1 Context

Te Kōhanga Reo o Manawanui is located behind Windley School in Porirua. In the pepeha of the kōhanga reo, the whānau acknowledges Tipimana as its mountain, Awaiti as the river and Tainui as the waka. The whānau and kaumātua are unified in their focus on sustained improvement and growth for children.

2 The Evaluation Findings

How well are children able to affirm their identity?

Children affirm their identity through learning their pepeha and mihimihi, and by acknowledging atua Māori.

Ngā Taumata Whakahirahira

Children enjoy happy relationships in the kōhanga reo. They delight in learning about who they are and where they come from. Kaimahi regularly affirm their identity through calling children’s names and praising their efforts. Positive interactions in the kōhanga reo foster an atmosphere of rangimārie, aroha, manaaki and tiaki towards kaumātua, kaimahi and each other. Children are cheerful and communicative.

Children are developing their knowledge of te reo Māori. The presence of kaumātua is highly valued and warmly received. Babies are accustomed to hearing te reo Māori. Kaimahi are in tune with their needs to hear and feel te reo Māori. Children learn about their connections with atua Māori through using karakia, waiata and pao during the day. Tuākana are given opportunities to lead karakia and discussions with others. Babies’ early reo is affirmed and recognised. Children have positive te reo Māori learning experiences.

Children learn about the environment and their kōhanga reo. Tuakana learn how to care for and identify with Papatūānuku. A kaumātua shares stories and shows children the way different fish move in the water. Children learn how they can show care for Papatūānuku and how this will support their wellbeing. Kaumātua also share with children what they know about the history of their kōhanga reo and local landmarks around Porirua. Children have opportunities to learn about and affirm their role as kaitiaki whenua.

Older children show confidence to explore their learning environments. They learn about aspects of the traditional and contemporary worlds. They hear stories and experiences from kaumātua that provide insights into what things were like in the past. Children are able to explore their own interests inside and outside the whare. Children learn skills to help them solve simple problems and challenges. Children are eager to learn about themselves and the world around them.

Planning and Evaluation

The whānau have worked hard to establish processes and procedures that are purposeful and manageable. They have reviewed their charter, enrolments, and personnel records. Professional development plans for kaimahi are displayed on the walls so that whānau are aware of their work. Strategic planning is in place and shows links to Te Ara Tūāpae. The internal review of roles and responsibilities is displayed in the kōhanga reo. Health, safety and care standards are well defined, implemented and monitored in registers. Whānau management of the kōhanga reo is focussed on positive outcomes for children and kaimahi.

Planning documents are in place including annual, term, weekly and daily plans. There are clear links between Te Whāriki, kaupapa ako and experiences that will support children’s learning. Kaimahi deliberate on the ideas, take the identified concepts to the whānau hui for further discussion and approval, then implement the learning Programme. Children participate in learning experiences that are based on careful and thoughtful planning.

Key Next Steps

Children’s assessments and programme evaluation require further development. Kaimahi are looking at ways to improve how they assess and monitor children’s learning in the kōhanga reo and must consider how they will implement positive changes. While kaimahi discuss what is working well in the learning programme and what might need to be improved, the outcomes of these discussions are not always recorded to show their decisions and next steps. Children’s learning and development will be enhanced by improved assessment and evaluation.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the whānau developed the following recommendation:

  • the whānau and kaimahi must strengthen assessment and programme evaluation practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Manawanui will be in three years.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo whānau management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • mana reo

  • planning and evaluation areas of non-compliance

  • and any issues identified since the previous review.

Te Kōhanga Reo o Manawanui is in Porirua. Since the previous review most staff, whānau and children are new. The whānau, members of the local community and Te Kōhanga Reo National Trust work together to address the concerns raised in the previous ERO report.

To what extent have improvements improved the quality of learning and care children receive?

Relationships amoung whānau have improved and impacted positively on the learning and care of children.

Areas of progress

Despite significant and ongoing challenges faced by the whanau since the previous ERO review, whānau management and relationships are improving.

Children’s safety and wellbeing is a priority for kaimahi and whānau. Kaimahi work well together to manage the daily programme. They regularly reflect on how well programmes support children’s learning and needs. They foster positive relationships with whānau. Professional learning and development for kaimahi is a future priority to extend their knowledge about working with children. Children are well cared for at kōhanga reo. Children are settled and appear happy.

Kaimahi, whānau and TKRNT acknowledge that the learning programme requires further development to provide a wider variety of opportunities for children.

Planning and Evaluation

Background

To what extent have improvements with whānau management impacted on improved outcomes for children?

Improved whānau management has improved the learning environment for children.

Areas of progress

The management of the kōhanga reo is improving. The tūtohinga has been renewed. Most compliance issues from the previous report have been addressed. TKRNT have supported the whānau to appoint and train an administrator. Whānau are better placed to manage their kōhanga reo in the interests of their children.

Key Next Steps

New kaimahi and whānau are receiving support to build their understanding of programme evaluation. Although kaimahi monitor children’s engagement in learning this is yet to be documented and used as the basis for reporting and formal review.

Whānau members have worked with TKRNT to build their capability in managing all areas of the kōhanga reo. This includes administration, whānau management, personnel management and programme development and implementation.

Key next steps

Whānau and TKRNT acknowledge that they are continuing to develop internal evaluation practice. They have identified that further work is required to enhance the learning programme for children.

4 Actions of non-compliance

Overview

In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • evaluate the curriculum to enhance children’s learning and development, that responds to the learning interests, strengths and capabilities of children, providing a positive learning environment for all children, and respects and acknowledges the aspirations of parents, family, and whānau.

5 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • TKRNT continue with their guidance and support to whānau as they work to consolidate management of the kōhanga reo, increase their confidence and capacity for sustained management, and grow the programme for children.

Conclusion

Te Kōhanga Reo o Manawanui is in Porirua. Despite significant challenges, whānau have worked hard to improve their practice so that the kōhanga reo operates in the best interests of children. Whānau are keen to learn and develop their capability to support their children and their learning. Children are settled and happy at their kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Manawanui will be in three years.
