Background

Rockmybaby ECE Napier, previously known as YMCA Early Childhood Centre, is one of seven home-based and three centre-based services under the governance and management of Rockmybaby. Ownership of this service changed in October 2021. Most children attending identify as Māori, a small number as Pacific.

Summary of Review Findings

Adults providing education and care engage in positive interactions with infants, toddlers and young children to nurture reciprocal relationships. The unique place of Māori as tangata whenua is acknowledged within the curriculum. Children’s developing social competence and understanding of appropriate behaviour are supported. Positive steps are taken to respect and acknowledge the aspirations of parents and whānau for their children. Regular opportunities are provided for them to be involved in decision-making concerning their child’s learning.

An annual plan guides centre operation. An ongoing process of review and internal evaluation helps the service improve the quality of its education and care.

Next steps include:

  • Continue to develop the local curriculum to reflect the things that are important to children and their families, kaiako and the wider community.  

  • Strengthen the extent to which information documented about children’s learning reflects their identity, language and culture.

  • Increase the range and complexity of experiences, and readily accessible resources, available to older children.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation

  • previously identified as ‘not well placed’ or ‘requiring further development’

  • that has moved from a provisional to a full licence

  • that have been re-licenced due to a change of ownership

  • where an Akanuku | Assurance Review process is determined to be appropriate.

All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum

  • premises and facilities

  • health and safety practices

  • governance, management and administration.

As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; safety checking; teacher certification; ratios)

  • relevant evacuation procedures and practices.

As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:

  • discussions with those involved in the service

  • consideration of relevant documentation, including the implementation of health and safety systems

  • observations of the environment/premises, curriculum implementation and teaching practice.

At the time of the review, ERO identified non-compliance with regulatory standards that must be addressed.

Background

YMCA Early Childhood Centre is governed by the YMCA board, and day-to-day operation is the responsibility of the centre manager. Children play and learn in three rooms organised approximately by age. In April 2019, ERO found that that the service did not meet health and safety regulatory standards.

Summary of Review Findings

Children experience a curriculum informed by assessment, planning and evaluation that shows understanding of their learning, interests, and life contexts. Positive steps are taken to acknowledge the aspirations held by whānau for their children.

Teachers support children’s developing social competence and understanding of appropriate behaviour. Staff are provided with adequate support, professional development opportunities and resources.

Rigorous checking of the premises, equipment, fittings and furniture is needed to ensure that they are in good condition, safe and suitable for their intended use.

Actions for Compliance

ERO found areas of non-compliance in the service relating to:

  • ensuring the furniture, fittings and equipment are kept safe and maintained in good condition
  • ensuring outdoor items and surfaces are safe and suitable for their intended use
  • daily checks of equipment, premises and facilities sufficient to identify hazards to children
  • eliminating, isolating and minimising identified hazards.

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliance:

  • including a full list of safety and emergency supplies and resources, and details of how these will be maintained, within the written emergency plan (HS7).

Recommendation to Ministry of Education

ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.

Background

The centre is governed by the YMCA board, and day-to-day management is the responsibility of a recently appointed centre manager. ERO’s previous review found the service not well placed to promote positive learning outcomes for children. Leaders have ongoing support through the Strengthening Early Learning Opportunities (SELO) programme.

Summary of review findings

All children are provided with a range of experiences and opportunities to enhance and extend their learning and development. They are given the opportunity to develop knowledge and understanding of the cultural heritages of both parties to Te Tiriti o Waitangi. Children’s own culture is acknowledged.

Teachers engage in positive interactions with children and nurture reciprocal relationships. They support children’s developing social competence and understanding of appropriate behaviour.

A range of information is provided to parents about the operation of the service. They have opportunities to contribute to the development and review of the service’s operational documents.

Actions for compliance

ERO found areas of non-compliance in the service relating to health and safety. To meet regulatory standards the service should ensure that:

  • emergency drills are carried out on an at least a three-monthly basis

  • sleeping children are checked every 5-10 minutes and the timing of these is recorded accurately

  • checks of equipment, premises and facilities are undertaken every day, and these are consistently recorded

  • risk assessment is undertaken for regular excursions

  • documentation required for excursions is complete including a list of adults involved in the excursions and parent approval of the adult: child ratio

  • the procedure for responding to serious incidents or accidents includes the review and implementation of practices as required

  • records of medicine given to children attending the service are consistently completed and include evidence of parental acknowledgement that medication has been administered.
