1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for whānau, hapū and iwi. 

2 Context 

Te Kōhanga Reo o Paparākau Tuarua is located next to Naenae College in Lower Hutt. The kaiako matua has recently shifted into the kaiwhakahaere role to oversee whānau engagement in the kōhanga reo. Most whānau and kaimahi have strong links to Taranaki iwi.

The ERO evaluation of Mana Whakahaere practices found that the whānau systems and processes nurture the wellbeing and learning of mokopuna.

3 Evaluation Focus

How well do mokopuna demonstrate an enjoyment of learning?

Mokopuna display enjoyment as they engage in a vibrant learning programme. 

4 Mana Mokopuna

Mokopuna are immersed in a learning environment that is vibrant and energetic. Kaimahi play and engage with mokopuna in mokopuna led learning and activities. The programme is lively and stimulating.  Mokopuna are continuously surrounded by music, oriori and singing that uplifts the environment. Pūtatara and waiata are some innovative strategies kaimahi use to transition mokopuna across and within the whareWhanaungatanga is promoted through meaningful interactions. Kaimahi model and use consistent praise and acknowledgement to support mokopuna interactions and engagement. Mokopuna enact these values when they connect with others and use cooperation skills to independently maintain relationships. Expectations are well embedded in the kōhanga reo and the staggered routine allows for mokopuna to move about their learning space with ease. Mokopuna navigate their spaces with confidence.

Mokopuna learn te reo Māori and tikanga Māori in a supportive environment. Kaimahi effectively extend mokopuna learning when they encourage language development through modelling and repetition. Mokopuna observe as kaimahi welcome manuhiri and support as kaitautoko. Tuākana confidently embrace leadership roles as they lead in formal and in-formal contexts including mihimihi, karakia, waiata and sharing their pepehā. Tēina are supported through actions and prompts. Mokopuna are developing confidence in te reo Māori and tikanga Māori.

Whānau whakahaere obligations have been strengthened. Since the findings of the Mana Whakahaere review, whānau have embedded aspects of internal evaluation, prioritised policy review and provided training for kaimahi to strengthen knowledge of the Children’s Act 2014. Kaimahi have also refined planning and assessment practices to further support mokopuna outcomes. This review confirmed that the health and safety of mokopuna is a priority, and all health and safety registers are in place. Whānau have systems and processes to manage personnel matters, and these are documented well. Mokopuna benefit by collective and ongoing improvements to whānau whakahaere practices. 

Key Next Steps

During the onsite review, whānau acknowledged the need to strengthen appraisals. Since then, whānau have implemented a plan to carry out appraisals and a process that supports kaimahi to identify areas to support their mahi with mokopuna. Mokopuna benefit from increased kaimahi knowledge and skills that raises the quality of care and learning. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO and the kōhanga reo whānau developed the recommendation for whānau to continue to strengthen whānau responsibilities including ongoing support for kaimahi.

Te Kōhanga Reo o Paparākau Tuarua is in Naenae, Wellington. Whānau have strong links to Taranaki iwi and are committed to the revitalisation and retention of te reo Māori me ōna tikanga

3 Evaluation Focus

How well do whānau maintain processes and systems that promote mokopuna learning and overall wellbeing?

Whānau systems and processes nurture the wellbeing and learning of mokopuna. 

4 Findings - Mana Whakahaere

Whānau have processes and systems to manage aspects of kōhanga reo operations. Monthly hui are well attended, recorded and purposeful. Whānau make decisions about finances, mokopuna learning and administrative responsibilities. Minutes are well presented and document relevant information. Mokopuna are at the heart of decision making.

The strategic plan is informed by Te Ara Tūāpae and identifies long term priorities to ensure sustainability. An annual plan guides whānau to complete key operational tasks in a timely manner. Fire and earthquake drills are regularly conducted and documented. Mokopuna learning and wellbeing is the focus for decision making. 

Kaimahi have processes in place for planning. Planning is designed collectively and linked to Te Whāriki ā Te Kōhanga Reo. All planning details clear learning objectives, a range of age-appropriate activities and resources to support implementation. Mokopuna benefit from collective kaimahi planning practices. 

Key Next Steps

Internal evaluation is weak. This is highlighted by the amount of key health and safety policies that have not been updated. Whānau acknowledge that the process to review policies and procedures needs to be consolidated. Whānau have agreed to a focus on a policy review process that will include alignment to relevant legislation. Mokopuna health and well-being needs to be prioritised. 

Kaimahi acknowledge the need to and are strengthening assessment practices. Mokopuna learning experiences are captured through roopū reports and shared with whānau at hui. Kaimahi are at the beginning stages of establishing a process to capture and report individual mokopuna development and learning overtime. Mokopuna individual progress will benefit from strengthened assessment practices.

 Programme evaluation practices require strengthening. Kaimahi meet regularly and discuss aspects of the learning programme. The next steps involve documenting successes, planning for enhancements, and monitoring the overall quality of the learning programme. Mokopuna will benefit from focused approaches for ongoing improvement.  

Note: When onsite, ERO will review the quality of personnel management including the implementation of appraisal and professional development provision for kaimahi.

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet non-compliance requirements, they must:

1 Context

Ko te reo te mauri o te mana Māori.

Te Kōhanga Reo o Paparākau Tuarua is in Naenae, Wellington. Most children have whakapapa links to Taranaki iwi whose tikanga is the foundation of the learning programme. The kōhanga reo celebrates 20 years of operation in 2018. The whānau are very supportive of the kaimahi and the time and work they put into the education of their children. There are four kaimahi who hold Tohu Whakapakari and there is a long waiting list of children waiting to attend the kōhanga reo.

2 The Evaluation Findings

How well do children show their awareness of who they are as learners?

Children show that they are very confident learners through the learning experiences and relationships they have with others.

Ngā Taumata Whakahirahira

Children learn about atua Māori in an innovative learning programme. The environment includes visual displays to enhance children’s knowledge about the importance of atua Māori. The whānau have designated spaces to reflect different atua Māori and their attributes. They have creatively represented this in the indoor and outdoor learning spaces. Native plants, murals of native birds and the artistic use of toetoe create a sense of fun and discovery in the adventure playground. Kaimahi use concepts relating to atua Māori to support children’s behaviour, encourage safe play, promote children’s curiosity and support nurturing relationships with each other and the environment. Pēpi have their own safe and colourful spaces outdoors and indoors to move freely and explore. Children appear settled and happy.

Children learn about their whānau and tribal connections with each other. Most children have whakapapa links to Taranaki iwi and hapū. The kawa and tikanga of Taranaki is evident in the kōhanga reo. There are expectations that children will learn how to recite their mihi and pepeha appropriately. Kaimahi embed this knowledge in fun ways. The mountain, river and marae are integral to learning about the whenua. Tuākana are encouraged to be positive role models for tēina and how to care for their peers, belongings and resources. Kaimahi ensure children learn that whānau beliefs and values are integral to their feelings of belonging. Children are confident in the knowledge of who they are.

Children experience meaningful and respectful relationships with each other, whānau and adults. Positive learning interactions are a strong feature of the kōhanga reo. Routines are familiar to children including pēpi. Older children are provided opportunities to guide and lead others. Children are encouraged to work together. They learn how to share and how to comfort others. Strong social relationships are formed between children. There is lots of laughter heard amongst children and adults. Children are caring and happy learners.

Children learn to use te reo Māori in their play, with friends and with adults. The whānau are committed to building the language capability of all kaimahi. The more confident speakers of te reo Māori support the language development of children and kaimahi. Kaimahi provide well-planned learning experiences and opportunities that enable children to use te reo Māori in creative ways. Children love to stand and recite their mihi, talk about their connections to whānau, and lead parts of the daily programme with good support from kaimahi. Wall displays reinforce key words that children have learned in waiata, stories and art. Children are developing as confident speakers of te reo Māori.

Children learn in an environment that strongly reflects Māori knowledge, customs and culture. The physical environment is colourful and well-organised. It also promotes children’s understanding about who they are as Māori. Children are expected to show care for and return resources to the many storage spaces provided indoors and outdoors. The role of kaitiaki is well-supported by the expectations that children become increasingly aware of the natural and physical worlds. The vegetable and flower gardens allow children to explore and take responsibility for growing kai and other plants. Visits to places of interest that are relevant to the kaupapa enrich children’s learning experiences. Kaimahi follow children’s interest and the whānau providing good quality resources. The creative and vibrant learning environments excite and heighten children’s awareness of the world around them. Children are enthusiastic and engaged learners.

Planning and Evaluation

Children are developing as confident, curious and happy learners. Collaborative planning at the beginning of the year is based on what kaiako know about children’s emerging needs and interests. Strong links to Te Whāriki and Te Korowai are evident in the planning. Individual kaiako and kaimahi each have responsibility to prepare one month’s planning. They enjoy the opportunity to plan for the different age groups and identify suitable activities. Programme planning practices provide a platform for vibrant and exciting learning experiences that strongly connect and affirm children’s place and belonging in their kōhanga reo.

Assessment practices are well developed. There are a range of methods used to capture and report on children’s development, emerging interests and progress with their learning. Kaimahi use photos to show children engaged in kaupapa learning. Their interests are documented. Quality portfolios are kept and show a strong pride in what children have contributed. Parents appreciate the easy access to these books. The portfolios show the connections children make and their increased belonging.

Regular professional readings, research and wānanga inform shared reflection for best practice. Kaimahi are highly skilled at noticing, recognising and responding to any groups or individual children who may need more challenge, specific resources, or additional support to make meaningful connections in their learning. This information is considered and used by kaimahi to inform whānau at monthly hui about programme changes and developments.

Children’s wellbeing and safety are a priority for the whānau. High quality management systems are in place to ensure the long-term future of the kōhanga reo. These include well-developed strategic and annual plans, rigorous financial practices and effective reporting lines to ensure whānau are well informed. The whānau use appraisal information to identify kaimahi strengths and to provide useful training opportunities to improve teaching practice. This kōhanga reo is well managed and supported by the whānau.

Key Next Steps

The whānau and kaimahi have identified te reo Māori as an ongoing priority. This has included exploring ways to better support new kaimahi and those with limited te reo Māori, and seeking opportunities to strengthen the sustained use of te reo Māori by children and kaimahi throughout the learning programme. It is timely for the whānau to consider a more deliberate and planned approach to ensure this aspiration for te reo Māori is fully realised.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • to continue seeking innovative ways to strengthen te reo Māori capability and capacity for kaimahi and enhance language learning for children in the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Paparākau Tuarua will be in four years.

3 Te Whakataunga a te Kōhanga Reo ki ngā Wāhanga Tautukunga

  • te haumaru whatumanawa (tāpiri atu ko te ārahi mauritau, ko te ārai tamariki)
  • te haumaru ā-tinana (tāpiri atu ko te mātakitaki tamariki; ko ngā whakaritenga whakamoe; ko ngā aituā; ko te whāngai rongoā; ko ngā whakaritenga akuaku; ko ngā kaupapa here me ngā tikanga haerenga whakawaho)
  • te tū tika o ngā kaimahi (tae atu ki ngā taumata tohu mātauranga; te arowhai a ngā pirihimana; ngā rēhitatanga kaiako; me te tatauranga ki waenga i te kaiako me te tamaiti)
  • ngā whakaritenga, tikanga hōneatanga e pā ana ki te ahi me te rū whenua.

1 Context

Te Kōhanga Reo o Paparākau Tuarua is in Lower Hutt Wellington. Due to its urban location the kōhanga reo has become a cultural centre point for whānau. The setting has also inspired parents to learn about their own culture. This has seen a significant whānau development with over thirty parents completing the Te Kōhanga Reo National Trust Te Ara Tuatahi programme over the last three years.

The kōhanga reo has maintain consistent staffing and whānau over a long period of time. There is a substantial waiting list and whānau are currently considering the future development of the kōhanga reo.

Since the previous report the whānau archived their existing information and to understand what contributes to successful outcomes for children. The archiving is complete and the whānau are currently reviewing the information. 

2 The Review Findings

How well do children show a sense of belonging?

Children show a strong sense of belonging. They know who they are and their special place within the whānau.

Ngā Taumata Whakahirahira

Children are developing confidence to speak te reo Māori. Kaiako use effective language learning techniques including modelling and prompting. Children recite waiata, haka and mōteatea to support their learning. Tuakana take lead roles during karakia and mihimihi. Children thrive on experiences that affirm their language and heritage.

Children are stimulated to explorer their environment. Kaimahi have created a vibrant and child centred learning environment. The kōhanga reo is well resourced to support the diverse learning needs, ages and abilities of children. All indoor and outdoor facilities are well maintained. Maara kai and excursions to places of importance expose the children to the natural and physical worlds. Children are immersed in a learning environment that affirms their special place at the kōhanga reo.

Relationships are loving and caring for children. They often seek out kaimahi for emotional and physical support during the day. Older children enjoy their tuakana roles and responsibilities for caring for teina. Kaimahi model to children the whānau values of aroha, manaaki and hūmarie. Children are happy, settled and know they belong to their kōhanga reo.

Children experience an environment where whānau are actively involved in their learning. Children teach their parents waiata, kupu hou and karakia. Children have been a catalyst for parents to begin learning te reo me ngā tikanga Māori. Adult learning has become a significant feature of the whānau. Children and whānau are well supported to learn about who they are at kōhanga reo.

Planning and Evaluation

The children’s learning is supported by robust programme planning, strategic planning and self-review processes. Te Ara Tūāpae guides the strategic vision and goals of the kōhanga reo. The whānau have developed an action plan to achieve short term goals and plan for long-term goals. Whānau self-review processes and practices are managed well. Reporting is regular and reflective thinking is captured in whānau hui minutes. All policies and procedures have been recently reviewed.

Children participate in learning activities that are purposeful, considered, and stimulating. Children are engaged learners. Planning includes clear goals for children.

Key Next Steps

Assessment practices need to be refined. Some elements of assessment information lack clarity. Reporting to parents on how children are learning is often difficult to understand.

The learning programme is not well evaluated. While kaimahi record individual and collective reflections about the learning programme, these can be inconsistent and not used to inform improvements to the programme. 

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing: 

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake. 

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

No outstanding non-compliances were identified during the review. 

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Te Kōhanga Reo o Paparākau Tuarua seek help from the local Te Kōhanga Reo National Trust office to develop assessment and programme evaluation.

Te Kōhanga Reo o Paparākau Tuarua is in Lower Hutt, Wellington. Children show a strong sense of belonging to their kōhanga reo. Children experience an environment where whānau are actively involved in their learning. Children participate in learning activities that are purposeful, considered, and stimulating. Children are engaged learners. 

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Paparākau Tuarua will be in three years.
