1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
“Kia tau te Tōmairangi o te Ariki ki runga ki a tātou”
Te Kōhanga Reo o Tōmairangi is located in Mangapapa, Gisborne. The original kōhanga reo began its operations from the Scouts Hall in Mangapapa. In 2011, a new site was acquired and remains in operation. An additional site was purchased in 2021 to meet the increasing demand. Kuia and koroua are experts of te reo and tikanga Māori and continue to provide guidance and actively support the kōhanga reo.
3 Evaluation Focus
How effectively do mokopuna express their understanding of ngā tapuwae o ngā tipuna?
Mokopuna confidently demonstrate their understanding of nga tapuwae o nga tīpuna, and express their knowledge of ngā taonga tuku iho across both traditional and contemporary contexts.
4 Findings
Mokopuna confidently express themselves in te reo Māori within formal and informal settings. Kuia and kaumātua role-model te reo tūturu o te kāenga and strongly uphold principles of tikanga and ngā kōrero tuku iho. Kaimahi ensure mokopuna participate fully in formal settings such as pōhiri or whakatau manuhiri. Mokopuna happily lead waiata kīnaki including mōteatea and other well-known waiata from their rohe and across the motu. Kaiako utilise strategies such as pao, waiata ngahau, reciting whakapapa, pūrākau, visual prompts, games and interactive language learning techniques to support mokopuna language development. Older mokopuna lead aspects of their learning programme with little support from their kaiako while pēpi positively engage and show their understanding through imitating sounds, movements and facial expressions. Mokopuna are motivated te reo Māori learners.
Mokopuna are surrounded by affectionate care from their kuia, kaumatua, kaimahi, whānau and others. They are immersed in core values of manaakitanga, aroha and whanaungatanga. Kaiako reinforce these values by encouraging mokopuna to be considerate of others and thoughtful in their actions. Tuākana-tēina relationships are accentuated and emphasis is placed on taking care of one another as they explore and learn together. Mokopuna display a willingness to learn and have no hesitation in sharing their knowledge with others. Kaiako encourage creative thinking and imaginative play to support mokopuna as they bring their ideas to life through their learning. Their space is filled with artwork, symbols, kupu Māori, and song charts to support mokopuna learning. Mokopuna are happy and settled learners.
Planning, assessment and evaluation is highly detailed and intricately developed as a collaborative amongst kaimahi. Whānau input is encouraged. Each term identifies kaupapa whānui pertaining to the four seasons with links to Te Whāriki a Te Kōhanga Reo and Te Korowai. Kaupapa whāiti align to Ngā Atua Māori and allow for exploration of pūrākau across a wide range of te ao Māori contexts. Kaimahi also plan activities based on mokopuna needs and interests. Kaimahi regularly reflect on their practice. Kaimahi hold regular hui which provide an insight to mokopuna engagement and enjoyment. Programme evaluation leads to effective programme improvements. Te Aho Poutama is a newly adopted assessment tool to support monitoring and recording of mokopuna progress and development over time. Whānau access assessments through an online platform, provide feedback and can contribute to mokopuna profiles. Mokopuna learning and progress is consistently advanced when learning programme planning, assessment and evaluation practice considers individual growth and whole child development.
Whakapapa connections and mātauranga Māori are central to whānau whakahaere practices. Kaumātua and whānau continue to uphold the legacy, aspirations and long-held visions for the continual flourishing of the kōhanga reo. The tūtohinga provides an historical background and insights to the establishment of the kōhanga almost 20 years ago. This document sets out a planned approach underpinned by the principles of Te Korowai. Strategic priorities are highly comprehensive showing short, medium and long-term goals in line with Te Ara Tūāpae which incorporates whānau aspirations. An action plan reflects a commitment to sustainability for the future. The annual plan provides clear direction, monitors whānau advancement towards the attainment of strategic goals and informs all administrative responsibilities including regular policy review. Personnel files are well-managed and include self-appraisals, current first aid and police vetting records meeting safety checking standards. All health and safety registers are well-organised and support the smooth operations of the kōhanga reo. Mokopuna learning, health, safety and well-being is greatly promoted when whānau whakahaere systems and processes are grounded in te reo Māori me ōna tikanga.
Key Next Steps
Whānau continue to maintain and build on the effective internal processes and systems to achieve a vision and aspiration of amalgamating the two kōhanga reo onto one site. ERO supports this as a key next step and encourage whānau to work in collaboration with the Tari-ā-Rohe for support in this venture.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
The kōhanga reo whānau and ERO agreed for whānau to continue working in collaboration with the Tari-ā-Rohe to progress their future aspirations.

1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Tōmairangi is located in Mangapapa, Gisborne. Kuia and koroua are experts of te reo and tikanga Māori and provide guidance and support for the operation of the kōhanga reo.
3 Evaluation Focus
How well do mokopuna demonstrate an understanding of te reo Māori and tikanga Māori?
Older mokopuna confidently communicate in te reo Māori and participate respectfully in tikanga Māori.
4 Findings
Mokopuna are immersed in a te reo Māori environment. Kaimahi use a range of strategies to encourage and strengthen mokopuna use of te reo Māori. Mokopuna retell stories about Matariki using pictures previously painted by them to guide the story telling. Kaimahi continuously utilise language that enthuses mokopuna. Mokopuna naturally use te reo Māori during play indoors and outside. They respond positively and take pride in who they are and where they come from. Kuia, kaumātua and whānau ensure appropriate protocols are followed when supporting whanaungatanga between whānau and manuhiri. Whanaungatanga is a key value that underpins interactions within the kōhanga reo. Mokopuna are happy learners.
Kaimahi work collaboratively to plan the learning programme and assessment process. Programme planning is focussed and determined by kaupapa. There are clear links to Ngā Taumata Whakahirahira. Kaimahi prepare activities to achieve the expectations set for each rōpū. They gather information for te taha reo Māori, taha wairua, taha tinana and taha hinengaro for each mokopuna. These observations are recorded in the mokopuna kōnae waka huia. These taonga are shared with whānau.
Whānau know their roles and responsibilities and work collaboratively to manage the kōhanga reo. The Tūtohinga is in place and guides the whānau to ensure the kōhanga reo is healthy and safe. Whānau contribute ideas to the strategic plan and have an action plan in place to monitor progress of the long-term goals. There is an annual plan in place that guides whānau to ensure all key administrative tasks are completed. Whānau seek assistance from an external provider to appraise kaimahi which informs professional development. Personnel files are well documented.
Key Next Steps
Programme evaluation is not evident. Kaimahi meet fortnightly to discuss mokopuna learning. It is unclear how the learning programme is reviewed for improvement and effectiveness.
ERO were unable to speak to the chair of the policy review committee who is responsible for policy review. All health and safety policies have been signed, however, there is no evidence to show the process for policy review and reporting to whānau. This impacts on the rigorous internal evaluation process the whānau has in place to guide and monitor whānau operations.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, they must:
- ensure kaimahi plan, implement, and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

1 Context
Te Kōhanga Reo o Tōmairangi is in Mangapapa, Gisborne. Kaumātua continue to contribute significantly to whānau, kaimahi and children’s te reo Māori development. The whānau has worked on further enhancements and extensions to their indoor and outdoor environments. There also continues to be a strategic and shared drive by whānau for the advancement of te reo Māori for all.
2 The Evaluation Findings
How well do children communicate in te reo Māori?
Children communicate confidently in te reo Māori with each other and with adults.
Ngā Taumata Whakahirahira
Children are well supported to learn te reo Māori. Learning for children builds on knowledge about who they are and where they come from. These meaningful and well organised activities advance children’s knowledge of kīwaha, whakapapa, mōteatea, oriori, pao, haka, and waiata. These are all composed by the whānau. Kaimahi knowledge of te reo Māori and strategies for effective learning for young children are extensive. Children’s confidence and knowledge of te reo Māori is enhanced as they initiate conversations with their kaumātua. Older children are confident communicators of te reo Māori.
Children are fascinated with knowledge of the Māori world. They acknowledge atua Māori in all they do at the kōhanga reo. From the age of two years old, children have simple conversations with kaumātua, kaimahi and each other about atua Māori. Parents report that stories of atua Māori are told by their children at home. Older children have extended conversations with each other about various kaupapa, and aspects of kaupapa ako. They enjoy activities that allows them to express, interpret and celebrate what they are learning. Regular haerenga help children to connect with what they have learnt. Children can express their understanding of aspects of mātauranga Māori.
Children learn in an environment that is well resourced. Kaimahi provide a stimulating programme that is affirming of the way Māori value the natural environment. Children are encouraged to explore nature in fun and dramatic ways. Kaimahi work alongside them to extend their thinking through the introduction of new words and concepts. Their individual interests are well considered as kaimahi effectively incorporate these into kaupapa ako. Kaimahi and kaumātua with the support of most whānau members reinforce the importance of knowing the stories and whakapapa of what they learn about and how they are connected. Oriori, waiata and kīwaha composed by the whānau are used to embed knowledge in to children’s learning. Children are confident learners.
Children experience an environment where their care and safety is a priority. Care and attention for children are maintained to a high standard. The ways in which transitions are managed are based on repetition and familiarity with routines. The environment and health and safety practices are monitored and managed seamlessly throughout the day. These include basic care routines such as eating, sleeping and nappy changing. Mirimiri and rongoā Māori are integral to the care for children. Children who require additional assistance are well supported. They are settled, happy and stimulated. Kaimahi show manaaki, aroha, awhi and tiaki with children. Children are secure and settled.
Key Next Steps
Whānau acknowledge the importance of te reo Māori at home for their children, and how this contributes to high quality learning outcomes in the kōhanga reo. There are whānau who are fluent speakers of te reo Māori, and others who are actively engaged in wider local Māori kaupapa. The next step is to grow the collective commitment of all whānau to using te reo Māori with their children at home.
Planning and Evaluation
Children’s language learning and development is very well planned. Their interests are considered and integrated into kaupapa ako. There is a strong collaborative approach to planning which includes parents and kaumātua. Consequently, plans for learning are meaningful and focus on advancing children’s language. Kaimahi wānanga and professional reflections about programmes and learning for children strongly inform further programme plans. Children benefit from a programme that is well planned and organised.
Children’s learning and progress is the focus of kaimahi professional reflection and reporting. They collect information they can use to examine what has contributed to the progress of individual and groups of children. In addition, there is good information made available by kaimahi about each child’s progress and development while at kōhanga reo. This information shows their emerging confidence and ability to communicate in te reo Māori. Whānau are well informed about their children’s progress.
Whānau manage their kōhanga reo well. There are regular hui attended by many whānau members. There is a designated time in hui for parents to talk about their children’s language development, needs and achievements. This provides valuable information for the kaimahi as they monitor progress of children’s language, programmes and learning needs. Kaimahi appraisal is managed well. Kaimahi receive comprehensive targeted te reo Māori wānanga that has had a positive impact on children’s language learning and development. Kōhanga reo operations are managed in the interests of the children.
Key Next Steps
The whānau, kaimahi and kaumātua gather a wealth of useful information about te reo Māori, learning outcomes for children, and wānanga reo. ERO encourages whānau to make use of this information to strengthen internal evaluation. It is unclear as to what has contributed to improvements within kōhanga reo operations, the learning programme and strategic planning. This can be strengthened by raising the level of reporting to identify what has worked and what needs improving.
While the whānau has displayed their purapura goals in relation to Te Ara Tūāpae, they are yet to document specific goals for their kōhanga reo based on their internal evaluation. The whānau would benefit from a strategic plan that clearly identifies their shared goals and priorities for the coming years. This should be supplemented by an action plan for the whānau to achieve their aspirations and long-term priorities.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendations:
- strengthen whānau use of internal evaluation to monitor improvements to operations and practice
- establish a strategic plan specific to the priorities of their kōhanga reo.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Tōmairangi will be in three years.
