Te Kōhanga Reo o Ngā Mokopuna is in Kilbirnie, Wellington. Whānau express a shared commitment to embedding te reo Māori, mātauranga Māori and tikanga Māori underpinned by Te Korowai, Te Whāriki a te Kōhanga Reo, and Ngā Taumata Whakahirahira. Kaimahi collaborate in their roles and are led and supported by an experienced leader.
3 Evaluation Focus
How well do the whānau understand the significance of the mana of the mokopuna, spiritually, intellectually and physically including the importance of managing the operations of the kōhanga reo?
The whanau have a very good understanding of the mana of the mokopuna, spiritually, intellectually and physically including the importance of managing the operations of the kōhanga reo.
4 Findings
Mokopuna are developing as speakers of te reo Māori. Whānau and mokopuna know and model the tikanga of te pou tuatahi, ‘ko te reo anake i roto i te kōhanga reo’. Kaiako and whānau are influential, authentic speakers of te reo Māori and are strong language models for mokopuna. Kaiako use effective, deliberate strategies to increase mokopuna language proficiency. Mokopuna require very little prompting and assistance, they confidently share their ideas and thoughts with ease. Tuākana spontaneously initiate conversations and use te reo Māori naturally in formal and informal settings. Pēpi and tēina demonstrate their understanding through body language, facial expressions and sounds. Tuākana confidently lead formal welcoming protocols where they have opportunities to recite whaikōrero and welcome manuhiri. Mokopuna know their role in pōhiri and participate as kaitautoko. Their rangatiratanga is acknowledged as they pōhiri and whakanoa manuhiri. Mokopuna use te reo Māori with increased confidence and accuracy.
Mokopuna engage in learning that promotes connections. Kaiako use creative strategies that support mokopuna understanding of relationships between atua, people, living things and their environment. They integrate karakia and whakamoemiti into daily learning and mokopuna confidently recite karakia in different settings. Mokopuna are encouraged to show respect for atua Māori and in doing so, effectively nurture spiritual connections. Kaiako model whanaungatanga, manaakitanga and aroha. This supports mokopuna to initiate meaningful and respectful relationships with others. Whaioranga o te mokopuna is considered as kaimahi are attentive to mokopuna needs and haumarutanga. Mokopuna self-esteem is enhanced and cherished through regular praise and affirmation. They are proud of their achievements and share these with others. Mokopuna confidently recite the pepeha of the kōhanga reo in waiata and learn about connections with their friends and the environment. Mokopuna show a strong sense of belonging and connection with kaimahi and their friends in their taiao.
Mokopuna are active, engaged learners. Kaimahi create a fun, energetic, exciting environment that embraces Ngā Taumata Whakahirahira and is filled with waiata, movement, learning and play. Mokopuna choose and direct their learning, follow activities that interest them and move freely between learning spaces in the kōhanga reo. Activities and resources promote curiosity, investigation and creativity. Mokopuna are imaginative and make associations between pictures and sounds. Routines and expectations are well-established and predictable and mokopuna contribute and help at whakapai time. Kaimahi encourage problem-solving solutions and redirect learning when required. Mokopuna enjoy their busy, high energy, vibrant kōhanga reo.
Planning, assessment and evaluation practices are effectively established. Planning is comprehensive and reflects Te Whāriki a Te Kōhanga Reo, Te Korowai, contextual kaupapa, and the aspirations of the whānau. Mokopuna learning is extended through planning that is purposeful and relevant. Learning and progress is monitored well. Kaimahi use a range of assessment methods to track mokopuna progress and they have recently reviewed aromatawai methods to benefit mokopuna and improve their pukapuka kōnae. Kaiako are highly reflective and focused on providing the best care and education for mokopuna. Formal and informal methods of programme evaluation are embedded in kaimahi hui and practices. Mokopuna thrive in a kōhanga reo that is focused on their needs, care and education.
Internal evaluation practices guide whānau whakahaere. Strategic planning is in place and includes aspirations and moemoeā of whānau. Long term goals are regularly reviewed and progress towards these goals are tracked. Whānau have a clear understanding of their collective roles and responsibilities for whānau whakahaere and there is transparency in reporting and sharing of information to inform decision making. Attendance at whānau hui is promoted and strategies are employed to maintain high whānau participation and engagement. Whānau identify and acknowledge each other's experience and expertise and seek relevant advice and resources to enhance kōhanga reo operations when needed. Internal evaluation is planned, regular and leads to improvements for mokopuna. There are also examples of whānau evaluation that is spontaneous and responsive to events, suggestions and needs in the kōhanga reo. Attention to health and safety matters is well documented and reviewed. Mokopuna are at the centre of improvement focused whānau whakahaere practices.
Key Next Steps
Whānau acknowledge the need to further plan for future sustainability of the kōhanga reo. They have identified succession planning for key roles and responsibilities in the kōhanga reo, as an area they will address. Mokopuna benefit when succession planning is considered.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO recommend that whānau continue to plan for the sustainability of the kōhanga reo.

1 Context
‘Keo ai te auē ki nuku te apiapi, keo ai te auē ki nuku te mahara.’

Te Kōhanga Reo o Ngā Mokopuna is located in Kilbirnie, Wellington and cater for children from many different iwi. The kōhanga reo has a close relationship with mana whenua and Te Kura Kaupapa Māori o Ngā Mokopuna.
2 The Evaluation Findings
How confident are children as learners?
Children explore their learning environment with great respect and curiosity.
Ngā Taumata Whakahirahira
Children are actively engaged in meaningful learning. Kaimahi integrate wānanga as a regular feature of the programme to support children’s learning about significant kaupapa. Atua Māori are a central focus of the programme. Kaimahi create learning experiences for children to understand who Ranginui, Papatūānuku and other atua Māori are. Children learn about how they are connected to each atua through the use of rākau kōrero. Children safely explore the natural environment and learn about their role as kaitiaki. Children demonstrate care and respect in their learning and interactions.
Children are well resourced to speak te reo Māori. The kaiako is a fluent speaker of te reo Māori. Kaimahi communicate confidently with others in te reo Māori. They have a good understanding of language acquisition and draw on a range of strategies to support children’s language development. Children and kaimahi discuss concepts and meanings of important Māori words and phrases. Conversations between kaiako and children are frequent and insightful. Kaimahi ensure that children are exposed to a range of iwi dialects and language features such as kīwaha. Children are developing well as speakers of te reo Māori.
Children’s identity is nurtured in a number of ways. The formal part of the learning programme includes waiata koroua that recount whakapapa, tīpuna and important historical activities of the area. Children attend significant events and visit landmarks that are important to the local iwi. Whānau and kaimahi work in partnership to actively support their children to care for the local environment. Children are well supported to learn about their own iwi connections. Kaimahi ensure children know that their kōhanga reo is part of the wider community, including the kura kaupapa Māori nearby. Regular visits ensure that the transition for children into the kura is as smooth and familiar as possible. Children are learning who they are and where they are from.
Children enjoy learning where they have trusting and meaningful relationships. Kaimahi have in-depth knowledge of their children and their whānau. Because of this kaimahi have the capacity to be highly responsive to the needs of individual children. Kaimahi model important values such as aroha, manaaki and tiaki. This is reflected in the way that the older children interact with their tēina. Tuākana show care and affection. The babies are very trusting when the older children are around. They also have formed loving bonds with kaimahi who are tuned in to their emotional and physical needs. Children are settled learners in the kōhanga reo.
Children participate in interesting activities that enable them to explore their learning environments. Kaimahi use effective strategies to heighten children’s thinking and awareness of things around them. Babies learn about the life cycle of insects through waiata and creative exploration. Kaimahi frequently talk with children and help to explain complex ideas that arise from significant kaupapa ako. When prompted, older children can share what they are doing and learning. Children engage in learning that promotes problem solving and creative thinking skills. Children are confident learners.
Planning and Evaluation
Kaimahi have sound practices in place for programme planning, assessment and evaluation. These practices focus on what learning is valued by the whānau and children. Programme evaluation monitors the quality of the programme. Digital assessments provide a valuable tool for whānau to engage in what children are learning and achieving during their time at the kōhanga reo. Children’s assessments show their learning and progress over time. The whānau are well informed of what children are learning and their progress.
The whānau manage the kōhanga reo in the best interest of the children. The kaiako carries out a dual role of working with the children and attending to the administration of kōhanga reo operations. She provides valuable leadership in both the curriculum and management of the kōhanga reo. The charter provides clear guidelines for the management of the kōhanga reo. There is an extensive strategic plan in place that outlines the goals and aspirations of the whānau. Health and safety policies and procedures guides practice with children. Policy review and refinement is ongoing. Enrolment and induction processes for the whānau has a strong focus on growing understanding and commitment to the kaupapa of the kōhanga reo. Strong personnel management processes are in place. The whānau have a good understanding about the principles of being a fair and equitable employer.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- that whānau continue in their planned strategic pathway of priorities for their whānau and children, informed through well managed internal review and evaluation.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Ngā Mokopuna will be in four years.

The Education Review Office (ERO) is the government department that, as part of its work, reviews kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.
1 Context
Te Kōhanga Reo o Ngā Mokopuna is in Kilbirnie, Wellington. The kōhanga reo is strongly supported by long serving kaumātua and a committed whānau who have a clear vision. They are focussed on achieving high quality learning outcomes for their children through tikanga and te reo Māori. Whānau are actively involved in their children’s learning.
Whānau commit to immersion education and providing a seamless pathway for their children’s education and care from kōhanga reo to kura. Te Kōhanga Reo o Ngā Mokopuna has a close relationship with Te Kura Kaupapa Māori o Ngā Mokopuna.
2 The Review Findings
How well do children display confidence and knowledge of te ao Māori?
Children display confidence and growing knowledge of te ao Māori.
Te Whāriki
Children understand and use te reo Māori. Whānau and kaimahi are committed to the revitalisation of the Māori language. Whānau actively promote the use of te reo Māori in their homes. Kaimahi use highly effective language acquisition strategies to support children’s language development. Conversations between adults and children promote thinking, develop language skills and build knowledge. Younger children are able to follow directions and use vocabulary as they develop their communication skills. Older children use te re Māori to communicate their ideas with others.
Children enjoy learning and play in a stimulating Te Ao Māori context. They demonstrate high levels of confidence as they sing complex waiata, recite karakia and practice tikanga daily. Kaimahi create opportunities for children to learn about themselves, where they are from, what is important and what they are interested in. Learning is provided in the kōhanga and on outings around the local community. The environment is decorated with cultural images, language and symbols. Children are respectful of each other during formal and informal learning. Children show interest in the range of experiences provided.
Children are highly engaged learners. They learn independently, in small and or large groups with their peers. Kaimahi provide well organised activities and interesting resources for children to make choices about what they do. Kaimahi encourage children to explore. The kōhanga reo is well resourced for children of all ages, abilities, needs and interests. Children enjoy a range of learning activities throughout the day.
Children are eager to attend kōhanga. The "Te Whāriki a te Kōhanga Reo" model is successfully used to plan a holistic programme for children. Activities are designed to promote health and wellbeing of mind, body and spirit. This is reflected through learning karakia, learning about healthy plants and vegetables, demonstrated care and affection. There are regular health activities for whānau to participate in with their children. Children care for others and show respect for their natural and physical environments. Older children look after their kōhanga reo surroundings, and frequently show affection and love to their teina. The whānau and their children are encouraged to live healthy lives based on Māori values and practices. Children appear happy.
Planning and Evaluation
Self review effectively informs whānau and influences their decision making. It is focused and purposeful. Whānau define evaluative questions to focus their internal review. They complete a comprehensive process of gathering information from a wide range of sources and analysing this to answer their evaluative questions. Whānau have a sound understanding of their achievements, progress and their next steps for development.
Strategic planning is comprehensive. The whānau has a clear vision which is well defined in the charter. They successfully use the principles of Te Korowai, Te Whāriki and Te Aho Matua to guide their planning and practice. The strategic plan has clear short and long term goals that outline identified the priorities. Te reo Māori development for children and whānau is given the highest priority. Their goals include continual growth, succession planning and building long term sustainability of high quality provision for children. Children are immersed in an environment that is based on a strong vision for their success in te ao Māori and the wider world.
Kaimahi demonstrate high levels of professionalism. There is a useful appraisal system in place that informs the professional development plan for all staff. Kaimahi also make significant contributions to the professional development programmes of other kōhanga reo where they share their good practice in planning, evaluation and assessment. The professional knowledge of kaimahi and the supportive leadership throughout the kōhanga reo contributes to the highly successful learning programme.
Whānau work well together. They utilise their individual and collective skills to support the operation of the kōhanga reo. There are highly developed systems and practices throughout the kōhanga reo to ensure that administration, operations and the programme are implemented effectively.
Children’s needs and their development are at the heart of Te Whāriki planning, implementation and evaluation. The whānau actively contribute to all areas of programme planning. Assessment of individual children and their learning is comprehensive and provides whānau with good information about their child’s progress and achievement.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
