1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Whakakotahitanga is located in Taradale, Napier. They share the site with Te Kōhanga Reo o Te Maara o Tāwhao. “Kia kotahi ai te kokiri hei whānau” is a strong guiding principle that binds whānau. The kōhanga reo has strong connections to Te Haahi Rātana.  

3 Evaluation Focus

How well do mokopuna show they understand who they are and where they come from?

Mokopuna are confident, secure and connected as whanau in a kōhanga reo that affirms the importance of their reo and Ngati Kahungunu history.

4 Findings

Mokopuna are engaged in learning where their identity is nurtured. Kaimahi are competent role models who deliberately craft a learning programme that exposes mokopuna to tikanga and local landmarks, Kahungunū history, tipuna and their stories. Mokopuna have created their own story books that bring atua Māori to life. These emerge from mokopuna interests and strengthens connections to whānau, each other, and the natural world. Tuākana are encouraged to share their stories where they model confidently, leadership qualities for their teina. Kaimahi encourage meaningful relationships and interactions that are based on whanaungatanga. Mokopuna are secure and aware of their uniqueness, in a kōhanga reo that celebrates te reo and Kahungunū tikanga.

Planning, evaluation, and assessment processes are in place. Whanau goals and aspirations for their mokopuna are seen throughout the planning which is based upon Te Whāriki o Te Kōhanga Reo. Assessments are contained in konae and matai tamaiti that focus on mokopuna whakapapa, whanau connections and their holistic development through ‘Te Whare Tapawhā’. Whānau have easy access and can comment on their child’s assessment profiles. Evaluation practices are in place. Kaimahi document reflections and evaluations about mokopuna and the programme, that assist them to make improvements if needed. Mokopuna Ūenuku (inclusion) needs are supported by accessing professional learning support from key educational and health providers, the philosophy of “kia kotahi ai te kōkiri hei whānau” helps to encapsulate this inclusive approach. Mokopuna learning is enhanced by a responsive learning programme.

Management of the kōhanga reo is well planned. There is a blend of experienced and new whānau to the kōhanga reo kaupapa who work well together to manage all areas of operations. The Tūtohinga provides clear guidelines for the management of the kōhanga reo. Te Ara Tūāpae is used to inform strategic planning while the annual plan provides clear guidelines for monitoring operational tasks throughout the year. There is an executive kōmiti, who work closely with kaimahi around day-to-day operations and with all personnel matters including annual appraisals. The appraisals inform professional and personal learning goals. Whanau goals and aspirations for the future development of the kōhanga reo are clearly identified. Mokopuna benefit from management and operations processes that works in their best interest.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommend that the whānau continue with their evaluation and improvement focus, to develop the already strong practices, around enhancing learning opportunities for mokopuna.

1 Context

Te Kōhanga Reo o Te Whakakotahitanga is situated in the community of Clive, between Napier and Hastings. The vision of the whānau is to be grounded in kaupapa Māori and be strong in their commitment to their kōhanga reo. The whānau moved into temporary premises while renovations are completed to their permanent site. They are about to return to their newly refurbished premises in Hastings.

2 The Evaluation Findings

How effectively do tamariki show confidence and calmness in the kōhanga reo?

Tamariki are confident, settled and happy in their kōhanga reo.

Ngā Taumata Whakahirahira

Tamariki learn te reo Māori in a supportive and stimulating environment. Kaimahi create a learning space that turns the kōhanga reo into a magical, creative and dramatic stage for learning. Kaimahi dress up as characters from the kaupapa of the week and immediately catch the excitement and attention of tamariki. Kaimahi use te reo Māori in ways that encourage tamariki to feel safe and confident as they participate as learners of language. Tamariki enthusiastically participate in language learning that is fun and enjoyable. Kaimahi are very deliberate as they plan to develop the language skills of tamariki and use books and waiata well to embellish learning. Mat time and other teachable moments during the day are used well by kaimahi to revise and embed new language learning. Pēpi are actively involved in learning with tuakana. Their needs are well met by kaimahi who also enable pēpi to regularly interact with tuakana. Pēpi use hand actions to show their understanding of te reo Māori. The learning environment reflects the broad range of kaupapa that tamariki have experienced during the year. Tamariki are developing as confident and active learners of te reo Māori.

Tamariki experiences are strongly based on whanaungatanga and whakapapa. The whānau has high expectations for tamariki to know who they are and where they belong. Most whānau have whakapapa connections to Ngāti Kahungunu. Kaimahi use innovative ways to embed knowledge of important stories about significant iwi landmarks. The selective use of whakataukī provides a useful method for engaging tamariki in learning about their connections. Kaimahi incorporate the pepeha of tamariki as part of how learning activities are organised and managed. Tamariki are encouraged to listen, recognise and recall their respective maunga. Pēpi are supported to learn about their whakapapa and are held in the arms of kamahi as they are encouraged to show their knowledge of who they are. These interactions between pēpi and kaimahi foster their feelings of belonging to the kōhanga reo. Tamariki are actively learning about their whakapapa and connections to others.

Tamariki build caring relationships with their peers and with adults. Kaimahi focus on ensuring tamariki are settled and happy in the kōhanga reo. Tuakana are encouraged to work positively with teina and know how to interact well with pēpi. Kaimahi give time to comfort and reassure tamariki who may be upset or appear unsettled. Any disputes that arise are opportunities for tamariki to learn how to respect and demonstrate care for others. Tamariki show care and aroha for others in the kōhanga reo.

Older tamariki are learning to take greater responsibility for their learning. There are planned periods of highly interactive activities, as well as times for tamariki to take time out and choose to play independently or with others. Routines are well established and understood by tamariki. These routines provide stability and a feeling of belonging for tamariki and pēpi. The ringing of the bell is used to indicate when tamariki should begin to tidy the whare and gather on the mat. Kaimahi make imaginative use of waiata tawhito to settle tamariki through physical exercise and focused breathing exercises. Tamariki learn skills and qualities to become independent learners.

The outdoor area is a significant feature of this kōhanga reo and provides exciting opportunities for tamariki to explore aspects of their natural environment. The māra kai is a focal point for learning which fosters the curiosity and interest of tamariki as they search for kai, worms and other fascinating insects. The recent kaupapa focus on Matariki continues to be celebrated as tamariki sing their favourite waiata and extend their knowledge of the physical and natural worlds. The whānau and kaimahi organise excursions and other opportunities for tamariki to participate in regional and national events. Tamariki are active and knowledgeable explorers of their environment.

Planning and Evaluation

Programme planning practices are well established. Planning includes the ideas and contributions from whānau members. Kaimahi skilfully weave those ideas into a well-presented framework that is easy to follow and contains the essential elements to support the learning and development of their tamariki. This includes documenting goals, learning outcomes, new language learning, and a range of activities and resources to excite and capture the curiosity of tamariki.

Assessment is purposeful and relevant. Kaimahi maintain records of learning progress and emerging interests for individual tamaiti, and how they will encourage and extend learning in a variety of innovative and colourful ways. The feedback from parents reflects their high interest in the learning and development of tamariki.

Programme evaluation focuses on the quality of the programme, outcomes for tamariki and improvements to be made to the learning programme. Documented discussions attest to the comprehensive focus on outcomes for tamariki and how kaimahi can ensure tamariki receive a well-planned learning programme. The quality of practice by the kaimahi in the kōhanga reo has been recognised locally and they are providing support and guidance to whānau in other kōhanga reo.

Strategic and annual planning is aligned to Ngā Pou e Whā o Te Kōhanga Reo. The vision and goals adopted by the whānau are simple, clear and reflect a strong commitment to kaupapa Māori education. Most parents are speakers of te reo Māori and have been educated in Māori settings. Their enthusiasm and high expectations ensure the wellbeing of tamariki and whānau is fostered. Self review practices are well monitored, transparent and shared with whānau. Kaimahi are well supported to maintain and improve skills for teaching and working with tamariki. Professional development for kaimahi is well supported by the whānau. Kaimahi and whānau are also involved in supporting their purapura to strengthen whānau management and learning for tamariki.

The health, safety and wellbeing of tamariki is a priority for whānau. There are policies and procedures, defined roles and responsibilities, and focussed guidelines to maintain efficient management and governance of the kōhanga reo. The administration work is completed to a high standard. The philosophy of Kia kotahi ai te kōkiri hei whānau guides their aspirations for the learning of kōhanga reo and is reflected in how they actively engage and work together. There are high levels of whānau attendance and participation in hui. Parents are committed to giving time and effort to ensuring tamariki and kaimahi are well supported in the kōhanga reo.

The kōhanga reo has been located in temporary premises while they secured a permanent site. In addition to ensuring they can meet licensing requirements at their permanent site, the whānau and kaimahi have identified the importance of maintaining the high standard of teaching practice and whānau management as they relocate.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Whakakotahitanga will be in four years.

1 Context

Te Kōhanga Reo o Te Whakakotahitanga is in Napier, in the Ngāti Kahungunu region. Parents and members of the kōhanga reo community attend regularly and participate in managing the kōhanga reo in the interests of their children. The whānau is committed to supporting both children and the wider whānau to learn and to use te reo and tikanga Māori.

2 The Review Findings

How well do children use te reo Māori?

Children use te reo Māori well to communicate with each other and with adults.

Ngā Taumata Whakahirahira

Older children speak te reo Māori to each other and to the whānau members at kōhanga reo. Younger children are learning simple phrases and instructions. Staff and whānau effectively model te reo Māori language and children respond appropriately. Staff use effective language learning strategies with children. These include mahi whakaari which support children to learn about the marae and whare tipuna. Children confidently talk about the key parts of a wharenui. Children are read to regularly and are developing an interest in books. Children are developing well as te reo Māori speakers.

Children are inquisitive, engaged in learning and enjoy exploring their environment. A wide range of resources are available for children. Children follow their interests and move freely around the kōhanga reo making choices about what they will do. Whānau encourage and support children to be imaginative and creative. They work alongside children and take a keen interest in their work. Children lead games and play well together throughout the day. They are provided with a well resourced and engaging outdoor area. Children especially enjoy playing in the sandpit. Interactions and relationships are warm, caring and loving. Children are happy at kōhanga reo.

Planning and Evaluation

Children are provided with well planned programmes of learning. Programme planning is comprehensive. There are clear links made to Te Whāriki. Planning focuses clearly on supporting children to learn and use te reo Māori.

Programme evaluation is used effectively to provide an interesting and stimulating learning programme for children. Staff consider the positives of the learning programme and the possible next steps to improve learning experiences for children. Children have a well planned programme to help them to learn and grow as speakers of te reo Māori.

Staff know about and document information about children’s capability in te reo Māori. New and known vocabulary is recorded for each child. Children’s success and knowledge about kaupapa learning is also assessment by staff. Parents contribute information about their child’s progress and development.

Appraisal is used well to manage staff performance. Staff members reflect on their role and set appropriate goals for their future development. Appraisal is focussed on building and sustaining te reo Māori proficiency. Staff members attend te reo Māori training to support them to advance their capability in te reo Māori.

Children and parents are supported to learn te reo Māori. A strategic plan has been developed to raise the te reo Māori fluency of staff, whānau and children. Regular te reo Māori wānanga are held to support parents and the kōhanga reo community to build their capability in te reo Māori. Parents attend Ngāti Kahungunu kura reo. They are also encouraged to participate in Te Kōhanga Reo National Trust courses.

Key Next Steps

Assessment practices are inconsistent. While some staff monitor children’s progress well over time, this does not occur for all children. Staff are yet to develop a systematic approach to gathering and recording information about each child’s progress and development.
