1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te kōhanga Reo o Te Whānau o Te Rākato is a marae-based kōhanga reo in Mahia. It is licensed to cater for 20 mokopuna including 8 aged under two years old at any one time. Mokopuna and whānau live locally and have connections to the land. Whānau aspire for their tamariki to graduate from kōhanga reo and attend kura kaupapa Maori.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna express whanaungatanga well through their positive interactions and relationships with others.

4 Findings

Mokopuna experience respectful and caring relationships. Kaimahi and whānau model nurturing interactions with each other and with mokopuna. Mokopuna are encouraged to be courteous to others. They have developed trusting and meaningful relationships as they work alongside their peers and adults. Kaimahi have clear expectations for positive interactions and behaviour. Mokopuna recognise and engage in experiences and practices that are familiar and predictable. They transition smoothly between learning activities. Mokopuna are happy and settled.

Mokopuna learn in a nurturing language environment. Kaimahi provide a daily programme that fosters awhi, tautoko and aroha. These beliefs support mokopuna to learn as they interact with peers, and as tuakana teina. Kaimahi regularly praise individual's efforts for using te reo Māori in different situations. Mokopuna hear te reo Māori in both formal and informal settings. Kaimahi provide mokopuna with opportunities to share their knowledge of whakapapa and tūrangawaewae. Kaimahi have established daily routines to support mokopuna interactions with each other. Mokopuna are growing in confidence to use te reo Māori.

Kaimahi have clear processes for mokopuna learning. The kaiako matua takes a strong leadership role in supporting all kaimahi with planning, assessment, and evaluation of the learning programme. They meet and plan collaboratively. The mahere a tau is well considered and informs term planning. This informs monthly and weekly plans and guides the daily programme. Kaimahi gather assessment information on individual mokopuna each term. The information is detailed, specific and compiled in individual profile books that show mokopuna progress and achievement over time. Programme evaluation is a regular practice for kaimahi. During staff hui they review their practices, the programme and activities. Improvement is the focus at all kaimahi hui. Mokopuna are at the heart of planning, assessment, and programme evaluation.

Whanaungatanga provides a strong foundation for the way in which the whānau manage their kōhanga reo. Whānau manage the kōhanga reo in the interests of the mokopuna. They participate in the management of the kōhanga reo operations. Whānau hui are held regularly and provide opportunities for whānau to contribute. Health and safety policies and procedures align to current legislation to ensure mokopuna wellness is a priority. The annual plan clearly identifies key areas of operation and when these must be attended to across the year. The administration of operations of the kōhanga reo are well monitored. Decision making processes are well informed. Mokopuna learning and wellbeing is the focus of whānau whakahaere

Key Next Steps

Whānau and kaimahi shared their intention to develop a succession plan to ensure the future of the kōhanga reo. ERO supports this key next step which will further enhance positive outcomes for mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation:

  • that whānau collectively continue to enhance the quality of learning and outcomes for mokopuna.

1 Context

Te Whānau o Te Rākatō Te Kōhanga Reo is based on marae in Māhia. Children and whānau live locally and have connections to the land. The whānau supported the establishment of a new kura kaupapa Māori in the local area. Most of the children in the kōhanga reo transition into that kura.

2 The Evaluation Findings

How well do children show they are developing an understanding of their place in the whānau?

Children show pride in who they are and are confident learners.

Ngā Taumata Whakahirahira

Children learn in a warm, nurturing environment. Kaimahi promote positive relationships based on aroha, manaaki, tiaki and rangimārie. They model these values as they respond to the care and needs of children. Children are supported throughout the daily programme to interact positively in group activities. Kaimahi model ways for children to resolve conflict and differences. They organise whole group activities of singing, games and play to foster fun in learning. Children are given hugs, kisses and comforted regularly. Children are happy learners.

Children learn about their ancestral connections. They learn about the land, mountains and rivers of the local environment. This knowledge is reinforced through songs and stories. Children learn and share their pepeha and whakapapa as part of the formal learning programme. Kaimahi encourage children to learn about their roles and responsibilities as tangata whenua by actively participating in welcoming visitors into the kōhanga reo. Children observe and listen to the practices of leadership in formal situations. Children have a sense of belonging.

Children’s te reo Māori is developing. Te reo Māori is a focus for the kōhanga reo whānau. Kaimahi use a variety of strategies to support individual’s language development. They encourage children to repeat language patterns, use questions and prompts and hand actions to communicate understanding. Kaimahi use a range of media so that children can hear and see te reo Māori in the learning environment. Children enjoy using te reo Māori.

Children are learning to be explorers. Kaimahi encourage children to follow their interests and choose from a variety of resources. They encourage children to be creative and imaginative in their play. Kaimahi support children to use their senses as they explore, problem solve and test their ideas. Children are curious learners.

Planning and Evaluation

Children’s needs inform the learning programme. Kaimahi have defined expectations to support planning and assessment practices. Te Whāriki a Te Kōhanga Reo guides kaupapa. Kaimahi discuss and share the learning focus for each age group. They share their strengths and skills in the delivery of the programme. Assessment information is linked to planning. Kaimahi collectively share responsibility for gathering and completing assessments. Information about individual children is placed into their files which are shared with their whānau. Kaimahi meet regularly to discuss steps to improve the delivery of learning. A programme evaluation sheet helps them to record learning changes. Children benefit from a balanced learning programme.

Children’s learning needs are important. The whānau has defined roles and responsibilities to manage the daily operations. They use an annual plan that identifies dates for completing and meeting operational deadlines. Personnel management, health and safety policies and procedures related to children are a priority. These are discussed at monthly whānau hui. Children’s well-being is central to whānau decision making.

Key Next Steps

Although whānau have a strategic plan that identifies priorities and timeframes, it is important to regularly monitor and report against progress towards achieving their goals. This will enhance the quality of self review in the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau continue to strengthen aspects of self review identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Whānau o Te Rākatō Te Kōhanga Reo will be in three years.
