1 ERO’s Judgements
Akarangi | Quality Evaluation evaluates the extent to which this early childhood service has the learning and organisational conditions to support equitable and excellent outcomes for all learners. Te Ara Poutama Indicators of quality for early childhood education: what matters most are the basis for making judgements about the effectiveness of the service in achieving equity and excellence for all learners. Judgements are made in relation to the Outcomes Indicators, Learning and Organisational Conditions. The Evaluation Judgement Rubric derived from the indicators, is used to inform ERO’s judgements about this service’s performance in promoting equity and excellence.

2 Context of the Service
Cloud Kids Educare is a community-based, not-for-profit service governed by a board. A centre manager and team leader manage the day-to-day operations of the service. Almost a third of children attending are Māori, and a small number are Samoan. The philosophy is based on the concepts of whanaungatanga, manaakitanga and respect.
3 Summary of findings
Children experience a routine-based curriculum within a calm environment that provides predictable and consistent routines. The curriculum positively promotes children’s sense of security, and teachers know children well. Those who work with infants and toddlers maintain an unhurried pace which gives these younger children space and time to make choices and develop independence. They are respectful and responsive to children’s verbal and non-verbal cues.
Aspects of tikanga Māori and basic te reo Māori are used by teachers in their everyday practice. Children with additional learning needs are well supported by teachers to participate in the curriculum experiences provided.
Leaders’ and teachers’ relationships with parents are respectful and meaningful. There are good opportunities for parents to be involved in the curriculum through a range of events and celebrations. The service is yet to establish relationships with Pacific families to better support the inclusion of Pacific cultures, languages and identity in the curriculum.
Teachers are developing a new system to plan for children’s individual learning. Parent aspirations are sought, and teachers regularly communicate with parents/whānau about their child’s learning. The learning of children is documented through narrative assessment. Teachers are in the early stages of building consistent understandings of how to use the learning outcomes in Te Whāriki, the early childhood curriculum, to show children’s progress over time.
Self-review is used to support the delivery of the curriculum. An internal evaluation framework has been developed and is currently in the early stages of implementation. The service is yet to develop an understanding of how changes made, have impacted on improved outcomes for individuals and groups of children.
4 Improvement actions
Cloud Kids Educare will include the following actions in its Quality Improvement Planning:

Establish partnerships with Pacific families to support the increased inclusion of Pacific children’s cultures, languages and identity in the curriculum.
-
Strengthen teachers’ understanding and knowledge of how they can use the learning outcomes in Te Whāriki to improve planning, assessment and evaluation practices, and to clearly document children’s learning.
-
Grow leaders’ and teachers’ understanding and use of internal evaluation processes to help them identify how teaching practices are impacting on learning outcomes for individuals and groups of children.
5 Management Assurance on Legal Requirements
Before the review, the staff and management of Cloud Kids Educare completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

premises and facilities
-
health and safety practices
-
governance, management and administration.
During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

emotional safety (including positive guidance and child protection)
-
physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
-
suitable staffing (including qualification levels; safety checking; teacher registration; ratios)
-
relevant evacuation procedures and practices.
All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Background
Cloud Kids Educare is a community-based early childhood centre governed by the Masterton Family Support Service. The January 2021 ERO report identified that aspects of governance, management and administration and health and safety required further development to meet the regulatory standards. Support was provided to the service by the Ministry of Education.
Summary of Review Findings
The curriculum supports children to have choice about their participation and involvement in their learning. They have opportunities to develop their understanding of the dual heritage of Aotearoa, New Zealand. Children experience positive interactions with their teachers.
Teachers seek parents’ aspirations for their child and encourage them to be involved in their child’s learning. There are opportunities for parents to be involved in policy review.
Further work is required to meet some health and safety requirements and to ensure that the premises and facilities are adequately maintained and able to be easily accessed by children.
Actions for Compliance
ERO found areas of non-compliance in the service relating to:
-
indoor and outdoor items, surfaces, furniture and equipment are safe, hygienic, and suitable for their intended use and maintained in good condition
-
ensuring the emergency plan specifies a list of emergency supplies and safety resources and details of how these will be accessed and maintained in an emergency, and that the emergency plan is reviewed annually
-
ensuring that relevant emergency drills are carried out with children on at least a three-monthly basis
-
evidence of written parental permission for children when travelling in a motor vehicle.

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliances:
-
adults consistently providing children with full access to the licensed space within the service, including the toilets [PF2]
-
all sleeping surfaces used for children being covered with a non-porous material [PF30].
Recommendation to Ministry of Education
ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.

Background
Cloud Kids Educare is a community-based early childhood centre run by the Masterton Family Support Service. The May 2018 ERO report identified that leadership, management and the curriculum required further development. Since that time there has been a restructure of the support service and changes to leadership and staffing. Ministry of Education assistance has been accessed.
Summary of Review Findings
Teachers provide a programme that enables children to make decisions about their participation and learning experiences. The curriculum is inclusive. Children have opportunities to develop their understanding of the dual heritage of Aotearoa, New Zealand. They experience positive interactions with their teachers. The design and layout of the premises support a range of activities. Teacher appraisal is in place. Progress is being made in the implementation and monitoring of health and safety requirements, and establishment of effective governance and management systems, including a process to support ongoing review and improvement.
Actions for Compliance
ERO found areas of non-compliance in the service relating to implementation of a suitable:
- risk management system
- process for reviewing and evaluating the service’s operations.
