura the local Trust office.
3 Evaluation Focus
How well do mokopuna demonstrate whanaungatanga?
Mokopuna positively show whanaungatanga through their interactions with others.
4 Findings
Mokopuna are immersed in a warm whānau environment. Respectful practices are in place such as greeting others, acknowledging whānau and introducing visitors. Mokopuna interact positively with one another and others including whānau, kaimahi and visitors. They experience awhi and aroha through affectionate touch from whānau. Whānau and mokopuna sing actions songs and learn together. Whānau support mokopuna by modelling positive relationships and assisting mokopuna to participate. Some mokopuna copy what they see and hear. Tikanga such as whakatau manuhiri foster social interactions guided by kaimahi. Kaimahi support individual mokopuna needs. Tuākana have responsibilities including ringing the bell, leading karakia and waiata. Teina sit alongside their tuākana. Kaimahi respond to the physical and emotional needs of babies. Mokopuna are loved.
Mokopuna learn te reo Māori alongside others. Language is modelled by whānau and kaimahi. Kaimahi use a range of language strategies to support mokopuna language development including including karakia, himene, pepeha, pānui, pūrākau and waiata. Kaimahi encourage and support mokopuna language interactions. The formal part of the programme enables mokopuna to learn language patterns through repetition such as mihimihi. Kaimahi use hand actions as physical cues to assist mokopuna participation. Babies communicate using facial expressions and hand movements. Kaimahi and whānau intimately know the babies and respond accordingly. Mokopuna are settled.
Whānau have a committee with responsibility for whānau whakahaere. The committee meets regularly and documents their decision-making processes. An annual plan is in place to guide the administration of key aspects of operations. Most personnel matters are in place.
Key Next Steps
Internal evaluation requires strengthening. Whānau understand that robust internal review processes will assist them to strengthen the overall management of the kōhanga reo. They have identified a number of operations that require review, some of which are presently under way. They acknowledge the importance of putting processes in place to strengthen internal evaluation.
Although planning and assessment practices are in place, there are limited connections between these. While kaimahi attend planning and assessment wānanga, they acknowledge that they are still learning how to connect planning with assessment. It is time for whānau to seek support for kaimahi to ensure that assessments inform planned learning for mokopuna and that planned learning is reflected in mokopuna assessments.
While there is some evidence of individual kaimahi evaluating their respective practices, there is no evidence of programme evaluation. Kaimahi do not monitor the effectiveness of the programme for mokopuna.
Charter, policies and procedures are presently under review. Whānau agreed that this is an area to where continued development is required. It is important that whānau access external support to understand the importance of policies aligning with current regulations. Whānau agreed to review and amend this as necessary to align with current regulations.
While the appraisal process is in place, whānau acknowledge they are presently reviewing it. Whānau are aware that it is important that job descriptions align with appraisals for respective kaimahi.
Although Te Ara Tuapae is in place, it is about six years old. Whānau acknowledged that it is time to review this and to ensure that strategic actions are monitored over time to realise their long-term priorities.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
Whānau agree that they must:
- establish a process for evaluating the effectiveness of the learning programme.

6 Recommendation
ERO and the developed the following recommendation:
- that the whānau, supported by the District Office, develop an action plan to address the issues raised in this report.

Te Kōhanga Reo o Te Ngahere o Rangimārie is on Wainuiomata marae in Wellington.The kōhanga reo provides care and education to mokopuna and their whānau in Wainuiomata area. Te reo and tikanga Māori are the main focus of the whānau. Children’s learning is steeped in Māori traditional stories, art and culture.

1 Context
Te Kōhanga Reo o Te Ngahere o Te Rangimārie is on Wainuiomata Marae, in Wellington. Most children and their whānau come from the Wainuiomata area. Whanaungatanga is reflected in the way the whānau support the kōhanga reo and the community.
The vision of this kōhanga reo is to strengthen te reo Māori me ngā tikanga Māori. Whānau principles and values emphasise the ongoing commitment to strengthening the kōhanga reo to benefit their children now and in to the future.
2 The Review Findings
How well do children show they are happy and confident in the kōhanga reo?
Children show a growing confidence and happiness in their experiences at the kōhanga reo.
Ngā Taumata Whakahirahira
Children learn in an environment where te reo Maori is a priority. Kaimahi use a range of strategies to increase children’s reo development. These include repetition, introduction of new vocabulary and focused individual support. Children include the new kupu in to their conversations. They learn the language structures of mihimihi, pepeha, whakataukī and waiata. This gives them confidence to participate during these formal times of learning. Children are developing confidence to have conversations with each other and with adults in te reo Māori.
Children are engaged learners. Kaimahi recognise that children learn in a variety of ways. Children enjoy the opportunities to explore and expand on their understanding about the world. The name of the kōhanga reo provides a valuable window to the natural environment and elements. The well organised and refreshed learning environment reflects the desire of the whānau for children to learn about the local stories. Māori art adorn the walls and promote the significance and importance of being Māori. Children are learning about their place in the world.
Children work well with and alongside others. Whanaungatanga underpins all relationships. Interactions are positive caring and respectful. Routines are well established. The consistency and familiarity of the learning programme provide children with a sense of security. Children take responsibility for looking after their kōhanga reo and each other. Children’s positive experiences and relationships provide a sound foundation for learning.
Planning and Evaluation
Programme planning and assessment is developing. Kaimahi are new to the kaupapa of te kōhanga reo. They continue to familiarise themselves with the kaupapa and expectations of kōhanga reo. An annual plan, term plans and weekly plans are in the early developmental stage. A local kuia with a wealth of knowledge in te reo Māori and the kōhanga reo movement provides support to kaimahi to establish suitable learning programmes and assessment practices.
Aspects of whānau management are well organised. The whānau has developed a management process that is inclusive and less onerous for parents who are unable to commit to regular attendance at meetings. Open communication and clear expectations ensure the whānau is meeting key responsibilities in the management of the kōhanga reo. The focused annual plans and review of the kōhanga reo systems places children’s wellbeing and belonging at the centre of operations.
Key Next Steps
Children’s assessments do not reflect planning. Kaimahi do not make links to the learning outcomes in planned programmes as a source for monitoring children’s progress. They are still developing an understanding of how children’s interests can be integrated in to the planning. Children’s learning could be better monitored if planning and assessment were closely linked.
It is time for whānau to establish an appraisal process to support kaimahi in their professional development. Strategic planning also needs some attention. Whānau acknowledge that they need to make better use of Te Kōhanga Reo National Trust’s strategic plan. This will assist them to identify long and medium term priorities for the kōhanga reo.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendations:
- Strengthen assessment
- Implement an appraisal process that supports the professional growth of kaimahi
- Develop a strategic plan.
