Te Kōhanga Reo o Te Wairoa is in Wairoa. Whānau are linked through whakapapa to Ngāti Kahungunu. Many have strong links to the kuia who established the kōhanga reo. Whānau have identified happiness and trust as the main components for bringing their tamariki to this kōhanga

3 Evaluation Focus

How well do mokopuna interact and express themselves?

Mokopuna interact and express themselves well in the kōhanga reo.

4 Findings 

Mokopuna are independent learners who express themselves confidently. They move around the large open environment with ease, playing and interacting well with each other. Mokopuna know the kōhanga reo tikanga and routines well. They happily participate in a learning programme that connects them to their identity, language and culture. Mokopuna enjoying taking part in a range of meaningful activities. They are confident in exploring their environment. Mokopuna are inquisitive and have great joy in participating in waiata and mahi ā-tinana. They are supported to develop their understanding of mihimihi and pepehā. Mokopuna are active investigators. 

Mokopuna confidently interact with kaiako, each other and whānau. Kaiako regularly praise mokopuna. They use a variety of useful strategies to engage mokopuna in learning. Kaimahi promote and ensure positive interactions by teaching and encouraging Whakawhanaungatanga. Mokopuna engage in caring and supportive relationships.

Planning is well considered and responds to the developmental needs of mokopuna. Planned learning experiences include a range of activities that intentionally connect mokopuna to pūtaiao, pāngarau, toi and hākinakina. Planned activities extend mokopuna learning and language growth. Mokopuna play engage in purposeful learning that reflects their strengths, needs and interests.

Mokopuna achievements are documented and shared. Assessments and learning stories are collected in individual mokopuna kōnae and are available to whānau at any time. Pūrongo track the capabilities and growth of the mokopuna across a range of contexts. Kaimahi are aware of mokopuna needs, and next steps for learning are identified and planned for. 

Programme evaluation is both formal and informal. Kaimahi regularly discuss what is working well for mokopuna at their hui and make changes based on this information. They also evaluate the learning programme in term four, in preparation for the following year. They reflect on kaupapa, its successes, mokopuna growth and areas that need further development. Kaimahi recognise programme evaluation as an on-going process that benefits mokopuna learning. 

Whānau manage the kōhanga reo in the best interests of mokopuna. Whānau regularly participate in hui and contribute to the programme. Te Ara Tuapae and Te Whāriki ā Te Kōhanga Reo are the foundational documents for the strategic plan. Policies and procedures to guide the kōhanga reo operations are in place. Whānau continue to develop their knowledge of effective whānau whakahaere, and some have areas of expertise that support the kōhanga reo. Some of the parents are graduates of the kōhanga reo and have returned to immerse their tamariki in te reo Māori and tikangaMokopuna excel in an environment that is whānau led and meets their needs.

Key Next Steps

Kaimahi appraisals required strengthening. It is time for whānau to review the staff appraisal policy and procedures. Self-appraisals are completed by kaiako, and it is now time for kaimahi to be appraised by the kaiako matua. A sound process for appraising the kaiako matua needs to be established and implemented. Mokopuna benefit from kaiako having up to date professional knowledge that supports their learning.

The use and quality of te reo Māori needs attention. Kaiako and whānau are at varying levels of understanding in speaking te reo Māori. While developing te reo o te whānau is a strategic goal, a concerted effort by all kaiako and whānau is needed to increase the use of te reo Māori in the kōhanga reo and at home. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommends that the kōhanga reo kaiako and whānau work alongside the district kaupapa kaimahi to ensure the key next steps identified above are met.

1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Wairoa is in Wairoa. Many of the whānau have strong links to the kuia that established the kōhanga reo. They are a young whānau who, because of hapū connections, are linked through whakapapa to Ngāti Kahungunu. Whānau have identified trust as the major factor for bringing their tamariki to this kōhanga reo.

3 Evaluation Focus

How well do mokopuna show they are secure and happy learners?

Mokopuna appear secure in their relationships and interactions with their peers and adults. They are happy and settled learners.

4 Findings

Mokopuna learn in an environment where aroha, manaaki and tiaki are highly valued. Kaimahi work with mokopuna in a calm, unrushed manner. The tone and ways they talk with mokopuna is gentle and affectionate. Mokopuna also communicates in the same way. Kaimahi model whanaungatanga in their interactions with mokopuna. Tuākana tēina relationships are normalised. The older mokopuna were observed attending to the physical and emotional needs of their tēina. Kaimahi support mokopuna to recite their pēpeha. They use this as a strategy to support mokopuna to learn about who they are and where they come from so, they are secure in their identity as Māori. Mokopuna experience a programme that provides structure and consistency across the daily activities. Kaimahi maintain consistent routines. Mokopuna show care and affection for one another.

Kaimahi planning is in place. It is influenced by Te Taumata o Te Kounga, an internal review process that has been established by the National Te Kōhanga Reo Trust. Kaimahi planning have elements that are critical to planning. They include programme content that links to local knowledge and te reo Māori development. There are clear timelines, links to Te Whāriki and essential learning skills. Mokopuna learning is well planned and organised.

Whānau manage aspects of operations well. The annual plan is in place. This guides key administration tasks to ensure operational matters meet critical deadlines. The annual plan is monitored by the kaiwhakahaere.  Personnel matters are well managed. Kaimahi have in place job descriptions and individual employment contracts that are updated and aligned to current legislation. Police vetting has been completed. Kaimahi are clear about their rights, roles and responsibilities.

Key Next Steps

Internal evaluation requires attention. It is clear that a number of management processes have not been reviewed and reported to whānau. Kaimahi require support to develop mokopuna assessments and programme evaluation. Mokopuna learning and progress has not been recorded or reported for nearly a year. Programme evaluation is informal. It is difficult to gauge how the learning programme is monitored for its effectiveness. While kaimahi talk about what is not working, there is no documentation of these conversations. It is important that whānau establish a process for assessment and programme evaluation.

While health and safety policies are in place, whānau and kaimahi are not clear about how these impact on mokopuna safety and wellbeing. It is now time for kaiwhakahaere and chairperson to seek ways to ensure whānau have access to these policies and procedures in order to make informed decisions. There are a number of outstanding issues that need attention to ensure the safety of mokopuna:

  • it is time for whānau to review the administration of medicines. The current practice does not reflect the policy and procedure
  • earthquake emergency drills have not been carried out. Mokopuna do not know what to do if there is an earthquake. Whānau must organise and implement a plan to ensure ongoing emergency drills are carried out regularly
  • there are no daily hazard checks. Its important whānau consider a process where daily hazards checks are carried out
  • inadequate storing of cleaning chemicals raises issues of safety for mokopuna. Whānau must ensure that the kōhanga reo is a safe place for mokopuna
  • the whānau must check the premises and equipment regularly and ensure appropriate action is taken. Damaged gates, broken swing sets and dislodged plastic matting compromises mokopuna safety.   

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • implement a process of assessment to monitor and record children’s learning, and establish a process to evaluate the effectiveness of the learning programme

  • review and update policies and procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for administering medication

  • review procedures to ensure all requirements for earthquake emergency evacuation drills are carried out and recorded

Evaluation

Te Kōhanga Reo o Te Wairoa is in Wairoa. Children demonstrate whanaungatanga well through positive interactions and relationships. They are well supported and happy at kōhanga reo.  Whānau are positive about the future of their kōhanga reo.

The next ERO review of Te Kōhanga Reo o Te Wairoa will be in three years.

1 Context

Te Kōhanga Reo o Te Wairoa is in Wairoa. Children learn in a spacious and attractive facility. A major feature of the programme is mau rakau. This is used to provide knowledge and skills about the arts. This is also a viewed as a valid process for preserving te reo Māori and tikanga Māori.

2 The Review Findings

How well do children demonstrate whanaungatanga?

Children demonstrate whanaungatanga well through positive interactions and relationships.

Ngā Taumata Whakahirahira

Children learn in a rich te reo Māori environment. Kaimahi speak te reo Māori to children at all times. They use a range of simulating and interactive strategies including questioning, prompting, repetition, role modelling and waiata to extend children’s language development. Pepeha and whakapapa support language development, confidence and identity. Babies mimic what adults do and enjoy opportunities to babble, sing and play. Children are well supported as developing speakers of te reo Māori.

Children experience warm and caring relationships with others. Kaimahi promote and model positive interactions with other adults and children. Children work well together across all aspects of the programme. They learn in an environment where manaakitanga is a priority. Children are secure learners.

Children experience an environment where their health, safety and wellbeing is paramount. Adults consistently monitor children throughout the learning programme to ensure their safety. Kaimahi support children through smooth routines and transitions. The kōhanga reo is spacious, attractive and well maintained for children. Children are settled.

Children participate in a stimulating learning programme. Kaimahi provide varied and short activities to maintain interest. Children enjoy waiata, games, and kapa haka with their peers and whānau. They also learn mau rakau to encourage dexterity, agility and focus. Children are positive learners. 

Planning and Evaluation

There is a well-planned and organised approach to children’s learning. Programme planning clearly incorporates Te Whāriki. Kaimahi include aspects of a localised curriculum that reflects a personal Māori world view. They can confidently articulate their views regarding planning. Current plans are detailed and robust across the year. Activities show clear links to Ngā Taumata Whakahirahira and provide children with opportunities for creativity and fun. Kaimahi monitor the effectiveness of the learning programme through both informal and formal reflections. Children benefit from learning that is based on their individual needs.

The kōhanga reo is well managed. The charter identifies that te reo Māori me ona tikanga is a priority for children and whānau. Policy reviews are regular. The learning environment is secure and well maintained. Core health and safety policies are current and in place. Personnel management is adequate. Reporting to whānau on management and operations is consistent. Whānau know their goals and priorities now and into the future. Their strategic plan is informed by Te Ara Tūāpae. Children are at the heart of decision making in the kōhanga reo.

Key Next Steps

While profiles are used as the main method of monitoring children’s learning, these do not identify what they know. A focus on what children are learning and what they know will make a valued contribution to monitoring their progress.

While the whanau have in place a strategic plan, there is no action plan to report on the progress of their strategic goals. In order for the strategic priorities to be realised, it is important that the plan is monitored to ensure progress and sustainability across all operations of the kohanga reo.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Whānau to develop and implement an action plan to realise their strategic goals

  • Whānau continue to strengthen assessment. 

Conclusion

Te Kōhanga Reo o Te Wairoa is in Wairoa. Children demonstrate whanaungatanga well through positive interactions and relationships. They are well supported and happy at kōhanga reo. Whānau are positive about the future of their kōhanga reo.
