1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Nūhaka is in Nūhaka, near Wairoa. The mokopuna and whānau are connected through hapū, iwi and whakapapa. The kaiwhakahaere is a long-serving member in Te Kōhanga Reo with extensive experience as a kaiako. A succession plan is in place to develop new kaiako who are currently in training.

3 Evaluation Focus

How well do mokopuna demonstrate an understanding of whanaungatanga?

Mokopuna show a sense of whanaungatanga through their interactions while learning with others.

4 Findings 

Mokopuna learn in an environment that is caring and affirming and promotes their mana motuhake. Relationships are underpinned by whanaungatanga, whakapapa and connections to the whenua. Kaiako and whānau role-model tikanga and manaakitanga providing mokopuna with important examples of appropriate behaviour in different circumstances. Kaimahi consistently affirm, praise and acknowledge mokopuna learning and engagement. Mokopuna naturally demonstrate tuākana-tēina connections as they learn alongside one another. They show curiosity and an interest in their learning during play, formal sessions and wider whānau events. The kōhanga reo is well resourced to support mokopuna to experience an environment that promotes independence, group play and physical activity. Mokopuna are settled and happy learners. 

Mokopuna are immersed in te reo Māori. Kaimahi use a range of appropriate te reo Māori learning strategies such as questioning, repetition, reo rotarota and modelling to support mokopuna language development. Te reo Māori is also contextualised. Kaimahi encourage mokopuna to repeat after them while continually introducing new kupu throughout play. Older mokopuna spontaneously lead waiata including mōteatea, and are supported to recite pepeha and karakia. Younger mokopuna show their understanding using facial expressions, mimicking and body movements. Mokopuna are becoming more comfortable expressing themselves in the language of their choice. 

The programme is well organised to meet mokopuna interests and needs. They appear happy and content in interacting and playing with their peers freely moving through areas of play. Mokopuna know they can go to kaimahi for support - who show a genuine love and acknowledge each of them. They are free to follow their interests. Kaimahi provide a safe and open, free-flowing indoor-outdoor area for mokopuna to explore. Mokopuna enjoy learning experiences that consistently consider their interests and needs. 

Mokopuna needs are central to the learning programme. Planning is well-prepared and identifies kaupapa and learning intentions, with links to Te Whāriki a te Kōhanga Reo. Kaimahi include activities to harness mokopuna engagement built on a foundation of aroha, manaakitanga and whanaungatanga. Learning activities build on tikanga and practice, interactive play, creativity and social connection.  Konae ako capture mokopuna learning and development over time. These are regularly shared with whānau at monthly hui. Mokopuna needs are well-considered to ensure the emotional and physical safety of all mokopuna while at kōhanga

Whanaungatanga and kotahitanga are principles that underpin whānau whakahaere practices. Whānau are connected to the kōhanga reo through their geographical location to Nūhaka, their personal experience within the kōhanga and their whānau connections. They appreciate the opportunity for their tamariki to learn and thrive with their cousins and whānauWhānau are active and supportive of the kōhanga reo. They participate in kōhanga marae wānanga, haerenga and in the maintenance of the kōhanga reo. They work together to provide a safe and healthy learning environment. Regular hui allow whānau the opportunity to contribute their ideas, knowledge and support to all kōhanga reo operations. Financial management is collaborative, and decisions are made as a collective. Tiaki mokopuna policies and procedures are a whānau whakahaere priority with wānanga attended by all kaimahi. The strategic plan aligns to Te Ara Tūāpae with a key focus on te reo Māori development as a whānau. The annual plan clearly provides guidance in the implementation of emergency drills, yearly events, staff and curriculum responsibilities. Personnel practices and safety checking are current and well-managed by whānau. Mokopuna health, safety, learning and well-being are at the heart of whānau decision making.

Key Next Steps

Programme evaluation requires strengthening. While kaimahi meet regularly to discuss and reflect on mokopuna engagement, there is little evidence to show why and how improvements were made to the learning programme. Mokopuna benefit from regular programme evaluation. 

Kaimahi appraisals require strengthening. While appraisals are in place, there is no evidence to show how these inform professional development for kaimahi. Mokopuna learning is promoted when kaimahi skillset and development is clearly defined and purposeful.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommends whānau work alongside the Tari-ā-rohe to address key next steps as identified in this report.

1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Nūhaka is in the small rural community of Nūhaka, near Wairoa. The kōhanga reo is situated in the old post office building on the main road of Nūhaka. Whānau members have strong connections through whakapapa. The whānau are currently focusing on building a new entrance way to their kōhanga reo.

3 Evaluation Focus

How well do mokopuna show they enjoy the learning programme?

The consistency and stability of the programme provide mokopuna with a sense of security. They participate well in the formal parts of the programme and enjoy the activities and resources available.

4 Findings

Mokopuna learn in an environment where practices are consistent and reliable. The daily programme consists of karakia, mihi whakatau and waiata that connects them to Nūhaka. Kaimahi provide ongoing support for the mokopuna to enhance their understanding of whakapapa. Mokopuna are settled because they are familiar with routines. Whilst mokopuna prefer to speak in English, kaimahi use appropriate  strategies to encourage mokopuna to kōrero te reo Māori. they model correct language structure and kupu to support language development. Mokopuna are constantly encouraged to interact in positive ways with others. Tuākana show care, respect and concern for their teina. Kaimahi model interactions that reflect whanaungatanga. Mokopuna are familiar with the programme and transition smoothly between activities.

The programme provides opportunities for learning that are varied. Mokopuna enjoy following their interests and initiating own play. They remain engaged for longer periods of time. Mokopuna display confidence in their physical environment as they freely explore both indoors and outdoors. Learning spaces are well resourced and cater to the different age groups to stimulate, challenge and extend mokopuna thinking. Mokopuna enjoy the range of activities provided. 

Kaimahi have processes in place for planning and assessment. Year, term and weekly plans include learning objectives and outcomes for mokopuna. Whānau aspirations are included in planning. Kōnae mokopuna capture mokopuna learning and progress over time and include individual work samples. Mātai tamaiti supports kaimahi to monitor mokopuna development. Mokopuna enjoy learning that is well planned and organised.

Whānau have systems in place to manage the kōhanga reo operations. Whānau attend regular hui and make contributions to decision making. Health and safety policies and procedures are in place and align to current legislation. The strategic plan is informed by Te Ara Tuapae and includes the vision and aspirations whānau hold for mokopuna. Employment documentation is current and in place. Kaimahi appraisals are complete with an ongoing focus on professional development. Administrative tasks are clearly defined in the annual plan. Mokopuna benefit from collective decision making. 

Key Next Steps

Programme evaluation needs to be attended to. It is difficult to gauge how or what improvements have been made to the learning programme. Kaimahi acknowledge they are in the early stages of evaluating and documenting decisions that will enhance programme delivery. Positive outcomes for mokopuna is the result of sound programme evaluation.

While whānau have clear aspirations, it is time to develop an action plan to assist and monitor outcomes against their strategic priorities. Currently there is no way of monitoring the progress of the goals set in place by the whānau. It is important that the action plan clearly outlines activities or events and timelines to achieve whānau aspirations. Mokopuna benefit from processes that lead to the sustainability and future development of the kōhanga reo.  

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to strengthen programme evaluation.

1 Context

Te Kōhanga Reo o Nūhaka is in the small rural community of Nūhaka, near Wairoa. The learning programme is delivered in a spacious, bright building with a large outdoor play area.

Since the last ERO report in 2015, changes related to kaimahi are in place. Kaimahi and kaiwhakahaere are new to their roles. The kaumātua who has a long association with the kōhanga reo has recently become the kaiako. Whānau members have strong connections through whakapapa. They work well together to manage kōhanga reo operations.

2 The Evaluation Findings

How well do children show they are confident learners?

Children confidently explore and participate across the programme where their confidence is actively promoted.

Ngā Taumata Whakahirahira

Children are learners of te reo Māori. Kaimahi provide children with basic language structures to help them share their ideas and who they are. Mihimihi and pepeha allow children to use their learning in te reo Māori with whānau. Older children are prompted to use one or two-word responses with their peers and adults. Pēpi show confidence to express and communicate through body language and sounds. Kaimahi ensure children attend pōwhiri and whakatau to participate in formal te reo Māori settings. Children are developing as early speakers of te reo Māori.

Children learn in a peaceful and caring environment. Kaimahi ensure their interactions foster whanaungatanga amongst everyone. Children experience concepts of awhi mai, awhi atu. In return children show aroha, manaaki and āwhina to others. Kaimahi recognise and affirm positive behaviour. Children are confident to approach adults and know that their inquiries or concerns will be responded to. They constantly seek support and assurance from adults. Kaimahi encourage positive relationships and interactions at the kōhanga reo. Children appear secure in their relationships with others

Children have opportunities to participate in a range of learning experiences. Kaimahi provide children with opportunities to actively participate in marae activities and kaupapa Māori events in the community. They encourage children to take part in pōwhiri, which helps them to learn about their roles and responsibilities as tangata whenua. Children are supported to interact with kaumātua and extended whānau about their connections to the whenua and marae. Children know who they are and where they come from.

Children actively explore their immediate and wider environments. Kaimahi have integrated the concept of kaitiakitanga into the learning programme and care for the natural environment. This is highlighted by opportunities for children to plant, care and harvest the māra kai, trips up the river and visits to the local kura kaupapa Māori. Children are introduced to atua Māori and the impact they have on the natural environment. Kaimahi are focussed on developing children’s connection to the wider world. The physical resources of the kōhanga reo allow children to initiate learning that is meaningful to them. Children are developing confidence in themselves as learners.

Key Next Steps

The whānau acknowledge the need to grow their capabilities to speak te reo Māori. It is important that they consider a planned approach to learning te reo Māori. A strategic plan is critical to this development. This will ensure that language planning is implemented and monitored. Children will experience the benefits of te reo Māori when it is spoken both in the kōhanga reo and their home.

Planning and Evaluation

The whānau has a good understanding of their responsibilities for managing the kōhanga reo. They have regular hui that are well documented to show whānau decision making around priorities and developments. New whānau show confidence and a strong interest to learn roles to actively participate in kōhanga reo management. Te Korowai and Ngā Pou e Whā have been revisited to provide insights into the ways of managing kōhanga reo operations. Children’s learning and care is managed with a focus on maintaining good practices that is aligned with their tūtohinga.

Kaimahi planning shows that children’s learning is the foundation of their work. Kaupapa plans are made visible in the kōhanga reo for all to view. These guide programme implementation. Kaiako reports and reflections provide good information to whānau about children’s learning at monthly whānau hui. Children’s learning is well organised and managed.

Key Next Steps

Children’s assessments and programme evaluation require attention. Although kaimahi gather information about children, these do not fully capture children’s learning. Kaiako reports about learning programmes and practices requires them to look at ways to improve delivery for children. Children’s learning progress is not well monitored.

The whānau have yet to complete a strategic plan. While they are clear about their priorities, there is no planned approach to achieve their goals and aspirations. It is important for whānau to record, implement and monitor progress against the goals and objectives of their medium and long-term strategy. Children and whānau will benefit when the future development of their kōhanga reo is monitored.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • use internal evaluation to monitor and report on outcomes for children, and the overall performance of the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Nūhaka will be in three years.
